00:00Meanwhile, fake audio and videos are becoming more and more real

00:04because of the help of AI, which is called deepfake.

00:08It was feared that it would be used in the election,

00:10so the camera has a hidden agenda against it.

00:14And Tina Pangliban Perez was able to spot it.

00:19There are a lot of Filipinos who have been spotted on social media.

00:23But with the rapid and abundant changes in technology,

00:26it's hard to believe everything we hear and see.

00:30Deepfakes, or videos or audio,

00:35were made by a computer program using artificial intelligence

00:39that you think is real.

00:41A negative effect of deepfakes is the spread of disinformation or misinformation.

00:48It can cause panic, it can cause chaos or even conflict between two countries

00:56if someone believes in scams or identity theft.

01:00Sometimes, deepfakes are used.

01:04Based on what's happening in other countries,

01:07deepfakes were also believed to be used in the election of 2025.

01:11We have seen that in other countries,

01:14there are instances where deepfakes were used

01:17to find out how the election will run, the campaign.

01:23We should always remember that not everything we see and hear online is automatically true.

01:34There are ways to check if what we see, watch or listen to online is a deepfake or not.

01:43But these methods are not 100 percent.

01:46Usually, deepfakes are seen directly on the screen.

01:53The eyes are never closed.

01:54Now, there are deepfakes where the eyes are blinking.

01:59Another example would be the audio that we hear out of sync

02:05when opening the mouth while speaking.

02:09There is no law that prohibits the use of deepfakes.

02:13But there is evidence that Kavita Rep. Lani Marcado-Revilla

02:22and Aguima and Martelis Rep. Brian Revilla

02:25are against the malicious use of deepfakes.

02:27It will result in a heavier punishment for the crimes committed by deepfake technology.

02:33According to the Department of Information and Communications Technology,

02:37part of the National Cybersecurity Plan is about deepfakes.

02:41The police is yet to issue a statement on this issue because the consultation is still ongoing.

02:47The hard part in making a policy judgment is on the one hand, you have freedom of expression.

02:52On the other hand, of course, you have to regulate because it is harming someone.
