00:05My Government will govern in service to the country.
00:09My Government's legislative programme will be mission-led
00:13and based upon the principles of security, fairness and opportunity for all.
00:20Stability will be the cornerstone of my Government's economic policy
00:25and every decision will be consistent with its fiscal rules.
00:30It will legislate to ensure that all significant tax and spending changes
00:36are subject to an independent assessment by the Office for Budget Responsibility.
00:42Bills will be brought forward to strengthen audit and corporate governance
00:47alongside pension investment.
00:51Securing economic growth will be a fundamental mission.
00:56My Government will seek a new partnership with both business and working people
01:02and help the country move on from the recent cost-of-living challenges
01:07by prioritising wealth creation for all communities.
01:12My Ministers will establish an Industrial Strategy Council.
01:16It is my Government's objective to see rising living standards
01:21in all nations and regions in the United Kingdom.
01:26My Ministers will get Britain building, including through planning reform,
01:32as they seek to accelerate the delivery of high-quality infrastructure and housing.
01:39They will also pursue sustainable growth
01:42by encouraging investment in industry, skills and new technologies.
01:50My Government is committed to making work pay
01:54and will legislate to introduce a new deal for working people
01:58to ban exploitative practices and enhance employment rights.
02:04It will seek to establish the appropriate legislation
02:08to place requirements on those working to develop
02:11the most powerful artificial intelligence models.
02:17My Government believes that greater devolution of decision-making
02:21is at the heart of a modern dynamic economy
02:24and is a key driver of economic growth,
02:27and my Ministers will introduce an English Devolution Bill.
02:33Legislation will be introduced to give new powers
02:36to metro mayors and combined authorities.
02:41This will support local growth plans that bring economic benefit to communities.
02:49A Bill will be introduced to allow local leaders
02:53to take control of their local bus services.
02:58My Ministers will bring forward legislation to improve the railways
03:02by reforming rail franchising, establishing Great British Railways
03:07and bringing train operators into public ownership.
03:12Taken together, these policies will enhance Britain's position
03:15as a leading industrial nation
03:18and enable the country to take advantage of new opportunities
03:23that can promote growth and wealth creation.
03:28My Government recognises the urgency of the global climate challenge
03:33and the new job opportunities that can come from leading the development
03:38of the technologies of the future.
03:41It is committed to a clean energy transition
03:45which will lower energy bills for consumers over time.
03:50A Bill will be introduced to set up Great British Energy,
03:54a publicly owned clean power company headquartered in Scotland,
04:00which will help accelerate investment in renewable energy such as offshore wind.
04:08Legislation will be brought forward to help the country achieve energy independence
04:13and unlock investment in energy infrastructure.
04:18A Bill will be introduced to support sustainable aviation fuel production.
04:25My Government recognises the need to improve water quality
04:29and a Bill will be introduced to strengthen the powers of the water regulator.
04:37My Government will seek to strengthen the border and make streets safer.
04:44A Bill will be introduced to modernise the asylum and immigration system,
04:49establishing a new border security command
04:52and delivering enhanced counter-terror powers to tackle organised immigration crime.
05:00Legislation will be brought forward to strengthen community policing,
05:05give the police greater powers to deal with antisocial behaviour
05:10and strengthen support for victims.
05:14Measures will be introduced to improve the safety and security of public venues
05:20and help keep the British public safe from terrorism.
05:25My Government will bring forward plans to halve violence against women and girls.
05:34My ministers will seek to raise educational standards
05:38and break down barriers to opportunity.
05:42Action will be taken to get people back in employment
05:46following the impact of the pandemic.
05:50A Bill will be introduced to raise standards in education
05:54and promote children's wellbeing.
05:58Measures will be brought forward to remove the exemption
06:02from value-added tax for private school fees,
06:06which will enable the funding of 6,500 new teachers.
06:12My Government will establish Skills England,
06:15which will have a new partnership with employers at its heart,
06:20and my ministers will reform the apprenticeship levy.
06:26Legislation will be introduced to give greater rights and protections
06:30to people renting their homes, including ending no-fault evictions
06:35and reforming grounds for possession.
06:39Draft legislation will be published on leasehold and commonhold reform.
06:46A Bill will be introduced to establish an independent football regulator
06:51to ensure greater sustainability in the game
06:54and strengthen protections for fans.
06:59My Government will improve the National Health Service as a service for all,
07:04providing care on the basis of need, regardless of the ability to pay.
07:10It will seek to reduce the waiting times, focus on prevention
07:15and improve mental health provision for young people.
07:19It will ensure mental health is given the same attention and focus
07:24as physical health.
07:27My ministers will legislate to modernise the Mental Health Act
07:31so it is fit for the 21st century.
07:35A Bill will be introduced to progressively increase the age
07:38at which people can buy cigarettes
07:41and impose limits on the sale and marketing of vapes.
07:45My ministers will also legislate to restrict advertising of junk food to children,
07:52along with the sale of high-caffeine energy drinks to children.
07:57A draft Bill will be brought forward to ban conversion practices.
08:03My Government will take steps to help rebuild trust and foster respect.
08:11Legislation will be brought forward to introduce a duty of candour for public servants.
08:19A Bill will be introduced to establish a Statutory Armed Forces Commissioner
08:24to act as a strong, independent champion for our gallant armed forces and their families.
08:32Legislation on race equality will be published in draft
08:37to enshrine the full right to equal pay in law.
08:43My Government will strengthen its work with the devolved governments in Scotland,
08:48Wales and Northern Ireland
08:51so that the best outcomes possible are delivered for citizens across the United Kingdom.
08:59My ministers will establish a new Council of the Nations and Regions
09:04to renew opportunities for the Prime Minister, heads of devolved governments
09:09and mayors of combined authorities to collaborate with each other.
09:16My Government will continue to support the political institutions
09:20and devolved governments in Northern Ireland.
09:24In consultation with all parties, measures will be brought forward
09:29to begin the process of repealing and replacing
09:33the Northern Ireland Troubles Legacy and Reconciliation Act 2023.
09:42Measures to modernise the Constitution will be introduced,
09:47including House of Lords reform to remove the right of hereditary peers
09:52to sit and vote in the Lords.
09:56My ministers will strengthen the integrity of elections
10:00and encourage wide participation in the democratic process.
10:07The Government will propose a Modernisation Committee of the House of Commons
10:12which will be tasked with driving up standards,
10:15improving work practices and reforming procedures.
10:22My Government will ensure a strong defence
10:25based on the North Atlantic Treaty Organisation's common values
10:30of individual liberty, democracy, human rights and the rule of law.
10:36Its commitment to NATO will remain unshakable.
10:40It will maintain a strong armed forces, including the nuclear deterrent.
10:47To ensure that the United Kingdom's defence capabilities are matched
10:51to the changing nature of global strategic threats,
10:55my Government will conduct a Strategic Defence Review.
11:01My Government will continue to give its full support to Ukraine and its people
11:06and it will endeavour to play a leading role in providing Ukraine
11:11with a clear path to NATO membership.
11:17My Government will seek to reset the relationship with European partners
11:21and work to improve the United Kingdom's trade and investment relationship
11:26with the European Union.
11:30My ministers will seek a new security pact to strengthen cooperation
11:35on the mutual threats faced by the United Kingdom and the European Union.
11:42My Government will play its part in trying to secure long-term peace and security
11:48in the Middle East.
11:50It is committed to a two-state solution with a safe and secure Israel
11:56alongside a viable and sovereign Palestinian state.
12:03Later this week, my Government will host the European Political Community meeting
12:08at Blenheim Palace.
12:11The Queen and I look forward to our visit to Samoa
12:15alongside the Commonwealth Heads of Government meeting in October
12:19and our visit to Australia.
