03:39Hungarian Prime Minister Viktor Orban has arrived in Beijing on Monday in a surprise visit.
03:49His trip follows an unexpected visit to Russia last week, where he proposed that Ukraine
03:54should consider agreeing to an immediate ceasefire with Russia.
04:00Diplomatic sources say that Orban has caused concerns over deliberately displaying the
04:05logo of the EU rotating presidency in his communications, instead of making it clear
04:10that he is representing his own country.
04:17The Hungarian Prime Minister is widely seen as having a close relationship with Russian
04:21President Vladimir Putin.
04:24What we see is a strategic campaign to ridicule the European Union and to demonstrate that
04:33actually Prime Minister Orban can go on with all of these uncoordinated steps, which are
04:39clear violations of joint and agreed EU positions, and does not need to fear any negative consequences.
04:47He knows that with this, on the one hand, he also expands his future space to maneuver
04:57and future political autonomy, but also that seriously undermines the perception of the
05:05EU foreign policy among key partners.
05:09Experts say that despite Orban's efforts, they are unlikely to have any tangible impact
05:17on a peace deal between Russia and Ukraine.
05:22I think Prime Minister Orban is the only European head of state or government who is ready to
05:28talk to Mr Putin and actually violate the basic principle jointly established by EU member
05:34states, that there is no talk about Ukraine without Ukraine.
05:38So it's not the ability, it's just the readiness.
05:41I don't see any positive contribution of this sort of traveling diplomacy to the solution
05:49of the war in Ukraine, because that would require the involvement of all partners.
05:58European ambassadors will discuss Orban's recent visits in a meeting on Wednesday.
06:10France's legislative elections have resulted in a hung parliament, with the National Assembly
06:16divided into three distinct blocs.
06:19Although the leftist coalition, the New Popular Front, came out on top with 182 seats, it
06:26does not have an absolute majority.
06:29Therefore no clear figure has emerged as a possible prime minister.
06:34Voters are also divided on who should become prime minister, but some say coalition might
06:39be the way forward.
06:42There are ways to govern all together, because in the presidential camp there are a lot of
06:48people who are from the old left, the socialist left, a more traditional left.
06:53But Sylvain Maillard, former president of the Renaissance Group in the National Assembly,
06:58suggests it will take several weeks to form a majority.
07:01It will take time for us to have a programmatic basis.
07:05It's not the culture of France to build coalitions and alliances.
07:09So it will take a little longer.
07:11But when I look at our European partners, it will take several weeks.
07:15We are probably going to have several weeks of discussion.
07:26France faces potential political paralysis after none of the alliances won an absolute
07:31majority of 289 seats needed to form a government on Sunday.
07:37The big question now is who will govern France and what are some of the possible outcomes?
07:42Since the left-wing alliance, the New Popular Front or NFP, came first in the French legislative
07:48elections, they logically should nominate a prime minister.
07:52But there have been many internal squabbles within the coalition on who should lead the
07:57government.
07:58Jean-Luc Mélenchon, the leader of the France Unbowed Party or LFE, has repeatedly stated
08:04that he is ready to take on the role.
08:25A minority government with less than 289 seats would also mean the left-wing coalition would
08:32have to live under the constant threat of a no-confidence vote from other parties.
08:37Emmanuel Macron could try to build a fragile coalition with moderates from the left and
08:42right-wing parties.
08:43But this option seems less probable after multiple party leaders from, for example,
08:48the France Unbound or from Macron's presidential camp have expressed outright opposition to
08:54forging certain alliances.
09:01Another option for Macron would be to appoint a technocratic government with ministers of
09:05no particular political affiliation to handle current affairs.
09:09However, some experts reject that this idea would be a bad idea.
