On the Union Budget, EAM Dr S Jaishankar says "The budget presented by FM Nirmala Sitharaman is a very exceptionally important budget as it is the first budget of the third term of the NDA government. The budget is presented at a time when the global situation is very volatile, uncertain, difficult in many ways. What the budget seeks to do is to maintain growth, manage and reduce inflation to ensure that our national capabilities grow and that India's rise and growth are not affected by a negative international environment. So this is a kind of global perspective, really global context in a way of how the budget should be seen."

00:00The budget which Finance Minister Nirmala Sitharamanji presented yesterday
00:06is a very exceptionally important budget because one,
00:09it is the first budget of the third term of the India government.
00:14Secondly, the budget is presented at a time when the global situation
00:19is very volatile, uncertain, very difficult in many ways.
00:23So what the budget seeks to do is to maintain growth,
00:28to manage, reduce inflation, to ensure at the same time
00:32that our national capabilities grow and that India's rise, India's growth,
00:38the prosperity, progress of India, the development of India
00:42is not affected by a negative international environment.
00:47So this is a kind of global perspective, really global context in a way
00:53of how the budget should be seen.
00:56Now there are certain priority areas which the Finance Minister laid out,
01:01nine of them actually, but if you look at them,
01:04priority areas like skilling and education, areas like infrastructure and services,
01:13how to boost agriculture, how to develop infrastructure,
01:17managing the urban growth, there is a, I would say, a total package out there
01:26and a lot of it is also factored on how to increase manufacturing,
01:30how to boost services in this country.
01:33Now as the External Affairs Minister, the perspective I would like to share
01:38is that these steps will actually, one, make India a much more serious player
01:45in the global economy.
01:47The world actually has an expectation of us that we would add to the engines
01:54of growth at a very difficult time.
01:57And therefore, if you look, some of the key steps are also how to make
02:02foreign investment come in a much more effective manner,
02:07how to attract technology, how to boost manufacturing.
02:11So these are really, I would say, in a way, kind of a macro analysis
02:17I would give of the budget from the viewpoint of foreign policy.
02:21Of course, as Foreign Minister, I can also say that we are very happy
02:25we've got a 22% growth in the budget of the Ministry of External Affairs.
02:30It will allow us to focus on our neighborhood.
02:33It will allow us to support and work with the global south.
02:38It will help us to actually facilitate and service and support Indians going abroad,
02:48Indians who will explore the global workplace.
02:51Our passport services will definitely improve.
02:54In many ways, I think as a result of all of this, the country will be more secure
02:58because our own neighborhood will be much more friendly as a result of all that we do.
03:03So overall, I think, you know, I'm very naturally I'm pleased with the budget,
03:08but I want to say very objectively our country should appreciate that at this time,
03:15at this very difficult time in the global situation, this is a very good budget
03:20which will sustain India's growth at a very, you know, in a complicated environment.
03:27It will allow Indian diplomacy to serve the country well,
03:31and I think that's the reason why it should be applauded.
