00:00Commissioner Parris, Mr. Yost, we're looking at a rearview mirror of what happened, a lot
00:11of good questions from both sides of the aisle.
00:16Commissioner Parris, you don't have the luxury of time.
00:20You're protecting governor and you'll be protecting high profile candidates in your battleground
00:27state like right about now.
00:32I'm trying to figure out how we help you do your job a whole lot better.
00:37Mr. Kelly, his line of questioning was interesting and I consider it important because that's
00:44his background, that's his backyard.
00:47And he asked, who decided the side of the event?
00:50It's a good question.
00:53The bigger question is, who okays, who approves the side of an event?
00:59And I come back to what I said earlier, which is one of those officers on the ground said,
01:04Lou, he said, who's in charge?
01:08The Secret Service says good or bad, does the campaign then say good or bad or does
01:15the campaign have the ability to override the Secret Service at an event?
01:24And I ask this question from you, Commissioner Parris, you're going to have to make these
01:28decisions here real soon, because if I'm here where you're at today, today you've learned
01:37some lessons.
01:40The 13th to today, we've all learned some lessons and you have to execute, sir.
01:47And it's not your responsibility, it's not our responsibility.
01:51It's all of us, our responsibility.
01:54And I want to know how we can help you clarify these lines of command, so to speak, to make
02:00sure that we minimize the possibilities of this happening again.
02:07Who makes the decisions?
02:09Who's in charge?
02:10What are the lessons we've learned today, gentlemen?
02:15Sir, what is it that we can do to make sure that it's not going to be on your shoulders?
02:20You're not going to be able to resign.
02:23You have to execute.
02:24Please.
02:25I appreciate your comments very much.
02:27I can say that through the governor and the legislature and the Commonwealth of Pennsylvania,
02:32we are very supported and we have the resources, I believe, moving forward to rise to the occasion.
02:41The Secret Service remains the agency with the most experience, traditionally, when you
02:46talk about organizational knowledge to carry this forward.
02:51Responsible for the Pennsylvania State Police, I pledge that any and all support that we
02:56can give to keep all Pennsylvanians safe, which is what 6,400 civilian and enlisted
03:03Pennsylvania State Police show up every day to do, we will do.
03:08We want a robust republic and we want to secure people's ability to express their
03:18views and we have worked diligently and will continue to work diligently to make sure that
03:23that happens, sir.
03:25Commissioner Parris, you are the thin blue line that keeps us safe.
03:30Secret Service is an even thinner line that keeps, in many ways, our democracy functioning,
03:37protecting us.
03:39They have to score 100%.
03:41They cannot let one bad thing happen, as they did on the 13th.
03:48I want to make sure that we know that we give the Secret Service the ability to make those
03:54decisions when it comes to the safety of our candidates and elected officials.
04:00And for the third time, I'm going to repeat those words that were told to me by an individual
04:07law enforcement individual on the ground when he said, Lou, who's in charge?
04:13Is it the campaign or is it the Secret Service?
04:17And I'd like to get to the bottom of that and make sure it's the Secret Service that's
04:22in charge.
04:25I don't know who is in charge and I hope to God that we do find out and I hope it's the
04:31Secret Service and if it is the Secret Service that reaffirmed that they are in charge because
04:38the buck stops somewhere and it's got to be here.
04:42This committee, the government, with us in Congress.
