UNICEF is looking for a consultant to carry out a scoping exercise and produce a briefing paper (estimated 8,000 – 10,000 words) along with a policy brief and a slide deck, which presents the case for greater investment in birth registration systems strengthening for for child protection programming in humanitarian settings, by laying out the cost of action and inaction (COI).
