On Tuesday, Gov. Kathy Hochul (D-NY) spoke briefly at a roundtable discussion about smartphone usage in schools.

00:05So that is what I'm seeing as a driver of a lot
00:09of these challenges our young people are facing mentally,
00:11but also how hard it is for education to actually occur
00:16in our classrooms these days.
00:17So I've talked to a lot of people.
00:19This is now my third roundtable.
00:21We were up in Albany.
00:21We were in Long Island.
00:22I wanted to hear from our friends in the southern tier
00:25on what your experiences may have
00:27been with restrictions or banning cell phones.
00:30And even one school district in Schoharie
00:33talked about how they had banned all distractions, including
00:37the earbuds, the smartphones, and the cell phones,
00:41split phones and smartphones.
00:43So there's different degrees of policies around our state.
00:48And I want to hear what you're doing,
00:50what you're contemplating, what your concerns are,
00:53and help build toward a consensus
00:55where I want to lead the state when it comes time
00:57to work with our legislators in addressing this
01:00in the next session.
01:01This is something that requires legislative action
01:04if there is to be a full ban or contemplating those issues.
01:09And also, enforcement is really important as well.
01:12Having something in place that is not enforceable
01:15is more token than actually impactful.
01:18And that's not what I want to do.
01:20So I'd like to turn it over to Dr. Jason
01:23Andrews, our superintendent to the Windsor School District.
