05:05We cannot justify such behavior by the fact that we are still too patriarchal society.
05:12Well, a democratic European Croatia cannot be at peace with such a statement.
05:18We should have more reasonable sentences for such behavior.
05:22Mr. Račan, let's go back to the construction of the motorway, which is planned to be completed in July 2005.
05:28This announcement caused reactions from delight to skepticism.
05:31Namely, for 31 years we have been building the road from Zagreb to the river.
05:36So it is not surprising that people do not believe.
05:38Yes, you are right.
05:39We have been building the road for a long time, but this time it will be built.
05:44And it will be built as we decided on the Croatian government.
05:50And the Croatian government, in turn, decided to take responsibility personally, directly.
05:59I am in charge of the authority for the construction of this motorway, so we take personal responsibility.
06:05We are aware that this is a huge project, a huge undertaking.
06:10Not only because it is worth three billion marks,
06:13but also because it was dreamed of by generations, but they did not realize it.
06:19And such an undertaking is not just an ordinary road connecting Dalmatia with Central and Northern Croatia.
06:27It is a road that should have, but has not so far, integrated Croatia.
06:31It is a road whose significance at the moment is difficult to see, and we do not have time to talk about it.
06:40We must show in this peaceful period that we are able to do significant things, as we showed in the Civil War.
06:49This time it is about the improvement and construction of the country.
06:53Yes, I insist, the road will take three years to build.
06:58The preparatory period is until July 30 next year.
07:03And after three years of construction, it will be released into circulation,
07:08and we will be able to get to Zadar in two hours at an allowed speed,
07:13that is, three to Split itself, that is, the Dugopolje at the level of Split.
07:17Mr. Račan, all this sounds good, very optimistic.
07:20But the builders themselves agree that it is possible to build the road this year.
07:24They say that the problem will be the administration.
07:27They ask for permission, for location permits, for the purchase of land.
07:31Well, look, this project should somehow help in the economic life of Croatia.
07:40On the one hand, in regulating that economic life, to be in accordance with the law,
07:46but not even the bureaucratic procedures that are an obstacle to economic life.
07:52On the one hand, there are people who will have the task of changing the necessary legal regulations
08:02to ensure efficiency, speed, construction,
08:08so that we do not waste time and money due to the speed and bureaucratic obstacles.
08:15And on the other hand, we must ensure legality.
08:19I insist on the permits, but in order for the permits to be possible,
08:25the quality of construction must be a quality project,
08:28but also the laws that make it possible, we are talking about efficiency.
08:33You said now that you insist on the permits, that everything is done in accordance with the law.
08:38But you did not refuse to open the auto road Karlovac-Vukova-Gorica,
08:42it did not have a use permit, and so far the road has passed more than a million vehicles.
08:46How do you interpret that?
08:48Because so far no road in the ten years it has been built and opened, so to speak, had a permit.
08:54Here you see that with this auto road, which connects Dalmatia with other parts of the country,

09:05Accordingly, our task, I admit, is huge, the task is difficult, but we can do it.

10:30I am aware that, among other things, disagreement can cost Croatia a lot.
10:37I warned about this.
10:40The government stands behind the proposal of the agreement on the borders between Slovenia and Croatia.
10:49We asked that the word of this agreement be viewed through the long-term interest of Croatia for good relations with Slovenia.
10:58Because I claim that what some people do not like about this agreement, Croatia can pay much more without solving this issue.
11:10If there is no solution to this issue, we will not solve it, probably at the Ljubljana Bank.
11:16The road we are building will not have access to Europe through Slovenia.
11:21We are interested in a continuous flow of goods and people, especially tourists, through Slovenia who come or leave Croatia.
11:33It is extremely important that we establish good relations with Slovenia.
11:38It is going to the EU sooner than Croatia.
11:43And the EU border will be with Slovenia for a number of years.
11:47It would be, I must say, extremely dangerous to have problems on our western borders,
11:55and if we open cooperation on the eastern borders, it would mean that we stay in the Balkans longer than we would like.
12:02And the last thing I want to say precisely, the government has proposed a strategy to solve this problem.
12:10Those who reject this strategy must accept the responsibility for the consequences.
12:14You have recently announced the reconstruction of the government.
12:18The public is probably interested at the moment whether Minister Tušek wants to remain in his position, including the departure of the HLS.
12:24I am also interested in that.
12:26But, joking aside, I think it would be bad for any minister in the Croatian government to leave the government
12:34because he voted for this or that decision, in this case for the adoption of the law.
12:39But this government is a coalition, and the arrival and departure from this government,
12:46no matter how much some people from the outside told me, depends only on the president of the government.
12:52Consultations are underway.
12:55I have publicly said that it would be bad for anyone from the government to leave

13:30seeking to remove confidentiality from the concession agreement,
13:32so that Deutsche Telekom is allowed to pay the shares together,
13:36and thus help to pay the bill, and that Deutsche Telekom itself pays for the embezzlement,
13:41which is happening with these acquisitions of the HLS.
13:44The privatization of the HLS began much earlier than this government.
13:52At that time, some things were strictly defined and could no longer be changed.

13:58Secondly, we had to end the privatization that began earlier.
14:04The loss that we made to them would be huge.
