Lawmakers seek 'innovative ways' to resolve flooding in Metro Manila

House of Representatives 'Deputy Speaker David Suarez, Surigao del Norte Rep. Robert Ace Barbers, and Manila Rep Ernesto Dionisio say that there should be more 'innovative ways' in resolving the flood problem in Metro Manila during a press conference at the House of Representatives on July 31, 2024. Barbers also agreed with former senator Panfilo Lacson that some politicians 'could have pocketed' some funds for their flood control projects but called for a more thorough investigation and that not every member of Congress should be blamed for the flooding.

00:00We need to understand, guys, why the water level rose because if we go back to what happened, I think around this time last week,
00:12the rise of the sea level along with the pouring of rain is one of the reasons why there was a heavy flood.
00:22So we also need to know the effects of the reclamation projects on this.
00:30If there was an effect or there was no effect, of course, only a proper study and investigation into that would lead us to the truth.
00:41Now, with respect to the comments of Senator Ping Lakson, being a former part of Congress,
00:48this is also one of the things we want to see in the 2025 budget.
00:55Because, as I said earlier, the solutions that our government is thinking of are no longer enough.
01:06We need to think new, and we need to be innovative, and we need to come up with new projects that would address the issues of climate change.
01:16Because this happened in Manila, but if this happens in a province where there are a lot of poor people,
01:28how would the government respond to them?
01:33So we really need to change and look at the capacity of our agencies to address this.
01:43Well, because it should be a science-based study.
01:48We in Congress can help in passing legislation to support the science-based study on our problem.
01:59Because it seems that with the amount of funds allocated for flood control, particularly in Metro Manila,
02:08the problem of flooding is still not being solved.
02:12When the time comes when there are these types of floods.
02:15So why?
02:16We need to look at whether the engineering design is correct,
02:23or is there something that has not been done to help in the prevention of floods in the area,
02:34or is there an indicator that there is flood control but it has not been done.
02:39It means that the allegations that there is a flood are correct.
02:44But let's not put all of them in Congress.
02:49Because like other organizations, there are also other branches in an organization.
02:57So again, the funding for such projects that will ease the flooding,
03:04or probably resolve the issue of flooding, must be a science-based study,
03:11and a science-based, engineering-based program.
03:15How did they say that the reclamation is caused by floods?
03:22That's why I said earlier that we will study this.
03:26I think that there should be an independent study on whether the reclamation is caused by floods.
03:35If it is proven, you should have to rethink everything.
03:40But it should be science-based.
