00:00Mr. Speaker, today I introduce the bipartisan Ukraine Democracy Defense Lend-Lease Act of

00:082024.

00:10Let me thank my fellow bipartisan Ukraine caucus co-chairs and other members who are

00:15strong supporters of Ukraine for introducing this legislation.

00:19Our bill renews the Ukraine Democracy Defense Lend-Lease Act of 2022.

00:25It enables resumption of the previously granted enhanced authority for the President to lend

00:30or lease military equipment and weapons to Ukraine.

00:34It will assist Ukraine defend its people and sovereign territory as they face illegal and

00:39unprovoked Russian aggression orchestrated by Russian tyrant Vladimir Putin.

00:44The Ukrainian people are fighting fiercely for their homeland.

00:48During World War II, after the United States was attacked by Imperial Japan, we projected

00:53strength and liberty as the arsenal of democracy.

00:56We utilized authorities like those contained in this bill to support and defend our besieged

01:01allies and without such effort, the tyranny of Axis powers would have won the day.

01:05As democracies shield, our nation together with our allies must stand against tyranny,

01:11engaging every avenue of support available, including through the authorities in this

01:15legislation that will yield victory sooner rather than later.
