00:13Madayaw, umayong adlaw, kaninyong tanan, magandang araw sa inyong lahat.
00:21We would like to warmly welcome Secretary Sunny Angara to the Department of Education family.
00:30Welcome to the chaos sect.
00:42Lahat tayo, saan man ang pinanggalingan, ano man ang pinagdadaanan, ay may pangarap.
00:52We all have dreams.
00:55Bilang kalihim ng kagawaran ng edukasyon, ang tanging pangarap ko ay maitaas ang kalidad ng edukasyon sa Pilipinas.
01:07Ngunit ang isang pangarap, kung hindi pagsisikapan, ay mananatiling pangarap lamang.
01:15Kaya naman, mula pa noong una, akong magsilbi sa kagawaran noong July 2022,
01:25agad kong sinimulan kasama ng halos isang milyong nating kapamilya sa DepEd

01:39During the last 24 months, we have rolled out the Matatag Agenda,
01:46caused the Matatag Agenda and the Basic Education Development Plan to be adopted by the NEDA Board
01:54as a national plan and policy for basic education.
01:59Brought back in-person classes for approximately 27 million learners across public schools post-pandemic.
02:11Launched and piloted the K-10 Matatag Curriculum.
02:16Started the review of the Senior High School Curriculum.
02:20Launched the National Learning Recovery Plan, which includes the National Reading Program,
02:29the National Math Program, and the National Learning Camp.
02:34Entered into a JMC with TESDA and CHED for our senior high school graduates
02:41to be provided with free national certification assessments,
02:45accreditation of DepEd senior high schools as assessment centers,
02:52along with the training and certification of our TVL teachers as TVET competency assessors.
03:02Created the school infrastructure and facilities strand.
03:07Continued constructing new classrooms and rehabilitating those in need of repairs.
03:13Obtained approval from the NEDA Board and the World Bank for the ISRS project for safer and climate resilient schools.
03:25Created the procurement strand.
03:28Amended our textbook procurement guidelines, which reduced the procurement period from what used to be three years to one year.
03:38Procured textbooks for the nationwide implementation of the Matatag Curriculum.
03:46Procured e-learning carts consisting of 46 laptops in each cart, which are currently being delivered to public schools nationwide.
03:56Started the school-wide Wi-Fi program by providing Internet connectivity to 2,000 last-mile schools through satellites and 305 schools through fiber connection.
04:10Hauled learning resources that remained in the warehouses of a third-party logistics provider for years.
04:19Maintained DepEd's ISO certification for quality management systems.
04:25Received an unqualified opinion for COA's annual audit of fiscal year 2022, which was the first for DepEd.
04:34Held quarterly consultations with private schools organizations.
04:40Expanded the school-based feeding program to cover the entire school year.
04:45Secured funding and launched the DepEd Mental Health Program.
04:50Established the Learner Rights and Protection Office.
04:53Launched the Telesafe hotline for abuses in schools.
04:57Strengthened internal controls for ESC and voucher programs.
05:02Planted over 2,003,389 trees in a single day.
05:09Brought back the Palerompambansa.
05:12Entered into MOA with COMELEC and PAO to provide legal assistance to teachers during elections.
05:18Engaged the Asian Development Bank to develop a more responsive formula for the school MOOE.
05:26Engaged the World Bank for a study on teachers' salaries.
05:31Purchased personal accident insurance for each and every teaching and non-teaching staff of DepEd.
05:38Entered into a MOA with the GSIS for special DepEd lanes.
05:44Started a reconciliation campaign with the GSIS for the premium contributions of DepEd personnel.
05:52Issued a policy on the workload of teachers, which provides a mechanism for teaching overload pay.
06:00Institutionalized a 30-day uninterrupted break for teachers.
06:05Removed administrative tasks for teachers.
06:09And just recently, we brought six national DepEd events with approximately 23,742 participants to Cebu,
06:20which caused the circulation of approximately half a billion pesos to the local economy.
06:28However, I will admit that in a short period of time, there were steps that we did not finish.
06:37Like Matatag Center, Matatag Portal, DepEd Digital Education, Overtime Pay for Teachers,
06:45a revised Senior High School Curriculum, Universal School-Based Feeding Program for Kindergarten Learners,
06:53Calamity Fund for Teaching and Non-Teaching Personnel,
06:57and an HMO or Health Insurance for Teaching and Non-Teaching Personnel.
07:04I would like to dedicate this to our next secret of achievement.
07:10Fellow citizens, I am not tired of thanking all those who helped and shared in our smile to achieve our dreams.
07:21I would like to extend my heartfelt thanks to local government units, local and foreign partners,
07:30foreign governments, non-government organizations, civil society organizations, parents, teacher associations,
07:39private sector partners, and to all our stakeholders.
07:44To my DepEd non-teaching family, thank you very much.
07:57Finally, to our teachers, thank you for your unwavering service to our country.
08:07I always say that no matter how beautiful a story is, it always comes to an end.
08:18But even if the story comes to an end, it does not mean that we should stop dreaming
08:26and making progress towards its fulfillment.
08:31I hope that what you received from me here in the Department of Education when I arrived in July 2022,
08:42is also the same warm acceptance and love that you will show to Secretary Sonny Angara.
09:01Fellow citizens, let us continue to be steadfast towards the protection of a young nation and its young people.
09:12May God, humanity, and the Filipino family be blessed. Thank you.
