00:00President Ferdinand R. Marcos Jr. created the Inter-Agency Task Force
00:05that will address the effects of oil spills in Bataan
00:08while the President is also inviting the Department of Health
00:11not only the physical health but also the mental health of those affected by the past calamities.
00:18Alan Francisco has the details.
00:23President Ferdinand R. Marcos Jr. immediately created an Inter-Agency Task Force
00:28to resolve the possible effects of oil spills from the Motor Tanker Terranova
00:34that sank in the Katubigang Sakop of Limay, Bataan due to bad weather.
00:38Let's start now because no matter what happens, we will really need booms.
00:43Let's already be prepared already for the time that we will have to deploy them.
00:49Actually, we should be deploying them already.
00:51The Office of the Civil Defense was led by the Task Force,
00:54along with the Department of Environment and Natural Resources,
00:58Philippine Coast Guard, and the Department of Interior and Local Government,
01:02as well as the Department of Health, Department of Labor and Employment, and the DSWD.
01:08President Marcos authorized the DNR to cooperate with the DOH
01:12to conduct water and air quality tests in the affected area.
01:16So far from our readings, everything was still according to standard.
01:21There were no accidents, so it's still okay in terms of the baseline data.
01:26While the Department of Health was tasked to examine the health and medical condition of the residents,
01:32the PCG also has a job to examine the condition of the Sanken Motor Tanker
01:37while the DILG is coordinating with the local government.
01:41The PCG's target is to finish cleaning the spilled oil within one to two weeks.
01:47At the moment, they are asserting an appropriate approach.
01:52They said that they can finish it in one or two weeks.
01:56But we are doing everything.
01:58We applied oil dispersants.
02:02We also have oil spill booms in coastal areas.
02:06Not all, that's why we need the augmentation of indigenous oil spill booms.
02:11President Marcos also authorized the Task Force to assist
02:14Oriental Mindoro Governor Bons Delor
02:17to ask for his idea on the successful oil spill in their province last year.
02:23The DOLE, said President Marcos,
02:26is able to implement their implementation program
02:28to help the affected residents in the cleanup operations.
02:32The DSWD also has a mandate to ensure the protection of coastal communities
02:36and the well-being of the public.
02:38Aside from that, President Marcos also authorized the DOH
02:41to assist the physical and mental health of evacuees in Central Luzon
02:45affected by the Tabagat typhoon.
02:48We have health workers in all evacuation centers and we'll augment the local.
02:53Our governors have health priorities.
02:57There are people in evacuation centers so we augment them.
03:01What we will add that I realized now,
03:04because these are fishermen,
03:06we need to provide psychological first aid because if the farm is destroyed,
03:12I think we need to support all of this.
03:14That's why they are asking for help.
03:16Sometimes, it's the stress of the effects on their livelihood.
03:20It's very understandable.
03:21Of course, they remember what they are doing now because their farm was destroyed.
03:25The DOLE also assured that through the implementation program,
03:28its beneficiaries will help in repacking food items
03:32and in the clearing operations of the DPWH.
03:35The Agriculture Department was urged by President Marcos
03:39to help the farmers and fishermen in Central Luzon.
03:42We will prioritize the agri-sector.
03:45As you said, we are just starting to plant.
03:49We can still catch up with the season.
03:51The President also ordered the establishment of more water impounding systems in Central Luzon
03:56to help reduce flooding in the region.
04:00That's how it is.
04:00My observation while I was flying around,
04:04the water is not going anywhere.
04:07It's really not going anywhere.
04:09The sea water is high, the water in the river is high,
04:12there's even flooding in the farmlands.
04:15The water level is so high all of a sudden.
04:18Our slope protection, flood control, and dikes can't handle it anymore.
04:26So, we have to find another way to do it.
04:29That's why I think impounding funds will be the best solution.
