00:28Good morning, everybody.
00:31What a spectacular day to be in Rochester.
00:34You guys certainly know how to serve up the good weather.
00:37My name is Marie-Therese Dominguez.
00:38I have the distinct honor of serving as commissioner of the New York State Department of Transportation.
00:44It's truly great to be with you all today.
00:46I want to thank all of our elected leaders and all of our community members that are
00:52here today, in particular, County Executive Adam Bellow and our new chairman for the
00:59Transportation Committee in the Senate, Jeremy Cooney.
01:02Thank you very much.
01:03There's such an incredible buzz of activity and energy.
01:07I hope you guys got to experience it.
01:09Some of you call it the concern of construction, and I call it the excitement of construction
01:14that's going on.
01:16It's really, really contagious.
01:19That's all thanks to the incredible investment in our upstate airports that our governor,
01:24Kathy Hochul, is literally leveraging across the state.
01:28No one is doing more to invest in aviation, especially in our upstate airports, than Governor
01:33Hochul.
01:34I just really want to thank you for your leadership.
01:36With $230 million in the latest round of upstate airport economic development revitalization
01:41competition funds, say that six times fast, all of which are administered by New York
01:48State DOT, the governor is truly investing in New York's future.
01:53It's truly transforming about nine airports in this round of investment across the state,
01:59including $38 million here in Rochester.
02:02The ultimate goal, of course, is to transform the entire campus here at Frederick Douglass
02:07Airport with modern architecture, modern aesthetics, and specialty areas that acknowledge
02:14the rich cultural history here, including honoring our veterans and certainly Frederick
02:21Douglass himself.
02:24As someone who once worked for the FAA, I know firsthand that you can never underestimate
02:28the power of airports to truly transform regional economies.
02:33They're much more than just runways and terminals.
02:36Airports are truly gateways, front doors, if you will, that truly lead to economic development
02:42and community prosperity.
02:45That's why connecting people to such a wonderful experience here at Rochester is what this
02:51project is all about.
02:52The Finger Lakes region has a ton to offer visitors, so much to do and see, so much beauty,
02:58all four seasons of the year.
03:01Airports are also, again, economic engines.
03:05When I talk about an economic engine, this one in particular generates $621 million worth
03:10of economic activity in this region alone, so you have a lot to be proud of and a lot
03:15more to grow and a lot more opportunities for the Rochester area.
03:20Long story short, this project is truly moving the Finger Lakes forward, and there's no one
03:28who's doing more to invest in this region and in the great state of New York writ large
03:33than our Governor, Kathy Hochul.
03:35Ladies and gentlemen, please welcome Governor Kathy Hochul.

03:48Commissioner Dominguez, we are so fortunate to have you leading an agency that a lot of
03:55people don't think about every day.
03:56They may not think about that the roads and the bridges are functioning, that our airports
04:01are looking spectacular and functioning well, but you are at the center of everything that
04:06makes this state run so efficiently and effectively, and I want to give you a special round of
04:10applause.
04:11We have been through so many winter storms together and flooding events and trying to
04:15repair the damage of Mother Nature when she's unleashing her fury on us, as she often does
04:20here, but thanks for being a champion of all things that move here in the state of New
04:24York.
04:25Let's give another round of applause here.
04:31I've always believed in the power of making first impressions, right?
04:34You have one chance to make a first impression, and for visitors who come to a region, their
04:41first impression is when they touch down on the plane, step out in the airport, and have
04:47a chance to see whether it's a community that believes in itself, has a sense of pride that
04:53they matter, or a facility that has been disinvested and just sort of lost its luster.
05:02Well, I'm so proud because of what we're announcing here today, the completion of a massive project
05:09that we unveiled a couple years ago, to say that this area truly believes in itself, as
05:15I do.
05:16So give yourselves a round of applause for showing for others that this is a place that
05:22matters.
05:24And for people who live here, it's not a first impression, it's the biggest welcome home
05:31mat they'll find.
05:32And again, it changes the psychology of a community.
05:36When you invest in places like this, and you get that sense of, wow, that's really fantastic,
05:42that's cool.
05:43I mean, look at these renderings, look what we've achieved here.
05:46The Finger Lakes, Monroe County, Rochester, they all matter tremendously, and they matter
05:52so much to me.
05:54And I want to thank the people who've always believed in this area.
05:57It's been a long journey, long journey.
06:01Those of us who are considerably older than the rest of you, remember the good, the decline,
06:11and now we have the comeback.
06:13And it is extraordinary, as someone from Buffalo, who always looked at Envy at Rochester,
06:18you need to know this.
06:19My dad and grandpa worked at the steel plant, they were the blue collar workers, and Rochester
06:25had the white collar shirts, the white collars, right?
06:29Think about the legacy industries here, Bausch & Lomb, Eastman Kodak, and all those companies
06:36that were powerhouses here, that people just started when they were young and finished
06:41their careers.
06:42This was what we did here in upstate New York, all across.
06:47And then global competition, companies went elsewhere, we lost people.
06:52Our greatest export became our human capital.
06:55But I will say, I know the leaders here, they never ever gave up in believing in this community,
07:02investing in this community, saying, no, no, we matter, don't forget us.
07:07And now you have a governor who actually knows Rochester.
07:12First upstate governor in 100 years, this is not new to me, I don't need a GPS to come
07:17here.
07:18This is my home.
07:20And I'm so proud to be able to make investments to transform this airport into a modern, efficient,
07:24welcoming space.
07:25But again, it doesn't happen without the people of a community standing up and saying, help
07:30us.
07:31We have a plan.
07:32This is our vision.
07:33I also want to thank, in addition to the commissioner, Jeremy Cooney, who is now the transportation
07:39chair, do not underestimate the power of this position in the state government.
07:46Anything you want, anything, you go to him.
07:51He'll give out his cell phone right afterward, I'm sure.
07:54My other partners in government, Assemblymember Jen Lunsford, thank you for being here, Jen.
07:59Great to see you.
08:00And of course, as a former county official down the road in Erie County, I love my county
08:04officials.
08:05And I'll be introducing Adam Bellow in a moment, but thank you for helping steward
08:10and shepherd this project through from the very beginning.
08:14And Jamie Romeo, our county clerk, former county clerk, where's Jamie?
08:17Maybe at the end of the aisle there.

08:29I know there's a lot of you county legislators.
08:32Great to see you.
08:33And of course, the business community matters, Bob Duffy representing the face of business,
08:38the CEO of the Rochester Chamber of Commerce and the Finger Lakes REDC co-chair.
08:42Thank you for being a friend for so many years.
08:45And of course, you need the team on the ground here, Andy Moore, the airport director who
08:49helped visualize the possibilities of what we could do here, and all of my local team
08:54who helped make that happen, Vinny Esposito and others who are always part of these important
08:59projects.
09:00And guess who builds these, right?
09:02They don't just get built when you want them to build.
09:04The Rochester Building and Construction Trade.
09:06Let's give them a round of applause for their work.
09:08And Grant Malone, who's here today.
09:10Congratulations.
09:11Congratulations.
09:12Speaking of the importance of the men and women of labor, I do want to acknowledge we
09:18lost an important labor leader just this past week.
09:21Dan DiClemente, you've asked me, Council 66, just to take a second to let his family know
09:28that he's forever with us.
09:29His contributions will never be forgotten.
09:31So that's a hard hit for our community here.
09:34So it's Friday.
09:35I'm back in Rochester.
09:36I was here on Monday.
09:38And it's hard to leave.
09:41It's hard to leave a place that has so much energy.
09:43And it started out with this incredible opening of Constellation Brands Global Headquarters,
09:48Fortune 500 company right in downtown Rochester.
09:51If that's not a shot in the arm, if that's not a symbol of confidence that is now going
09:56to have a contagious effect on other companies that are thinking where they want to go, why
10:01did they go there?
10:02Let's examine what they have here.
10:04Plenty of natural resources, the beauty that is unsurpassed, the talented workforce, the
10:09ideas and innovation that come out of a region that's been built on this, that built companies
10:13for decades and decades because of the creativity of its people.
10:17That's why they're here, and that's why others will follow, and that's why we need a world-class
10:21airport to welcome them.
10:22So this matters extraordinarily.
10:26Also, we get a chance to showcase what we have here, the Strong Museum of Play.
10:31I've been going to for many years, since my kids were little, and now they have kids.
10:36What a transformation there as well.
10:38I mean, if I could just have a couple more hours, I'd love to just go play today.
10:44That's where I want to spend my time.
10:45It just reminds us all, you know, at its core, we're children.
10:48We all have this sense of just fun and connecting with families.
10:53It's a beautiful, beautiful place, and where you go to the zoo or you go to a Red Wings
10:57game, you go to Highland Park.
10:59I know this place has so much, and again, I've seen the ups and downs.
11:05We are up, my friends.
11:06We are so up, and we're going further.
11:09We are soaring now with this incredible project that we can talk about, and this growth, so
11:14this achievement, you know, it's happened over seven years ago, and this was started.
11:19The entrance, the security checkpoint, the concessions, they're transformed forever.
11:25Someone who's not visited here in a number of years, their jaws will drop when they walk
11:30through those doors.
11:31They truly will, and that's the kind of experience you want people to have, that sense of wonder,
11:34like, wow, this is happening in Rochester.
11:37So as I mentioned, it's the first thing you see.
11:40It's the last impression you have if you're a visitor and you're deciding to say, well,
11:43I want to bring my business here.
11:44Do I want to invest here?
11:45Do I want to become part of the supply?
11:46Do I want to be part of this whole ecosystem?
11:48Because let me tell you this, the ecosystem has changed dramatically in this region.
11:54Yes, Rochester has always been that hotbed of innovation, but now it's expanding outward.
12:00Think about what's happening with semiconductors, just a short jump down the road.
12:06Other parts of our state, an hour and a half is their daily commute one way.
12:11So no one thinks anything like Rochester, Syracuse, Buffalo, we're doing with artificial
12:14intelligence, what we're doing with semiconductors and micro income, the ripple effect, the spinoff
12:19effects.
12:20I'm telling you, my friends, you're going to look back at this moment in history and
12:23say, that's when everything shifted rapidly.
12:26We're blasting into the future.
12:28And projects like this, the $230 million we've announced statewide, but also the 18 million
12:35directly for Rochester, a $38 million project, we are finally, finally starting to say we're
12:41getting it done.
12:42No more renderings, no more pretty pictures.
12:47It's real.
12:48It's coming to life.
12:50And that's why I'm so proud to be here.
12:51Our local partners, our federal partners, our Congressman Joe Morelli couldn't be here
12:55today, but there's always federal money behind these projects.
12:58Let's thank him for being such a great champion.
13:00And again, we're going to bring in natural light, a sense of awe, a sense of beauty,
13:06and something that this area has always long deserved.
13:08It also gives us a chance to honor our heroes, our returning veterans, that they have a place
13:14that they feel at home and welcome.
13:16And I will tell you, having served on the Armed Services Committee and meeting with
13:20people in the theater of combat in Afghanistan, when they come back, they're often forever
13:27changed.
13:28They need some time to just decompress.
13:31And their first time coming off the plane back home, because we send a lot of people,
13:34a lot of people are proud Americans, and they want to serve their country.
13:38They come from our rural areas, the Finger Lakes, this county.
13:40They just need a place, just a place to meet their families, perhaps for the first time
13:46in a long time.
13:47And so we're offering that to them.
13:49That's showing who we are as a people.
13:51It's showing our priorities, what we value, and we value the service of the 1% of Americans
13:55who step up to defend the 99% of the rest of us.
14:00So that's why I'm so proud of this as well.
14:02Also honoring our past history as well.
14:04Frederick Douglass, I was here not that long ago to look at the statue and the mural.
14:10People who may not know this history, we all take it for granted, right?
14:13The rest of the world needs to know these stories.
14:15He's known as a national leader, but he's ours.
14:18We have to continue to remind people what we have up in this area, not far from Seneca
14:23Falls and leaders of the women's rights movement started here, Susan B. Anthony.
14:28So this is such a proud point for me to brag about.
14:32You don't know how often I brag about this area when I'm elsewhere.
14:35So we're going to continue reminding people of this legacy, the stories, and making connections
14:40smoother.
14:41As the commissioner announced, it's about connecting people and places.
14:45That's what we do with projects like this.
14:48And I'm so delighted that we could offer this gift to the community.
14:51It's really a gift and let them know how much we care.
14:54It makes a tangible difference in people's lives.
14:56So my friends, we're ready for takeoff.
14:59We're ready to soar and there's no stopping us now.
15:02So thank you very much for being patient.
15:05Let's sing this through.
15:06And again, a whole new era has unfolded here today in Rochester.
15:09Thank you.
15:12A county executive who has made a profound difference in his community, do not take that
15:23for granted.
15:24I've been in politics for many, many decades.
15:27There are a few who stand out as true leaders who get their communities through the toughest
15:32of times with something that is rather unique in politics, an undying spirit of optimism.
15:39When have you ever seen Adam Bellow when he wasn't smiling?
15:42He is one of the happiest, most generally forward-thinking, visionary, but also just
15:48has that sense of can-do in his spirit.
15:51And that's something that helps lift all of us up.
15:53I treasure our friendship and your leadership and we are blessed to have you.
15:56Ladies and gentlemen, your county executive, Adam Bellow.
16:08Thank you, Governor Hochul, and I'm always smiling because there's always great things
16:12happening in Monroe County and it's because of our great partnership that we have with
16:15New York State.
16:16So ladies and gentlemen, let's give a big round of applause to our great governor, Kathy
16:23Hochul.
16:24A couple of thoughts I want to share.
16:25First, I want to recognize a couple of other partners that we have in government here as
16:30well.
16:31Our president of the Monroe County Legislature, Iversa Roman, our majority leader, Mike Udelson,
16:37and our minority leader, Steve Brew, and all the members of the county legislature.
16:40Let's give them a round of applause as well.
16:41None of this is possible without their help and support.
16:48And I want to say, you know, I started the week out this past Monday, standing pretty
16:52much right here at the airport to talk about the many investments that are being made to
16:58increase accessibility and modernize Monroe County's infrastructure.
17:02So it's fitting now that I get to end my week, although actually we have a lot to do tomorrow,
17:07but we're going to end our week here to announce the many improvements we're making here at
17:12the Frederick Douglass Greater Rochester International Airport and to also recognize Governor Hochul
17:20help and support in making these improvements possible.
17:24So I want to thank Governor Hochul, the members of the state legislature, our new chairman,
17:29Jeremy Cooney, Jen Lunsford, and the whole team for securing the state support for our
17:36airport upgrades.
17:37The governor has been and continues to be a champion for Monroe County in Albany.
17:44This is actually the governor's now second trip.
17:46I get to stand with her this week alone in Monroe County because we cut the ribbon earlier
17:51this week at Constellation Brands, their new corporate headquarters, and it was really
17:55just a month or two ago that we joined together to break ground at the Fairlife construction
18:02site as well.
18:03These are now global companies that are recognizing the benefit of doing business here in Monroe
18:09County and being recognized all around the globe because this truly is a great place
18:15to do business.
18:17And they're successful here because of the constant presence that we have from our partnership
18:23with state government, and it's a statement of confidence that the state has and that
18:27these companies have in our future.
18:29The governor also mentioned all these fun things that we can do in Rochester, the zoo,
18:33the Red Wings, Highland Park, all those wonderful amenities that we have, but all of those are
18:38also the beneficiary of that partnership of state investments that our governor and
18:42our delegation have secured.
18:44So thank you, Governor Hochul, for your commitment, your partnership in helping us to grow this
18:48region.
18:49I also want to thank my team led by my deputy county executive, Jeff McCann, our airport
18:55director Andy Moore, Steve Bars, Bill Johnston, Tom Mann, the whole aviation team, our airport
19:01firefighters, they do such a wonderful job.
19:03You know, this airport is truly a gem.
19:07In fact, last year, USA Today readers voted our airport as one of the 10 best small airports
19:13in the country.
19:14In 2023, that's a significant thing.
19:20Last year in 2023, more than 2.6 million individuals traveled through our airport, many of them,
19:26as Governor said, this is their first impression and the last impression of our community.
19:31So we need to ensure that their experience speaks to the quality of our region.
19:35And I worked with the team here at the airport when, you know, after I first got elected
19:39to start really looking aggressively to identify what are those amenities, how can we help
19:44make this airport really a first class project.
19:48And the $18 million in grant funding that was that was provided by New York State, this
19:54is a strategic investment that will improve customer experience, it will save time and
20:00it will modernize our airport.
20:03And you know, the increased use of our airport, it's for economic growth, it gets attention
20:08by the airlines as well.
20:10Over the last year, we've added flights for airlines such as Avelo, Spirit, Southwest,
20:15to prime destinations such as Fort Lauderdale, Greenville, South Carolina, and my personal
20:20favorite, we now have a direct flight to Las Vegas.
20:23The governor, that's right, Andy was very proud to call me with that one.
20:26He's very anxious.
20:28The governor just mentioned some of the improvements that we're adding to the airport.
20:31You can see these beautiful renderings here to my right.
20:35And these are all part of enhancing the travelers experience and this matters, infrastructure
20:39like this matters.
20:40When we invite people from around the country and around the world, when we hosted the PGA
20:45championship just last year, hopefully we'll be welcoming the PGA again in future years.
20:50We have the International Jazz Festival happening right now as I speak, individuals from around
20:54the world's most talented people in the world are coming through our airport right now.
20:58The Fringe Festival will be here in just a couple of months.
21:02Those visitors are coming through the Frederick Douglass Greater Rochester International Airport
21:05and they're seeing what Rochester here is all about.
21:09You know, in some of these new amenities that we have, the new guidance system, when I first
21:13got elected to this office, what did I do?
21:15I took my family to Disney World.
21:17That's what you do.
21:18And I came back home, I said, Andy, they had this great guidance system at their parking
21:23lot at Disney Springs.
21:24Why can't we do that here?
21:25And look at that, we're doing it here.
21:27So now you don't have to, right, you listen, you did what you were supposed to do.
21:31So now you don't have to just keep driving around in circles figuring out where to park.
21:34After you park, now you don't have to stand in the rain, you go under the canopy and you're
21:39protected.
21:40Once you're inside that new user-friendly app that we have, it's going to get you all
21:43the information you need.
21:45So if you're in a hurry and you're getting through our airport, you're going to get there
21:47even quicker.
21:49And then as the governor mentioned as well, we're also paying tribute and honor to those
21:54who really made a lasting impact, not just in our community, but around the world.
22:00Luminaries like Frederick Douglass, a historical global leader of the abolitionist movement
22:05who hailed from right here in Rochester, New York, we're now telling his story to those
22:10visitors who are joining us here.
22:13So these improvements, they are going to continue to positively impact the experience at the
22:17airport.
22:18They're eliminating many of those annoyances and stressors that we all have when we travel.
22:24And it's going to make the jobs of people like Bob Duffy and Mal Hurlbut and all of
22:28them who are working to bring these businesses from around the world and get them set up
22:32here in Rochester, it's going to make our sales pitch that much easier.
22:36So through the governor's support for these projects, not only are we going to keep the
22:40airport in the top 10 small airports nationally, but we are also going to provide our airport
22:45customers with a first-class traveling experience to and from Rochester.
22:50And so before I close, I also want to thank the men and the women of the Rochester Building
22:54and Construction Trades.
22:56This project is getting done on time, on budget, and it's getting done right because of the
23:01men and women in local labor who know how to get a project done.
23:04So I want to thank you, Grant Malone, I want to thank all the members of the Building Trades
23:08for working with us.
23:15Our goal is always when we work with our partners to secure state dollars and local
23:20dollars to do construction projects here, our goal is always to put local labor to work
23:24and reinvest those dollars right back into our local workforce.
23:27And I want to thank you, and thank you for working with us on a project, a successful
23:31project labor agreement on this project as well.
23:34So again, thank you Governor Hochul, and I want to thank our partners in the state legislature.
23:37Please come back as we continue to do these improvements, you'll utilize these, you're
23:40in Rochester all the time, and you get to see all of our progress as we go.
23:44So thanks again.
23:45I next, I now have the honor and privilege to invite up here another one of our friends
23:51here in state government, without who these types of announcements and these dollars here
23:55today would not be possible.
23:57The governor said he's now in a powerful position, that's right Jeremy, you got to walk around
24:00with your checkbook now.
24:01The chair, he's the new chair of the Transportation Committee in the New York State Senate.
24:05But this is important because infrastructure is critical to our region, it's critical for
24:10jobs, it's critical for the economy, and it's critical as we continue to modernize
24:14our community here and to have the chairman of the Transportation Committee hail from
24:19Rochester, New York.
24:20I know it means great things are coming here in our future, and we're going to continue
24:23to have groundbreakings, ribbon-cuttings, just like this as we make these critical investments
24:28in our infrastructure.
24:29So please welcome Senator Jeremy Cooney.
24:40Well thank you, County Executive, and happy Friday everyone, happy Jazz Fest, delighted
24:45to have the governor here.
24:47Governor, we always love seeing you here because it means good things are happening.
24:51And Commissioner, thank you for your leadership, we know how hard you've been working and appreciate
24:56all the good things you're going to continue to do for the greater Rochester community.
25:01The County Executive's absolutely correct, is that this is an opportunity to rebuild
25:06New York.
25:07The dollars that are on the table from the Biden administration, the leadership that
25:11we're seeing in Albany from the Hochul administration presents an awesome opportunity for communities
25:18in upstate New York like Rochester that see the opportunity and the positivity and the
25:24vision that this governor has had.
25:28To believe in ourselves again, to know that our future has a bright opportunity ahead
25:34of us if we build the community for what we want to be.
25:40We can't just wait for these opportunities or climate migrants to come along.
25:46We have to be intentional now to prepare for that population shift.
25:52We have to be more aggressive about attracting and retaining population, especially in upstate
26:00New York than we have in the past.
26:02Governor, you talked about your envy of Rochester when you were young in Buffalo, and I think
26:08vice versa.
26:09I'm still not over the 716 area code transfer, but we know that we work so much better together.
26:20And it's no longer about Rochester versus Buffalo or Buffalo versus Rochester, it's
26:25about Rochester versus Raleigh, North Carolina.
26:29It's about Rochester versus Georgia and Texas and California.
26:33We have to be more competitive as a state and continue to build across New York.
26:39And in this role that I have in transportation, that's the opportunity that we're seeing.
26:44So it's not just here in Rochester.
26:46Under this administration's leadership, we're doing this in Buffalo, we're doing this in
26:50Syracuse, we're doing this on Long Island, we're doing this in the Hudson Valley.
26:55We are ready and preparing to make sure that this front door for New York is welcoming
27:02and inclusive.
27:03And I think it's incredibly important at this moment in time, here we are, school has just
27:09let out.
27:10Families are thinking about summer vacation, they're going to be coming to this airport.
27:15Bob Duffy in the Rochester Chamber of Commerce knows how important our regional airports
27:19are to attracting new businesses to come, but also keeping our businesses here.
27:25And for our community leaders in the room, I see my good friend Sanjay Heron and Donny
27:29who travel every other week around the world.
27:32The convenience factor of our airports are so incredibly important.
27:37So what we're doing here today is that modernization that the governor spoke about.
27:43But it's also a nod to the values of Frederick Douglass.
27:48Inclusion, patriotism, these are the values that make his legacy so important that we
27:56would rename our airport after him.
27:59And when our physical structure embodies those values and showcases that to the rest of the
28:04world, then we're doing something right.
28:07So again, I want to thank Governor Hochul for her tremendous leadership in rebuilding
28:12New York and investing dollars in Monroe County and Rochester.
