The review of existing laws related to the e-commerce is expected to be completed by mid-2025, said Domestic Trade and Cost of Living Minister Datuk Seri Armizan Mohd Ali after attending the closing ceremony of the 2024 Shopee Seller Summit on Thursday (June 27).

00:00What do you think about the development of the e-commerce sector?
00:04In addition to looking at the aspects of the development of the e-commerce sector,
00:08we also take note of the complaints that we have received so far at KPDN.
00:17For example, from 31 to 31 May 2024,
00:24we have received 19,937 complaints from various parties on the KPDN complaint platform.
00:34And of that number, 5,094 are complaints related to e-commerce transactions.
00:42So, we see the need for us to make investments to strengthen the legal framework related to e-commerce.
00:55First, we look at the legal framework, especially the three related laws,
01:04including the Consumer Protection Act, as well as the Electronic Trade Act,
01:11and also the Consumer Protection Regulations on Electronic Trade Transactions 2012.
01:18And the e-commerce sector is also included in the Contract Act and SOGA.
01:24So, there are various related acts related to the e-commerce sector.
01:29So, we see the need for us to make investments.
01:34How can we strengthen this legal framework,
01:43which among other things is to increase protection and also the right to use it.
01:51And secondly, at the same time, how can this legal framework also help and create a more conducive ecosystem for the development of the e-commerce sector.
02:05We have started working with consultants who we appointed in May 2024.
02:14Last year, we gave them a one-year timeline to conduct research, to carry out a series of engagements with all parties,
02:26including our business community on the e-commerce platform, platform providers such as Shopee, etc.
02:35And after that time, they will open the research.
02:40Whether we need to open or create a special invitation or a special agreement,
02:48or make a move to the existing agreement framework.
02:54So, God willing, we are confident that with the existence of a more comprehensive,
03:01adequate legal framework to the demands of the time and also the development of technology,
03:09we will be able to provide better protection to users.
03:16And at the same time, we can build confidence in our community to use this e-commerce platform.
