UN, DOJ at UP, iimbestigahan ang dahilan ng pagkamatay ng maraming PDLs

00:00The United Nations Department of Justice at the University of the Philippines will help to find the cause of the death of some persons deprived of liberty in New Bilibid Prison.
00:10Luisa Erispe will give you the details.
00:16Aside from the torture inside the prison, one of the problems in Bilibid is the continuous death of persons deprived of liberty.
00:25According to the Bureau of Corrections, around 1,000 persons are killed every year.
00:30In fact, since January of this year, almost 500 persons have died.
00:37More or less, per year we have 1,000.
00:40We have 1,000 because now, on the average, from January to June, which is almost half of the year, we already have 487.
00:54So more or less, 1,000 per year are killed in Bucor due to natural causes.
01:04But the government has a solution here.
01:06They will find the root of the problem and find out what is the cause of the death of PDLs.
01:12That's why the Department of Justice, University of the Philippines and United Nations Office on Drugs and Crime helped to change the system in investigating the deaths of PDLs.
01:25It's more to determine by science, forensic science, the true causes of the deaths.
01:35Because that way, in a general context, it's also a goodwill measure in respect to all kinds of deaths.
01:47You have to determine what happened, what's the cause of death, what's the manner of death.
01:52That's included and that is something we don't have.
01:55The bigger picture is we should have a death investigation system.
01:59Included in that system would be the automatic investigation of deaths.
02:07In the past, the bodies of the dying PDLs were sent directly to the government.
02:12Now, it's sent directly to Forensic Pathology.
02:15The United Nations can send additional forensic experts to help the country.
02:22There will be a change in the protocols that instead of bringing them straight to the funeral parlor for embalming,
02:29they would have to be brought first to UP College Manila for forensic examination and autopsy
02:38before they would eventually be transferred to the funeral home for embalming.
02:44It certainly can bring additional forensic scientists so that more cases can be solved in an expeditious manner.
02:55It is expected that next week, the examination of the bodies of PDLs before being embalmed in Mujin will begin.
03:04Aside from UP Manila and UNODC, DOJ will also assist the Department of Health for this.
