00:00But sir, mera ek chota, ek request aapke zari yeh hai, ke CM sahab sabar se sun lijiye
00:14pe aarein.
00:15You are the leader of the house, sir.
00:17I am very small, sir.
00:20Meri baat mukhamili nahi hui aap, uthke bolna chaharein.
00:25Sir, a student does a graduation for three years.
00:29Now the question arises, the Government of India is saying that graduation studies has
00:35to be for four years.
00:38Now my question is, sir, when we are providing a skill development course, the duration has
00:46to be smaller.
00:49If it is a three years course or a four years course, the students are not enrolling themselves.
00:57So we have to look into this aspect also.
01:00This is a very important.
01:02Diploma courses are there, sir, they are too short.
01:06The problem arises is what, sir, there are many courses which are not recognized by the
01:12Government of India.
01:14And after, sir, Health University is also offering a course, they started, I went and
01:20I met the VC, I requested, gave a letter, then they said, sir, we'll start BSc, lab
01:25technician.
01:26BSc, MRI technician, BSc, CT scan.
01:31The problem is, sir, three years he has to study.
01:36So three years become a very long period.
01:38And after the studying for three years, sir, the saddest part is that he has a degree and
01:44the degree is not recognized in the international world.
01:49Here the problem arises, sir, we need to make sure that whatever degree and
01:56whatever diplomas that we are going to give to these children, those diplomas and those
02:03degrees should be recognized by the international technical or technology or skill development
02:11boards.
02:12This is very important.
02:14This has not been done.
02:16And honourable speaker, sir, for your kind information, Government of India is also running
02:20such courses.
02:22And they are charging fees for that 1 lakh, 2 lakh, 3 lakhs.
02:28So what is happening, sir, a poor student is not able to pay the fees and do the courses.
02:36That is why what is happening is, sir, many of the hospitals, many of the colleges are
02:40giving an unrecognized skill training, which is not recognized.
02:47With this skill university, we have to make sure that these courses are recognized.
02:53Sir, I also went to the architecture council, which is there just beside the technical education
03:00council, sir.
03:01Sir, there I went and I pursued and I spoke and they were kind enough.
03:06They said, Akbar sahib will give you some courses.
03:08Like, sir, we have landscaping course.
03:13Landscaping is there.
03:14Sir, it's a very small, but the problem again, there is, sir, for this landscaping diploma
03:19course, they are asking to study for two years.
03:24Interior designing is there.
03:26So there are many things, sir, so the problem which I am trying to raise through you and
03:31bring to the kind notice of the government is that already there are many centers which
03:37are offering such courses, sir.
03:40Right, sir.
03:41Sir, I'm not against this bill.
03:44I'm not against it.
03:46The reason for me demanding my party to be given to select committee is that, sir, we
03:52can have a more thorough discussion on that.
03:54Fine.
03:55We are having a discussion now.
03:56So I take this an opportunity.
03:58Sir, already skilled development courses are offered in different departments in the state.
04:05Now, the question arises is that what would be the fate of those courses which are being
04:12offered by different departments?
04:15Are you going to abolish that?
04:17Are you going to close that?
04:19Are you not going to give a single paisa to them?
04:22I'll give you an example.
04:24Like department of college education, skill and knowledge centers are running, sir, many
04:31courses in the also previously in the name of Jawaharlal Nehru Technology Knowledge Center.
04:37Sir, crores of rupees are being given and spent.
04:41So are you going to stop this or are you going to continue this?
04:45This is a question, sir.
04:47Department of youth services, sir.
04:50Department of youth services like Setwin and other ITI, sir, they are also running.
04:56Sir, my late father had then demanded, Mr. T. Anjaya sahib was the chief minister.
05:11Then that time, a Setwin was started, sir, in Old City.
05:17Sir, Setwin is still running, sir.
05:20So will you close Setwin today or will you bring Setwin inside it?
05:34Senior MLA, floor leader of MIM, the thing you are asking, I have said before also, your
05:41MLA of Nampally was also there.
05:45The ITI, Industrial Training Institute, which was created to teach the youth of the previous
05:53generation for industrial training, today the syllabus has been outdated.
06:01If you come out after training there, then you are not getting any job outside.
06:06That is why, as soon as our government was formed, we thought responsibly and from Tata
06:10Institute, from Tata Company, we made a joint venture, JV.
06:16So this ITI, we sent them to Advanced Technology Center, ATC.
06:22Spending of Rs. 2324 crores, around Rs. 2400 crores.
06:3086% from Tata, 14% from Telangana.
06:35All this, with the CSR fund, responsibly, we made a joint venture with corporate Tata.
06:43Now, in Nampally, the first step we took, where more and more unemployed, where poor
06:51people live, where those who need a job, those who need training, in Nampally, for 4 institutions
07:00of Rs. 130 crores, I myself went to the foundation.
07:07I, our Shridhar Babuji and your MLA Nampally were also there that day.
07:12We showed everything.
07:14What is the actual training in robots, what is the training in machines, what is the training
07:20in automatic machineries.
07:21We have not stopped ITI, we are not stopping CETWIN.
07:25More than that, the good ones who are competing in the new world, we are taking those corporate
07:33companies together.
07:3586% money is coming out of their pockets.
07:3914% is coming out of our pockets, making it 100%.
07:43All this is training to give them jobs.
07:46There is no need to stop any institution.
07:50This is a different institution, with a degree certificate, with advanced technology.
07:56We are doing a better job for our unemployed youth.
08:02That is why, if you have any more doubts, you can come there at 4 in the evening.
08:09After that, I will also tell our ministers and our officers, we will clear all your complete
08:15doubts.
08:20Honourable Speaker Sir, I welcome the reply given by the Leader of the House, Honourable
08:26Chief Minister, Mr. Ravindra Reddy Sir.
08:29But Sir, I have a small request through you.
08:34CM Sir, please listen patiently first.
08:38I have not completed what I wanted to say.
08:43You are the Leader of the House, Sir.
08:45I am very small, Sir.
08:47Very small, you are too big.
08:49Please give us a chance.
08:51Sir, what do I want to say to you?
08:54You did not let me say it, and you left.
08:56Please listen to me, Sir.
08:58I am saying this, Sir.
08:59You said that the set window will not be closed.
09:01Sir, I started by saying that, Sir, the diplomas which are being given are not recognised.
09:09Now that you are establishing this university, you can link these courses with this university.
09:17So that a certificate issued by the set window is also recognised.
09:22So this is what I wanted to say.
09:25Affiliate them.
09:27There are many centres which are offering such courses, but unfortunately those courses are not recognised.
09:35So by, you know, linking them with this university, those courses can be recognised.
09:42And the certificates issued by them will hold some weight and value.
09:46If a student goes abroad and says that I have this certificate, this is recognised.
09:53This is what I wanted to say, Sir.
09:55Sir, and then Honourable CM Sir had said about advanced technology with Tata.
10:00So now the question arises, Sir, we are spending money with them, with Tata also.
10:07They have the labour and employment advanced technology centres of ITI and other courses open.
10:13These skill centres are very useful for our students. There is no doubt, Sir.
10:17Tata Technology Ltd will also assist in securing employment for these trainees.
10:23The project was launched by the Honourable Chief Minister, as he had just mentioned, Sir.
10:28At Malle Palli ITI, Sir, in the month of June.
10:31The total cost for this public-private partnership project is 2324.02 crores.
10:38Out of which 307.95 crores are to be paid by the government.
10:44So my, again, submission and a question is that, Sir, you are spending money here, you are spending money there.
10:53So why don't you bring all of these, wherever you are offering, under one umbrella of this university?
11:01Sir, ITIs are still very demanding. Sir, may ek moti baat kehta hoon, Sir.
11:06May, we always talk about, you know, skill development, this and that, Sir.
11:11Sir, ab agar aap, shher-e-Hyderabad mein agar ghar banate hain, Sir.
11:16Sir, may afsos ke saath, may kisi pe tanqeet nahi kar raha hoon.
11:20Sir, humare paas agar ghar banane ke liye maestri aata hai,
11:24to maestri yaar to Orissa ka rahta hai, yaar to baayar ka rahta hai, Sir.
11:29Telangana mein humko maestri bhi nahi hai.
11:33Sir, National Academy of Construction.
11:37Sir, ye gareeb jo jaahil log hain, inko kar sakte hain.
11:41Sir, badai carpenter, badai jo bolte hain carpenter.
11:44I am giving just small examples, Sir.
11:46Sir, carpenters, Sir.
11:49Carpenters are dominated by, again, Rajasthanis, North Indians.
11:54Why can't we have carpenters from Telangana, Sir?
11:58Sir, this fall ceiling.
12:00Fall ceiling work also you see, Uttar Pradesh and other areas, Bihar.
12:07So, Sir, my submission through you is that, Sir, in this skill development university,
12:14we should also give an opportunity and a chance to 7th fail and 10th fail student also,
12:21so that we can provide them with the skills also.
12:25This is what is my submission, Sir.
12:29Sir, when we say electrician, plumbers, these are also very short-lived, Sir.
12:35Sir, any state's economy, first backbone, as far as India is concerned, it is agriculture, Sir.
12:43But the real estate is also one of the biggest factor.
12:47And so much of construction is coming up.
12:50And unfortunately, we are unable to generate employment to our own children, our own people of state of Telangana.
12:57Sir, this is why I was just requesting, Sir.
13:01Sir, also, IIT Basar also has some courses like this.
13:06So, are you going to talk with them also? Health University has, Architecture Council also has.
13:12So, we need to call all of them, Sir.
13:15Sit together, ask them what are the courses that you are offering.
13:19And can we bring them under one umbrella of this university?
13:23This is what is my submission, Sir.
13:26Sir, going further ahead, Sir.
13:29In this bill, Sir, it has been mentioned that on page number 21,
13:36members representing the SCST community will be nominated, Sir, by the Chancellor.
13:43Sir, my submission through you is that, Sir.
13:47Sir, why only SCST, Sir? I am not against them. Good.
13:51What about OBCs as members?
13:54What about women as members?
13:57What about minorities as members?
14:00Why can't we have them?
14:03So, I request that, kindly bring in this change.
14:07And, Sir, the most important thing is that, Sir.
14:11Sir, what, like when I started by saying that, I also run this vocational training.
14:17If I want to have a recognition, or if I want to have an affiliation with the university,
14:25are you going to take care of and protect the minority rights which is given in the constitution or not?
14:33Sir, what happens is that, Sir.
14:35Sir, in engineering colleges, I am just giving an example.
14:38Sorry, Sir, I am taking time.
14:39Sir, in engineering colleges, Sir.
14:41So, minority colleges have the right to administer and run the college, Sir.
14:48But the university people, they say that a selection committee has to be there.
14:54Wherein, a technical education department will one have.
14:58Education department will one have.
15:00One member from minority college can sit there and they should interview and they should select.
15:05We went against that, saying that this is interfering in the minority rights.
15:11Then the Supreme Court gave an order and said no minorities have the right to establish, run and administer their colleges.
15:21So, now my question is that, Sir, in this bill, it is not mentioning.
15:26Like, if a minority education institute goes to the university seeking for an affiliation,
15:33minority rights should be protected.
15:36And Sir, going further ahead, Sir.
15:40Sir, I would like to say that 50,000 is the fees.
15:46Sir, can a poor person pay 50,000 fees?
15:53Sir, you will not reimburse all the people.
15:56Sir, there is a layer in the fees reimbursement.
15:59There is an amount.
16:01If the earning is more than this, then the poor will not get it.
16:04If you have to see the accounts as to the amount the government is spending.
16:08That is why I am saying, Sir.
16:10If you bring all the departments which are offering such courses in one umbrella.
16:22So, you will have the accounting and you can see them.
16:25Then, can we offer free courses or not?
16:30Or Sir, we can also do one thing.
16:33Sir, I have always been mentioning and shouting and screaming and saying that.
16:38That the government gives machines.
16:40Previous government used to give machines before elections.
16:43Sir, you give a machine. I am not against it.
16:46But, kindly give a sewing machine to the person or to the woman who has a valid certificate.
16:53Not just left and right.
16:56So, in the same way, I am saying, Sir.
16:59That if you are spending so much,
17:03You are spending in Setwin, in other ITIs,
17:06You are spending with Tata, you are spending with them.
17:09Now, they are spending in universities also.
17:32Sir, do you think realistically 50,000 poor students will be able to pay?
17:37Sir, we can also bring in the STBC and Minority Welfare Department.
17:45In collaboration with this university, Sir.
17:51So that the minority corporation also can select the students.
17:56And make that payment of those courses to these students, Sir.
18:01Sir, this is what I just wanted to bring to the kind notice, Sir.
18:04This is why I was requesting that skill.
18:06This can be sent to the select committee.
18:09Sir, also, you have given 17, Sir.
18:13In that, a very important,
18:15You forgot one sector, Sir.
18:18Sir, National Institute of Fashion Technology.
18:22Sir, kindly include that, Sir.
18:25Include National Lift also, Sir.
18:28Sir, the state government has given a land.
18:30They constructed.
18:32Sir, why not NIFT also being brought?
18:34We have good girls who are interested in fashion designing.
18:40We can provide them with the fashion designing courses.
18:42And there are many other things, Sir.
18:44I will give a letter to the Honorable Minister, Sir.
18:48With all what courses you can include.
18:51The reason is that, Sir, I have an experience in this, Sir.
18:54That is why I am saying, Sir.
18:56I would also request, Sir.
18:58With all this, Sir.
19:00Very important thing is that.
19:02In this skill, Sir.
19:04We should make sure that our child.
19:06Our child learns one foreign language also, Sir.
19:11Either German, French, Spanish.
19:16Sir, in Germany, Sir, education is free.
19:20For higher studies, if one student from Telangana wants to go to Germany.
19:24The compulsion is that he should know to speak German language.
19:28Sir, in this skill developmental program.
19:31We can also have this.
19:33One foreign language can be taught.
19:36We can come in collaboration with the French Embassy.
19:40The Spanish Embassy.
19:42And also, we can also come together with the UK Embassy, Sir.
19:45Sir, if our child knows a foreign language.
19:48It will help him, Sir.
19:50So, I wanted to give these suggestions.
19:53I wanted to speak through you.
19:56And I hope that the things I have brought through you.
20:01You will also look at it.
20:03And also, Sir, lastly, I would say.
20:06Sir, please strengthen the National Academy of Construction, Sir.
20:11Sir, let our people be a master.
20:15Let them be a carpenter.
20:17Let him be a false selling expert.
20:19Let him be a plumber.
20:21Sir, these are small jobs.
20:23Today, we build houses.
20:25We see that the carpenter is from Orissa.
20:27The carpenter is from Rajasthan.
20:29The false selling one is from UPBR.
20:31Why can't we have it, Sir?
20:33So, I hope that Sir, without feeling offended.
20:36Sir, I thank the Honorable Speaker for giving me this time, Sir.
20:43I wish my best of luck.
20:45And I would also like to say.
20:47Wherever my services are required.
20:50I am always available.
20:52To share my experience.
20:54For bringing employment to the youth of Telangana.
20:58Thank you very much.
