00:00You must be aware that during the budget, especially during the PSTP budget,
00:08the Pakistan People's Party had a lot of objections.
00:13The main reason was that we, as an alliance,
00:19had decided that we would form the PSTP of the four provinces together,
00:29with everyone's consultation and input.
00:33Because we could not have a proper consultation,
00:37and we did not get the opportunity to do so.
00:40The way we wanted to keep the backwardness of Balochistan in view,
00:45the situation of law and order and terrorism in Balochistan,
00:51we wanted to reflect that in the PSTP of Wafaq.
01:03And we all say that we want to give priority to Balochistan.
01:10And the proof of this priority is in how much you are willing to spend on Balochistan.
01:16So, on our part, as well as on the government's part,
01:22whatever we can do, so that we can work better with the Wafaq government.
01:31God willing, we are doing that.
01:33The Wafaq government has also assured us of its support.
01:40And our budgeted funds have been allocated.
01:44It is a different matter that if we had a consultation,
01:47we might have given some more suggestions.
01:50But what has been decided, what has been allocated to you,
01:55now my effort will be with the Wafaq government,
01:59that whatever has been allocated should be released and used by the people of Balochistan.
02:06If we can achieve this much this time,
02:09then I think that in terms of Balochistan, whichever government it is,
02:13it will be a great success.
02:16In the future, the next PSTP that will be formed,
02:19there will definitely be more consultation on that.
02:22And I am optimistic that we will bring such plans for Balochistan,
02:28which will improve the economic activity here.
02:30The final point, which is my public-private partnership,
02:33I mentioned solar for a minute.
02:35Similarly, I met with the Chief Minister today,
02:38I also met with your Chamber of Commerce,
02:41that we should try that the public-private project,
02:45which has been successful in Sindh,
02:47here along with the business community,
02:50bring such public-private projects,
02:53from which if we have issues with our own resources,
02:57or issues with Wafaq's resources,
03:00then in our PPP mode,
03:02together with the business community,
03:04we will bring some development projects,
03:06some projects for your industrial zone.
03:09It is a very ambitious agenda of the Chief Minister and his entire team.
03:14But God willing, we will work together,
03:19we will try to sustain a consensus in Balochistan,
03:24and in Wafaq,
03:26especially in terms of Balochistan,
03:29in terms of a small province,
03:31in terms of a backward area,
03:33to continue to highlight the issues here.
03:37So I am thankful to my entire team here,
03:42to the Chief Minister, to the party organization,
03:45to everyone.

04:42We do not object to taxes.
04:45Taxation will happen,
04:47revenue generation should happen,
04:49but we object to regressive taxation.
04:53I would like to pull up a small graph in front of you,
04:58where you can see the taxes in this budget.
05:03The way the taxes have been imposed,
05:07you call it regressive taxation.
05:12This is because the poorest classes,
05:15the highest increase for them.
05:18The Karachi Chamber of Commerce and Industries
05:23has done a policy research,
05:33and they have tabulated the increase in tax liabilities
05:38for different salary levels,
05:40from the 2024 and the 2025 budget.
05:44This graph shows that if your income was Rs 100,000,
05:51then your increase has been 100% in taxes.
05:59If your income was Rs 2 million,
06:03then your increase has been 4%.
06:06We do not want revenue generation,
06:19so that we can spend on the people.
06:21But we think there can be a difference in the way.
06:25The biggest proof is that we have an inverse tax system.
06:34If you have a sub-tax system,
06:37then there is room for improvement.
06:40I would like to praise the Balochistan Revenue Board,
06:45that they are improving.
06:48We have set targets,
06:50and we hope that they will not only meet those targets,
06:53but will try to perform more on those targets.
06:58There has been a lot of criticism of the overall economic situation,
07:03at various places during the budget.
07:07We could have better combated this criticism and process.
07:12If there was a consultation process,
07:16from which, of course,
07:18I would have consulted your allies,
07:23but my suggestion is that,
07:26not only with your allies,
07:28but also with the opposition,
07:30as far as the budget and economic policies are concerned,
07:34we should engage them,
07:36and take input from them.
