00:00Hello, I'm Chantelle Dietz, UK Property Editor at Insider Media.
00:09An overhaul of the UK planning system has been announced today.
00:13So what are the key takeaways?
00:15Well, by removing some of the barriers that stand in the way of development,
00:18the government hopes to deliver on its promise of building 1.5 million homes over this Parliament.
00:24All councils in England will be given new mandatory housing targets.
00:29New Deputy Prime Minister Angela Rayner said there will be a new system for brown, grey and greenbelt land.
00:35She said developers wanting to build on brownfield land should get an automatic yes from councils.
00:41Councils have been asked to review greybelt land,
00:44which are sections of undesirable greenbelt like former industrial sites or disused car parks that can be developed on.
00:51Where councils fail to do this,
00:53developers will be able to present their own proposals for development on what they believe is greybelt.
01:00Land released in the greenbelt is subject to the government's three golden rules.
01:05Number one, that half the development is made up of affordable homes.
01:09Number two, that it increases access to green spaces.
01:12And number three, that the necessary infrastructure is put in place, such as schools and GP surgeries.
01:18The government also said it will make it easier for developers to build key infrastructure like laboratories, gigafactories and data centres.
01:26No doubt we'll hear a lot more about the new National Planning Policy Framework over the coming weeks
01:31and it will be interesting to see whether Labour will make any changes to the consultation draft.
