00:00Let's update on the situation in the State of the Nation in Quezon City where President Bongbong Marcos will hold the State of the Nation Address.
00:07We have live news with Marie Umalic. Marie.
00:12Good morning Ivan. We are still here in the State of the Nation for the State of the Nation Address of President Ferdinand Bongbong Marcos Jr.
00:27We are now here in the South Wing Lobby of the State of the Nation for the State of the Nation Address of President Ferdinand Bongbong Marcos Jr.
00:33Before we can enter here, a new layer of security check must be passed.
00:38Aside from the security layers that must be passed before entering the State of the Nation for the State of the Nation Address of President Ferdinand Bongbong Marcos Jr.,
00:45another security check must be passed and we can also see that there are K-9 units that are watching and inspecting the entire area of the State of the Nation for the State of the Nation Address of President Ferdinand Bongbong Marcos Jr.
01:01Here in the South Wing Lobby, we can see that the red carpet is already laid out and this South Wing Lobby is one of the VIPs or very important persons who will be bringing the State of the Nation Address of President Ferdinand Bongbong Marcos Jr.
01:20And one of those expected to arrive and bring the State of the Nation Address of President Ferdinand Bongbong Marcos Jr. is our Labor Secretary or Department of Labor and Employment Secretary, Bienvenido Laguesma and we will talk to him this morning.
01:37Good morning to you Secretary Laguesma. This is Maris and we are live on Unang Balita.
01:44Good morning Maris and good morning to all of your listeners and followers.
01:50All right Secretary, first of all, in the survey of OCTA Research, the top urgent concerns of our countrymen are the high wages and the increase of more jobs for our countrymen.
02:06Is this part of your recommendation that we are expecting to discuss in detail in the State of the Nation Address of President Marcos Jr. at 4 p.m.?
02:18Maris, like what I've said to you, I cannot say for sure what the function of our President is.
02:26All of our departments are asking for inputs on what we should discuss and our government should pay attention to.
02:37If there are accomplishments, we should continue to do it because we know that the number of our workers are increasing who are joining our labor force.
02:49That's why we should not be complacent with what we are doing. That is the directive of our President Ferdinand R. Marcos Jr.,
02:58especially to improve, strengthen and strengthen what we are doing in our private sector.
03:06Those activities are part of the discussions that are close to the hearts of our countrymen and they are balanced with the interests and concerns of our countrymen.
03:19It is also part of President Marcos Jr.'s directive in the Department of Education to strengthen K-12 so that K-12 graduates can work.
03:36You, on the part of the Department of Labor and Employment, what are the steps that we are taking for the industries to choose K-12 graduates even though they are more leaning towards college graduates?
03:55Based on the data that we have collected from the job fairs that we have held through the cooperation of the private sector and the business organizations,
04:07many are hiring K-12 graduates.
04:13What we need to do is to strengthen their preparation for their transition from school to work environment.
04:27This is part of what we are doing.
04:29When the administration started its mandate, last year, the Department of Education, DOLE, CHED and TESDA joined forces to have a convergence,
04:51complementation of what the Department is doing so that we can be sure that if you finish senior high school, you will have a place to go to find a job.
05:02Secretary, before the State of the Nation address of President Marcos, there was a week-long protest action.
05:12The groups of workers are calling for a higher salary. They are asking for P150 because P35 is not enough.
05:22Even though this is in the hands of the regional wage boards, what help can we provide?
05:31As you mentioned, we need to balance. But how can we fulfill this demand that P35 is not enough?
05:39Maybe we can say that it is not enough, but I have said this several times,
05:48the regional tripartite wages and productivity boards are focused on adjustment to the minimum wage.
05:55Beyond the minimum wage, that can be included in the agreement between the workers and the residents.
06:05In the organized sector, the preferred mode, the primary mechanism that should be used is what we call collective bargaining.
06:15We are doing what is included in the mandate under the law. This is related to the adjustment of the minimum wage.
06:24There are also interventions related to non-wage benefits.
06:29If we can remember, the DSWDA is implementing a program called AYUDA for the disabled.
06:39This can help our countrymen who are in need of supplements or complimentary amounts to fulfill their needs.
06:54All right. Thank you very much for the information you gave us and for your time for the first news.
07:00We will see you later. Secretary Bienvenido Laguesma, the secretary of the Department of Labor and Employment. Take care sir.
07:08Thank you very much Maris. Thank you for the program. Long live to you.
