House committee starts probe on NCR flooding
Transcript
00:00Flood control projects completed by the DPWH and supplemental measures by the MMDA could
00:07simply not contain or handle the volume of precipitation dumped by the super active confluence
00:13of Super Typhoon Karina and the Southwest Monsoon in those one and a half days of sustained
00:18torrential rains last week.
00:20Our Mela Las Moras has more on a just launched house probe on what went wrong with government's
00:26flood mitigation project.
00:31The MMDA emphasized having various measures in place to control flooding in Metro Manila.
00:37In a hearing of the House Committee on Metro Manila Development, MMDA Acting Chairman Romando
00:42Artez stressed that while there are existing drainage systems in the MCR, the heavy rains
00:47brought by Typhoon Karina and the Southwest Monsoon last week exceeded drainage capacity.
00:53During their presentation, the MMDA outlined their measures to prevent yet another similar
00:58or identical catastrophe, as well as their plans to further strengthen their systems.
01:03This is the time lapse to show the speed of flood mitigation, to show that our pumping
01:12stations are all working, that it is really effective in reducing flood water.
01:20Like Edsa Orense, in nine minutes po, especially after matanggal po yung basura, ay nawala po
01:27yung tubig.
01:28Officials from various local government units also attended the hearing to share their experiences.
01:34Muntinlupa Mayor Rufi Biason suggested to the committee to also study the impact of
01:39reclamation projects on the region's flood resiliency.
01:43House Committee on Metro Manila Development Chair Rolando Valeriano assured they are listening
01:47to all sides and will continue to help to further strengthen the government's flood
01:51control measures.
01:52Nagpatawag po kami rito, hindi na para magsisiyang kami sa gobyerno, sa private.
01:59Nagpatawag po kami rito para mabigyan lang ng linaw, at the same time, what is the plan,
02:07lalo na ng mga concerned agency, yung master plan nila, the short term and the long term
02:13plan.
02:14At kung paano makakatulong ang committee na ito in aid of legislation para nang sa ganun,
02:19wag nang maulit or maiwasan yung ganitong pangyayari.
02:23As of now, lawmakers want to also ensure the government's continued assistance to those
02:27affected by disasters.
02:29According to House Deputy Speaker David Suarez, this week, the House leadership will also
02:34continue hosting the Bagong Pilipinas Servisyo Fair, which aims to provide various forms
02:39of aid and services to our countrymen.
03:02Ito yung sinasabing bringing the government closer to the people, and perhaps no other
03:10way to manifest this, by bringing all these funds and services down to the grassroots level.
03:18During this budget season, the House leadership has also promised to closely monitor the funding
03:23for the Pantawid Pamilyang Pilipino Program or 4Ps under the 2025 National Budget.
03:29This program has previously seen budget cuts, despite being one of the government's key
03:33initiatives for the vulnerable sectors.
03:36We will make sure na hindi mangyayari yun, kasi marami pong kababayan natin na ang nakalinya
03:44para tumanggap nitong benepisyong ito, itong tulong na ito mula sa ating gobyerno.
03:49Let us not forget, just last week when Ferdinand Bongbong Marcos, our president, delivered the
03:55State of the Nation Address, kinilala niya yung dalawang success stories ng 4Ps program.
04:03So nagpapatunay po ito, na maganda ang intensyon ng programa, matagumpay ang programa, na dapat
04:10pinupondohan yung programa, at kung kailangan pa, dagdagan pa natin ito, dadagdagan pa po
04:16natin ito.
04:17Melalys Moras, from the National TV Network, for a new and better Philippines.
