Transcript
00:00The preparations of the Department of Public Works and Highways, or DPWH, for the retrofitting of the Guadalupe Bridge are in full swing in September this year.
00:09What are the details? Let's find out in this episode of Ryan Leziguez Live. Ryan?
00:15Dayan is no longer a member of the Department of Public Works and Highways, or DPWH.
00:21The content of their traffic management plan was submitted to the MMDA following the closing of the retrofitting of the Guadalupe Bridge.
00:31But by the time the MMDA approves this, they will immediately start fixing the bridge.
00:37Their target is to start this in the last quarter of this year, or in the first quarter of 2025.
00:46Now, the Department of Public Works and Highways, or DPWH, is asking for approval in case the traffic will slow down when the retrofitting of the Guadalupe Bridge starts.
01:00In the Build Better More Forum, DPWH Undersecretary Maria Catalina Cabral said that the traffic in EDSA will be slower when the project, Gate Ni Cabral, starts.
01:13The bridge needs to be under retrofitting in order to prepare it in case the traffic slows down, like the Big One.
01:21As of now, they have submitted a traffic management plan to the MMDA and they are waiting for its approval.
01:29The DPWH also stated that they will not start the retrofitting of the bridge until the expansion of the road on either side of the road is not started in order to help the traffic.
01:42We have already submitted a traffic management plan to the MMDA.
01:45It's just a bit punctual because it's hard to manage EDSA.
01:51As it is right now, it's already congested.
01:56We still need to fix the bridge.
01:59We need to fix the bridge.
02:01I said, Ma, allow us to work on Guadalupe.
02:05We need to work on Guadalupe because, not on our lifetime, if an earthquake occurs, as Jayka said,
02:13West Valley Falls is already ripe to emit a magnitude 7.
02:21If EDSA Guadalupe is not retrofitted, we are in big trouble.
02:27So, we're already rushing to have the traffic management plan and the expansion.
02:35Aside from this, the DPWH also said that there are other alternative routes that can be used when the retrofitting of the bridge has already started.
02:44That's why we are hurrying on the Skyway connector and the connector that will connect to the Skyway.
02:54So that you don't need to go through EDSA if you want to go from north to south.
02:59That's what we're doing.
03:01And we're not doing such Guadalupe as long as we don't have the approved traffic management plan.
03:09And we're working on it.
03:11It's just a bit challenging because, of course, I think the OPR also has a plan on EDSA,
03:20not only on the busway, but also on the walkway.
03:24I think the elevated walkway.
03:26The MMDA said that for the next 34 months, the so-called TULAY will be closed to motorists,
03:32which will start in September this year.
03:35But the MMDA immediately clarified that before the Guadalupe Bridge is closed,
03:39the Department of Public Works and Highways will build a temporary bridge next to the TULAY that the motorists can pass.
03:47In 1960, the Guadalupe Bridge was built.
03:50Earlier, DPWH laid the current location of its projects,
03:55which is part of President Ferdinand R. Marcos Jr.'s Build Better More Program.
04:00This is in line with the construction of the Build Better More Infrastructure Forum here in New Clark City, Tarlac.
04:07Currently, major highways in Luzon, particularly the Maharlika Highway or the Maharlika Highway,
04:16are under construction.
04:17As for the projects in Luzon,
04:19the possibility of extending some expressways in Luzon like Tipilex,
04:25which is targeted to reach the province of Lawag.
04:28The official added that next year, 2025,
04:32the biggest single-ticket project of the administration,
04:37Bataan-Cavite-Interlink, which is 32.15 kilometers long,
04:43The government of Mindanao has also laid a project
04:46for bridges like Pangil Bay Bridge.
04:49It is expected that by the end of October of this year,
04:53the four-kilometer Somal Island Double Connector Bridge,
04:57which has already begun construction,
04:59will also be completed.
05:00In Visayas,
05:01some of the Panay-Gimaras-Negros Island Bridge are in line
05:04and are already 31 percent complete,
05:06while the other,
05:07the second San Juanico Bridge,
05:11which is now under feasibility study.
05:16Dian,
05:17DPWH believes that President Ferdinand R. Marquez Jr.
05:22will make the country a powerhouse
05:25by building new infrastructure.
05:29Okay,
05:30Ryan,
05:31you mentioned that the target is by September,
05:33the retrofitting in Guadalupe Bridge.
05:36Those are burn months.
05:37I'm sure the traffic will be heavy.
05:40So,
05:41will it be possible for the temporary bridges
05:44and the expansion of the road to be completed prior to September,
05:47Ryan?
05:58Dian,
05:59that's one of the things that DPWH and MMDA agreed on.
06:02Before the retrofitting in Guadalupe Bridge begins,
06:06they will put a detour
06:09on the side of the other side of Guadalupe Bridge
06:13so that the traffic will not slow down
06:17or the traffic will not slow down too much,
06:19especially during the burn months.
06:21In September,
06:22they will target this to begin.
06:24Another thing they are looking at,
06:25Dian,
06:26is the expansion of EDSA on the other side.
06:29And another thing they are looking at
06:31are other projects
06:32that could help
06:34to serve as alternative routes.
06:36DPWH has admitted, Dian,
06:38that the situation in EDSA will get worse
06:42because the EDSA part is already congested
06:46because of the number of vehicles
06:48that pass daily.
06:50Dian?
06:51Our motorists will offer a lot of apologies.
06:54Thank you very much, Ryan Lasigas.
