00:00Good news for our motorists that the oil price is expected to roll back next week.
00:11According to the Oil Industry Management Bureau of the Department of Energy,
00:14the possible TAPIAS for every liter of gasoline and diesel is 70 to 95 cents.
00:20There is also a reduction of 80 to 90 cents for every liter of kerosene.
00:26The high supply and low demand for oil is affected by the expected oil price adjustment.
00:32In places that are in a state of calamity, the price freeze for kerosene and LPG will last for 15 days.
00:42A fire broke out in a residential area in Barangay Marulas, Valenzuela.
00:46This is Baya Pinla reporting.
00:49Early this morning, a fire broke out in a residential area in Barangay Marulas, Valenzuela.
00:56The fire quickly spread and reached the second alarm.
01:00The firefighters had to respond to the fire that did not go down to the fire truck.
01:05CCTV footage shows the sudden increase in fire in a unit in the vicinity of vacant apartments.
01:11It also spread to nearby houses.
01:14Mr. Charlie was just shocked when he saw his house on fire.
01:19We took out all our belongings.
01:23So far, God have mercy, there's nothing.
01:32No one was injured or dead.
01:36Unfortunately, we may not have anything else.
01:41They were only able to save clothes and important documents.
01:45The fire lasted for almost an hour before the firefighters were able to extinguish it.
01:50A fire extinguisher and a fire extinguisher are still being investigated.
01:55Baya Pinla reporting for GMA Integrated News.
02:01Let's update on the low-pressure area in Mindanao.
02:04We will talk to the weather specialist, Ana Cloren Lahorda.
02:08Good morning and welcome to Balitang Hali.
02:11Good morning, Sir Rafi and to our viewers.
02:14What is the chance of a typhoon that is monitoring the low-pressure area in Mindanao?
02:19Yes, the LPA that we are monitoring in the east of Mindanao,
02:23the chance of a typhoon is still low.
02:27At the moment, there is no direct effect in any part of our country.
02:32But we will continue to monitor it even if it is only in the ocean.
02:37Since it is in the ocean, is there a possibility that it will get stronger because it is still in the sea?
02:42At the moment, within 24 to 48 hours, the chance is still low.
02:47But it depends on the ocean because it is the source of energy
02:53of a low-pressure area or a circulation to form a typhoon.
02:59It depends on the environmental conditions and the track of the next few days
03:04if the chance of a typhoon is high.
03:08But at the moment, within 24 to 48 hours,
03:11it is low or less likely to develop into a tropical cyclone.
03:15Is the wind still strong in Habagat?
03:17What do we expect to see this weekend?
03:21Yes, compared to the previous days,
03:23the typhoon in Habagat is now weaker
03:27because the previous typhoon in Habagat is now weaker.
03:33So today, we still expect that a large part of Luzon,
03:37including Metro Manila, will still have heavy rains.
03:42But we still expect heavy rains,
03:45especially in the Ilocos region and in some parts of Benguet
03:51including Cordillera and Zambales Bataan.
03:54Occasional rains are still possible today.
03:57Towards the weekend, we expect that the effects of Habagat will gradually decrease.
04:03But tomorrow, in the western section of Luzon,
04:06in Central and Northern Luzon, there will still be heavy rains.
04:10But here in Metro Manila, we expect improving weather conditions until the weekend.
04:14Although it is improving, there is a thunderstorm advisory
04:17in Metro Manila and a large part of Central Luzon and Southern Tagalog.
04:21How much rain do we expect here?
04:25Yes, Sir Rafi.
04:26We still have thunderstorm advisory even on the weekend.
04:29Especially by Sunday, there is a high chance of thunderstorm activity.
04:34And today, any time of the day, because Habagat is still covered,
04:39it is mostly cloudy here in Metro Manila.
04:43There are also thunderstorms.
04:45It is possible that there will be light to moderate to at times heavy rains.
04:49But if we compare this to the rains that we have experienced in the past,
04:53our rains in Metro Manila are less or more.
04:58Or the number of rains in Metro Manila.
05:01So there is still a high chance of floods.
05:03What about those in evacuation centers?
05:05What is the best advice for them to stay in safe places?
05:10Yes, you are right, Sir Rafi.
05:12Because our lands are already saturated and the other areas are not yet flooded.
05:19Especially if we are in low-lying areas, it is still dangerous.
05:23Because the rains that we are expecting are still possible for floods and landslides.
05:30So for those in evacuation areas, we can stay there for now.
05:35Overall, over the weekend, our rains will be more.
05:40So we will stay where it is safe.
05:44And we will be able to meet our needs.
05:47Again, to emphasize, what are the places where it is possible to experience floods,
05:53especially in Central Luzon?
05:55Yes, Sir Rafi, today we are still expecting heavy to intense rains,
06:01especially here in Ilocos Region, Batanes, and Babuyan Islands.
06:06We are also expecting occasional heavy to intense rains in Zambales, Bataan, and Benguet.
06:13And in Pampanga, we are still expecting heavy rains today.
06:18And again, this will still reach the intense range.
06:21So be careful, our fellow countrymen, in the event of floods.
06:25But here in Metro Manila and the rest of Luzon,
06:28we are fortunate that our floods will be reduced.
06:32We still have thunderstorm occurrences, but this will not continue to happen.
06:37So there will be a break in the rains that we are expecting here in Metro Manila today.
06:41Okay. Thank you very much, Ana Cloren Horda of Pag-asa.
07:03...of a delivery rider.
07:05According to the victim, she noticed that her wallet was gone when she got home.
07:09According to the vendor, the suspect asked for the price of the goods before he took the wallet.
07:16The two men stole in a stall in Barangay Malua, Dagupan City.
07:22They even opened the gate before they could enter.
07:25They took the money and the cigarettes and alcohol were worth P2,000.
07:30The suspects were already looking for them.
07:33A 43-year-old man from Tiaong, Quezon was killed after he fell from a mango tree.
07:40According to the victim, it was possible that his brother stepped on a weak branch of the tree.
07:45He lost his balance until he fell down 20 steps.
07:50Based on the police report, the man's head was hit by a boat.
07:56JME Regional TV continues to investigate and try to get the victim's family's statement.
08:13A pile of trash was retrieved from Dolomite Beach in Manila
08:17after a heavy downpour caused by Hurricane Karina.
08:21We have on the spot Manny Vargas of Super Radio DZDoubleD. Manny.
08:27Yes Ms. Connie.
08:28The people of the Department of Environment and Natural Resources
08:32and the Metropolitan Manila Development Authority are worried about the cleaning and maintenance of Dolomite Beach here in the city of Manila.
08:39This is followed by a heavy downpour in the area that brought a pile of trash and affected the maintenance of the sand.
08:46In some parts of Dalampasigan, there are parts that were damaged due to the heavy downpour.
08:51Most of the garbage bags that were collected and are still being collected
08:55were placed in plastic bags for eating and drinking, aside from wood and parts of plants that were watered.
09:02Although we were able to get videos of the help of the cleaners,
09:05the security personnel of Dolomite Beach did not allow Super Radio DZDoubleD to cover the cleanup drive
09:12without a direct permission from the DNR.
09:15The Department of Environment and Natural Resources has yet to issue a statement regarding this.
09:20Ms. Connie.
09:21Thank you very much Manny Vargas of Super Radio DZDoubleD.
09:26Residents of Mangaldan, Pangasinan are facing a critical problem.
09:30On the spot, we have Joanne Punsoy of GMA Regional TV. Joanne.
09:36Rafi, floods woke up residents here in Barangay Anolid, Mangaldan, Pangasinan due to the heavy downpour.
09:48Payas Creek flooded here in Barangay Anolid.
09:51It was the end of the continuous rain in the area.
09:54It was the end of the strong winds that forced the flood to pass.
09:58The floods are gutter deep in the barangay.
10:01But in some houses, especially in the low-lying areas, the floodwaters reached their peak.
10:06Aside from houses and roads, some rice fields were also flooded.
10:11Anolid Elementary School was also flooded.
10:14No resident has fled yet because they are used to floods every year.
10:19Residents are also affected by floods,
10:22while families are being asked to prepare and follow in case of pre-emptive evacuation.
10:28Rafi, for now, there is a chance that the rain will stop here in the province of Pangasinan.
10:33Compared to yesterday, the amount of water is already decreasing in the rivers and streams here in the town.
10:39Residents are still preparing for a possible flood due to the expected downpour of water from upstream.
10:47Rafi.
10:48Thank you very much, Joanne Punsoy of GMA Regional TV.
10:53Meanwhile, let's update on the relief operations of DSWD to our countrymen who are affected by the bad weather.
11:00We will talk to DSWD spokesperson, Asek Irene Dumlao.
11:04Good morning and welcome to Balitang Hali. This is Connie Sison.
11:09Good morning, Ma'am Connie. Good morning to all those who are following your program.
11:13Yes, Asek. How are we here in the relief operation efforts of DSWD?
11:19Are there areas that we haven't been able to help yet or have we already covered all of them?
11:25Well, Ma'am Connie, we are still sending family food packs and non-food items to affected areas,
11:34particularly to NCR, Central Luzon, Calabarzon, and also to Mimaropa.
11:42As we speak, Ma'am Connie, there are more than 600,000 family food packs that we have prepositioned to LGUs.
11:51Some have already been picked up by the LGUs. Some are ongoing delivery.
11:57In terms of, if we have reached the month, yes, all the requests of LGUs have already been given.
12:07As I said, there are ongoing transport of goods from our National Resource Operations Center to local government units.
12:18But since the other day, Ma'am Connie, we have already coordinated with the local government units,
12:25the DRM Focals and the CSWDOs just to ensure the seamless, efficient distribution of goods, Ma'am Connie.
12:33As for your monitoring, what are the areas that really need your help the most?
12:41Well, of course, aside from the National Capital Region, one of the areas that we focus on is Central Luzon,
12:48particularly in Bulacan and Bataan.
12:50Because we have also been reported here that there are people in evacuation centers,
12:56who have been evacuated to their homes because of the flood in their area.
13:00And many have also declared a state of calamity in their areas.
13:05My question is, is there any additional help that the DSWD will be able to provide?
13:12Because we are still in the response phase, most of what we are sending are family food packs and non-food items
13:20just to meet the needs of our affected people.
13:25But the rapid damage assessment and needs analysis of the DSWD-QRD is also ongoing in coordination with the LGUs.
13:34In this manner, Connie, we will look at the situation on the ground.
13:39Is it possible for us to infuse additional interventions such as cash for work if it needs to be cleaned in their community
13:47or other interventions under the assistance to individuals in crisis situation.
13:51This is what we will look at as we enter the recovery phase.
13:54But it is very important that we are conducting the ARDANA so that we can know what additional assistance may be extended.
14:03Yes, always in coordination of course with the local government or provincial government.
14:09That's good.
14:24Well, Ma'am Connie, the coordination with the local government units is very critical
14:30in case you want to provide additional assistance in their area.
14:35On the part of the DSWD, you may get in touch with us so that you can help us.
14:42Considering that we already have a call for volunteers for repacking of our family food packs
14:49in the National Resource Operations Center in Chapel Road, Pasay.
14:52So if you are interested or your group is interested, kindly proceed to NROC in Pasay City.
14:57That's at Chapel Road so that we can orient our personnel.
15:02For donations, you may also get in touch with the DSWD through our official communication platforms.
15:08Okay, so the DSWD has websites for your numbers as well.
15:13Thank you very much, Ma'am.
15:15And that was DSWD Spokesperson Asek Irene Dumlao.
15:31Thank you very much.
