00:00The government plans to raise more funds for assistance programs under the 2025 national budget based on the discussion of the committee on finance of the Senate.
00:14This is in line with the effect of inflation, which is felt by the poor.
00:21Our poor constituents are very sensitive to the prices of food, especially the prices of rice.
00:39And this is something that I want to highlight because typically we only look at the national inflation that's inflation that everyone feels.
00:48But it is obvious that the poorest segment of our society feels it much greater.
00:55In the budget for 2024, and it will be followed through in 2025, there are somewhat what we call Ayuda programs, roughly about 560 billion in 2024.
01:10That is intended to assist 50% of all families nationwide.
01:20There are about 13 million families who should be benefiting from this.
01:28According to Budget Secretary Amina Pangandaman, for 2025, the allocation of four Ps, which is P114.2 billion, is the largest.
01:38But in 2025, the controversial ACAP or Ayuda sa Kapos Ang Kita program of the DSWD, which received P26.7 billion in 2024.
01:49This is a one-time aid of P5,000 for families earning less than P23,000 per month.
01:57It should be noted that the ACAP was not included in the 2024 budget approved by the Senate, but it was included in the Bicameral Conference Committee.
02:05Other members of the committee did not know about it.
02:08Was that requested by the DSWD for the year 2024?
02:12No, Madam Chair.
02:15It found its way into the GAA.
02:19Yes, Madam Chair.
02:20In 2024, not requested, found its way into the GAA.
02:24In 2025, also not requested.
02:27I can assure our minority leader, we will keep a watchful eye on what we approved.
02:33Yesterday, Senator Risa Contiveros also noted that the transfer of a large portion of the 2024 national budget approved by the Senate to unprogrammed appropriations,
02:43or those that have not yet been approved and can only be funded if there is excess income, foreign assistance, or loan obtained by the government.
02:51Along with the impact of some large projects such as flood control.
02:55I hope we do not make this mistake again of deprioritizing hundreds of billions of pesos in funds proposed by the President and already approved by both the House and the Senate.
03:09The underspending of government agencies is a problem according to Senator Gwynne Gatchalian.
03:15In 2023, the unutilized appropriation is about 1.7 trillion pesos.
03:21That's 20% of the total appropriations.
03:25So 20% has not been spent or not been dispersed.
03:29We are increasing budget, but we cannot spend budget.
03:33And at the same time, we're incurring fiscal deficit.
03:36And to finance that fiscal deficit, we need to borrow.
03:39The Department of Budget and Management usually prioritizes projects that can be implemented immediately.
03:47Sometimes, the Congress wants something that is not a priority of the agency that will implement it.
