00:41 You know, there are reports
00:42 about increasing Russian disinformation campaign in Europe.
00:46 What's your level of concern about those reports?
00:48 >> So we have been incredibly concerned about Russian disinformation.
00:52 This was a significant subject of conversation
00:55 at the NATO Foreign Ministers Meeting last week in Prague,
00:58 something the Secretary raised and not only raised
01:01 but then heard significant concern about from our European partners.
01:04 We have seen the Russian government use disinformation against its own people.
01:09 We have seen the Russian government use disinformation to spread lies and rumors
01:14 across Europe and across the world.
01:18 And we continue to consult with our partners about the best way to respond to that.
01:21 >> Kremlin is also echoing Georgian government's propaganda.
01:26 Today we heard from Deputy Foreign Minister saying that the U.S. is planning
01:30 to implement a new Maidan in October in Georgia.
01:34 Do you have any response to that?
01:35 >> So, look, you continue to see --
01:36 I think the answer I just gave about disinformation that you see
01:39 from the Kremlin probably applies here pretty well.
01:42 What you have seen in Georgia is, over the past few weeks,
01:46 is the Georgian people's expression of their will and their opposition
01:52 to this Kremlin-backed law that the Georgian government has passed.
01:55 It has nothing to do with the United States.
01:56 It has to do with the people of Georgia expressing their own views.

02:01 And finally, on Ukraine, we have seen a letter came
02:05 from the House Foreign Affairs Committee urging the Secretary, both the Secretary of State
02:09 and Treasury, to speed up in terms of implementing the Rapport Act.
02:13 Where are you at this, and why is it delayed?
02:16 >> So the Secretary has made quite clear that we have been given those authorities
02:19 and we plan to use them, but it's also important that we use them in concert
02:23 with our European and other allies.
02:26 As I think you know, the vast majority of the frozen Russian assets are not held
02:32 in the United States, they're held in European countries.
02:34 So for this action to be as effective as possible, it's important that we act in concert
02:40 with our allies, and we are in consultation with our European allies
02:44 about the best way to do that possible.
02:46 But we are committed to ensuring that Russian frozen assets remain immobilized
02:52 that they're put to use for the benefit of the Ukrainian people.
