Bank Negara Malaysia (BNM) should clarify the implementation of co-payment requirements for medical and health insurance and takaful (MHIT) products to reassure consumers, says Health Minister Datuk Seri Dr Dzulkefly Ahmad.

He told the Dewan Rakyat on Wednesday (July 17).

00:00First of all, the co-payment that was announced by the Bank of Malaysia is the jurisdiction of the Bank of Malaysia,
00:13and I think it is necessary for the Bank of Malaysia to make a strategic communication
00:19so that it does not cause a sudden shock that we suddenly hear in social media,
00:29everyone will leave their insurance and will all flock to public health facilities.
00:35That's the effect. So I ask the Bank of Malaysia to make a clarity,
00:39a very good explanation and we always want to give support,
00:45so that it will not burden the people and the public health facilities.
00:51Because if there is no insurance, they will make a B-line to the public health facilities.
00:58Secondly, the medical inflation rate is high in Malaysia, I admit it is true.
01:16Therefore, first of all, I ask that the owners and players of private health facilities,
01:27especially APHM, the Association of Private Health in Malaysia,
01:33take this calculation because as a minister, I want a value-based healthcare,
01:40not pay-for-service but pay-for-outcome,
01:43so that the impact of payment and health outcome can be achieved
01:51and it will not be a trigger for inflation.
01:54Because payment of costs, procedures, etc. is not controlled if it is based on insurance,
02:03so it is quite free as my moral hazard.
02:07I am sure and believe that after we have cooperation with APHM,
02:14they understand the concept of value-based healthcare that I want.
02:18Because in the end, after we have public and private collaboration,
02:23we also look at their facilities to get whatever we can't provide to the people,
02:29in our own capacity.
02:31So, that is a reminder for everyone.
02:33Even though in terms of medication, we have an implementation of transparency in drug pricing,
02:44not price control, but transparency in drug pricing.
