00:03 Live from the GMA Network Center,
00:06 20 years of learning, 24 hours.
00:10 Good evening, Luzon, Visayas, and Mindanao.
00:14 Senator Juan Miguel Zubiri was asked as Senate President
00:19 after he did not follow the instructions of the powerful.
00:25 Zubiri admitted that he had a bad feeling about what happened
00:30 in the following charter change and the removal of the PIDEA League.
00:35 Next, Senator Cheese Escudero was declared as a replacement
00:39 and was nominated for the position.
00:41 Live from the GMA Network Center,

00:49 Vicky Maris Emil, in the last week of the Senate
00:52 before the long break of Congress, the leader was re-elected.
00:55 Under the new Senate President,
00:57 it seems that the talk of the charter change will be lost.
01:01 Our leadership, the Senate has seen some of the best approvals.
01:05 In the middle of the session of the Senate earlier,
01:07 Senate President Mig Zubiri was nominated.
01:10 I have never dictated my position on any of you, you know that.
01:14 I've always supported your independence,
01:16 which is probably why I faced my demise today.
01:20 I failed to follow instructions from the powers that be.
01:24 Simple as that.
01:26 I've listened to all my colleagues throughout my Senate presidency,
01:29 and again I listen to them today.
01:32 As we head into a new period for the Senate,
01:35 I fought the good fight.
01:38 If I've ruffled some feathers in doing so,
01:41 then so be it.
01:43 I did not accept the Senate's appointment of President
01:47 just to let it fall.
01:50 Today, I offer my resignation as Senate President of the Republic of the Philippines.
01:58 Zubiri one-on-one led the Senate for two years,
02:03 including the Senate's decision on the People's Initiative for the Charter Change of January.
02:08 I have put myself on the line to shield the Senate from all attacks,
02:12 particularly from efforts to diminish the powers of this institution
02:16 as the country's last bastion of democracy.
02:20 In January, we fought against the dreaded People's Initiative,
02:25 which would have destroyed this very institution I'm standing here right now.
02:31 God knows what I had to do to defend this.
02:34 Senator Ronald Bato de la Rosa could not help but cry while Zubiri gave a speech.
02:39 After Zubiri, the Senate leaders also stood up one-on-one.
02:44 Senator Cheese Escudero was nominated as the new Senate President.
02:47 No other nominee was nominated, so Escudero was declared the winner by acclamation.
02:52 The election of Senate President Francis Cheese Escudero is hereby recognized.
03:03 Congratulations, Senator Francis Cheese Escudero.
03:08 Escudero was also accompanied by his wife, Heart Evangelista, who was nominated.
03:12 My hats off to you, Senate President Zubiri. I salute you, and I hope I will make you proud.
03:18 There is no My Team, no Your Team for me.
03:22 No SPMIGS, no Cheese for me.
03:26 I think that each one of us is a member of a single Senate.
03:32 Senator Gingoy Estrada was nominated as the new Senate President Pro Tempore, while Senator Francis Tolentino was the new Majority Leader.
03:40 Minority Leader Senator Coco Pimentel will remain.
03:43 Zubiri will be the new Independent Senator, but he promised to help the new leader.
03:48 The chairperson of some committee members will also be replaced.
03:52 Zubiri admitted that he feels bad about what happened.
03:58 Last Wednesday, I found out that they were talking to each other.
04:06 And, uh, uh, there. It started.
04:11 So, we were watching over each other that weekend.
04:14 And I feel bad because there were people texting me, "We're with you. We're full support."
04:22 But, yes, 100% for you. Not a day has passed since you've been elected.
04:30 It's really hard to be a politician.
04:33 He started talking about the Charter Change and he was even more upset because of the PDEA leaks hearings.
04:39 I'm only presuming that is the cause because a lot of people told me,
04:45 "You know, stop the hearings, this and that."
04:52 It's hard to speak.
04:56 I must have ruffled other people's feathers from my independent stance of the Senate.
05:06 And it didn't stop. It didn't stop.
05:08 It started when we were still in the PIPOS Initiative.
05:16 We weren't in the timelines of the Charter Change.
05:21 That's when I felt that there were bad feelings.
05:26 And it's hard because I just want to maintain the independence of our institution, the Senate.
05:35 So I saw it coming.
05:38 Now, the head of the Senate Subcommittee on Constitutional Amendments has been replaced.
05:42 Zubiri said...
05:43 Goodbye Chacha.
05:45 Senator Scudero has already signed.
05:48 Senator Angara has already signed.
05:51 We had to cancel. Well, it's all canceled.
05:55 You know Senator Scudero is anti-Chacha.
05:58 He's openly anti-Chacha.
06:01 I hope the people that supported him know that.
06:04 As far as we're concerned, Chacha this week is dead.
06:07 New Senate President Scudero is fit to be replaced.
06:10 To his excellence, to his patience, to his hard work, to his unwavering love for the country.
06:18 Meanwhile, Senate President Scudero said that they will discuss with the Mayor
06:29 on how to re-arrange the committee chairmanships.
06:32 Thank you very much, Mov Gonzales.
06:35 At this point, we will now hear from the former Senate President, Senator Migz Zubiri.
06:41 Good evening to you Senator.
06:43 Thank you.
06:45 Senator, yes.
06:47 Hello Vicky, good evening to you and to all the fellow citizens watching.
06:50 Yes, very long day for you.
06:52 You said in your speech that you failed to follow instructions from the powers that be.
06:58 What do you mean by that?
07:01 What are the instructions?
07:05 Well, as I mentioned in the news item earlier,
07:08 you know, when it came to the PIPOS initiative, we fought against it.
07:15 Because of course, the Senate will be disbanded and we did not agree to protect the institution.
07:21 We really fought against it.
07:23 The Senate remained and the PIPOS was also disbanded.
07:27 When it started, that was January, February,
07:31 I saw some rumors, some black propaganda,
07:36 a bit of a slap in the face from our leaders and by our allies.
07:42 And I just said, we are defending the Senate as an institution,
07:48 as an independent institution of our country, as the last bastion of democracy.
07:53 I felt some yes, yes.
07:58 Senator, you said the powers that be.
08:01 Who are the powers that be that you are referring to in your statement?
08:05 Well, very influential people, maybe, who stood up for me.
08:11 Especially in this news item, many told me that because of the hearings of BATO,
08:16 some people stood up for me, asking why I continued the hearings.
08:22 You know, Vicky, when President Digong held the family of Senator Gordon,
08:32 that hearing lasted for a year, almost a year.
08:36 We did not stop that.
08:38 That is the prerogative of the committee chairman.
08:41 We give them their independence and their right to hold hearings like this.
08:46 So it is very difficult for me to tell my colleagues that they should stop those hearings,
08:53 that you should not hold hearings.
08:55 Because time and time again, in traditions of the Senate, in the rules of the Senate,
09:00 we allow under the committee system, the senators to conduct hearings.
09:06 We do not have that right as Senate President.
09:10 We are different from the House of Representatives.
09:12 And so we give them the proper leeway, which is given in the traditions and rules of the Senate.
09:17 That is why the news to me, someone stood up for me, I cannot tell you who stood up for me.
09:23 But because of that, I think this is the consequence of my action.
09:27 Unfortunately, I am just protecting the institution.
09:31 Senator, you mentioned, from instructions from the powers that be.
09:36 When you say powers that be, are you referring to the President?
09:39 To the First Lady?
09:41 I don't want to make guesses, but people that are influential enough to secure the votes.
09:51 You know, last Saturday, a lot of people texted me, "We have support, we are 100% with you.
09:59 You are our candidate, you are good for the institution."
10:03 After 24 hours of waking up, they are not answering me.
10:07 So, you know, that kind of reaction, especially from my friends,
10:13 who I consider to be my true friends, I am a bit heartbroken by these events.
10:19 It is really saddening.
10:21 And not just anyone, not just my fellow Senators can convince them of that.
10:28 Which is okay.
10:30 All is fair in love and war.
10:32 You know, that is politics.
10:33 We understand that.
10:35 We have been in politics for a long time, since 1998.
10:38 So, it is okay.
10:40 It is just that I am heartbroken that this happened.
10:43 I am heartbroken that my fellow Senators, whom I consider to be my true allies,
10:47 really broke up and left immediately.
10:53 We haven't even talked.
10:56 What is important is that my fight will continue.
11:00 I will continue my fight for the benefits to our workers,
11:06 for the programs and projects for the poor.
11:10 That will continue as an ordinary Senator.
11:14 Senator, yes.
11:15 How betrayed do you feel?
11:17 Because you said that you sense that you are being left alone in the Senate.
11:23 I mean, how do you feel at this point?
11:29 You know, I am the saddest person in this event.
11:32 I was one of the supporters of the Unity Team.
11:36 I was one of the supporters of the Digong Marcos match-up
11:41 and the Coming Together United for the country.
11:44 Then, there was a fight, a fight, and now it is divided.
11:53 I am a victim.
11:54 I was in the middle.
11:55 I said this in Senator Bato's hearing.
11:58 I said that a group of people were angry with me because I had subpoenas against their leaders.
12:04 This group is also angry with me because I allowed you to give that hearing.
12:09 So, I was in the middle.
12:11 That's okay with me because I fought for the institution.
12:14 Because the institution is very important.
12:17 Being the last bastion of democracy, I really respect the tradition of our Senate.
12:23 And because of that, maybe someone was angry with me, someone was angry with me.
12:27 And this is our situation.
12:29 But I would like to thank my fellow members who stayed with me.
12:35 First of all, Senator Sunny Angara, Senator Joel Villanueva, Senator Lauren Legarda,
12:43 Senator Nancy Binay, Senator JV Ayres, Senator Sherwin Gatchalian.
12:49 They really, until the very end, believe in our leadership that the rules-based and traditions-based Senate in our Republic should remain.
13:01 Senators, regarding the Pidea Leaks, you said that you may have ruffled some feathers on the independent stance of the Senate.
13:08 What are your instructions on the Pidea Leaks?
13:11 Are you being stopped?
13:17 Well, there are a lot of intermediaries who are talking to me.
13:20 "This is not good for you, Senator Subiri. A lot of people will be mad at you." Etc.
13:28 So, I told them, I couldn't stop Senator Richard Gordon.
13:34 He was the chairperson of the Blue Ribbon Committee for a year.
13:38 He was the one who was leading the Farmally issue.
13:41 And I congratulate him because of his findings.
13:43 Look at what happened. There were cases where the ombudsman used those hearings.
13:50 So, who am I to stop my colleagues from doing their job if that is allowed under the rules?
13:59 That's why I said, I pray and hope that Senate President Escudero will still continue to uphold the rules and traditions of the Senate.
14:09 He should not change them or change them for a group only.
14:16 And we will keep an eye on it.
14:18 Our group will keep an eye on it to make sure that the traditions will continue.
14:23 Senator, what is the fate of the Charter Change and the hearings on the Pidea Leaks?
14:28 Where does that stand now?
14:33 Well, I'm sure there will be committee changes. I don't know what their plans are with our new leader.
14:42 As far as the RBH 6 hearings, this Friday and Thursday in Cebu and Friday in Cagayan de Oro, I think it's cancelled.
14:54 It will not continue because the chairman of the subcommittee, Senator Angara, resigned.
15:01 Of course, Senator Chiese will not agree because he is anti-Chia.
15:06 So, the reform of the Constitution will be stopped.
15:11 So, those are the hard facts and I think we will respect the decision of the majority and the leadership particularly on this issue.
15:20 So, as far as we're concerned, the Charter Change hearings this week are all cancelled.
15:26 You've spent the best years of your life in the Senate.
15:28 How painful is this? Can you describe it?
15:31 Well, I said earlier that I'm heartbroken.
15:39 You know, it's okay for me to be in politics because we can do it.
15:43 As a politician, we know that it's our own advocacy, our own adhikain.
15:51 We are only as good as our team, the ones who support us.
15:55 The only ones who are in pain are the ones who are trying.
15:58 That's the only thing that hurts.
16:00 And I forgive them and I hope that the future, I hope that history will be kind to things like this.
16:11 For me, it's a test of character.
16:13 So, Senator, for the new leaders of the Senate, I hope that you do your jobs well.
16:21 When you said "tridor," what are you referring to?
16:25 I said earlier in my speech that I'm heartbroken because those are the ones who are giving messages
16:36 that they are 100% for me, they believe in our struggle, and of course, we are thankful for their support.
16:49 And then, on the last day, last night, they are no longer answering.
16:57 It's hard to be a politician in our country, Vicky. It's really hard.
17:02 It's hard. And it's hard to stay principled as a politician.
17:05 So, I don't want to impute any malice to my fellowmen.
17:10 Of course, I'm heartbroken, but once again, I don't want to rain on the parade of Senator Chisos Correo.
17:16 Congratulations, Senator President Chisos Correo, and we wish you well.
17:21 Does the President still enjoy your support at this point?
17:24 That's for another discussion.
17:35 Thank you very much, Vicky, for your time, and I hope that all we do here is for the good of the country.
17:43 Alright. Anything else you want to add? Maybe to your colleagues at the Senate?
17:49 Thank you very much to all the people who are watching.
17:52 Yes, and to my colleagues, again, I want to thank those who stood by me, who believed in our fight,
17:59 who helped me defend the institution.
18:01 You know, there was a time when I thought our institution would be gone,
18:05 and it might become irrelevant that we really fought for it.
18:09 And I'm just sad that it had to end this way, but I respect the decision of the majority.
18:16 I'm a good soldier, and it's my time now to step down and signing off as your former Senate President.
18:25 Alright. Thank you very much for your time, Senator Biggs, and good night to you.
18:33 The two police officers who were appointed by the Special Action Force were arrested after a Chinese national
18:40 who was serving as a bodyguard was arrested.
18:42 Chino Gaston was arrested.
18:44 The two police officers who were appointed by the Special Action Force were arrested this Saturday night
18:51 for physical assault in a subdivision in Muntinlupa.
18:55 They were both members of the Special Action Force who were supposed to be stationed in Zamboanga City.
19:00 But the two police officers were booked by the bodyguards of a Chinese national,
19:04 so they were released from their positions and filed an administrative case while investigating.
19:10 According to the police officers who were arrested,
19:13 a battalion commander in Zamboanga City ordered them to leave.
19:17 According to PNP Chief Romel Francisco Marbil,
19:20 seven other officers were released from their positions,
19:23 including the battalion commander, company commander, and platoon leaders, while the investigation is not yet over.
19:29 Those who were released that night, not because they gave an order, but they account his personnel.
19:35 Every day, we are accounted, not only in staff, but in every other units.
19:39 If we are accounted, we are there.
19:41 According to the PNP, the Police Security Protection Group is the only one,
19:45 and no other unit of the PNP can provide security escorts to authorized individuals.
19:51 For GMA Integrated News, Chino Gaston was arrested 24 hours.
19:58 The Interior Department of the Government of Banban Mayor Alice Guo was removed from office.
20:03 The local police of the town, Ian Cruz, was arrested.
20:07 The Banban Mayor Alice Guo was not in the regular flag-raising ceremony of the municipality,
20:16 but her supporters gathered there.
20:19 Guo was defended by her vice mayor, the former mayor who became her ticket in the 2022 elections.
20:27 I know that our operation here is okay.
20:30 I don't see any operation here that is not right.
20:36 Based on the investigation, we will know.
20:39 She has known Guo since 2001.
20:42 At that time, she was only 15 years old.
20:45 She is still young in her age.
20:47 I met Mayor Alice when I was the mayor of 2001 to 2004.
20:54 She went to my office to apply for a permit for their figure.
21:02 When the CIO gave us the permit, I saw her there.
21:05 The Interior Department has now announced the removal of Mayor Guo
21:11 by the local police of Banban.
21:15 We will withdraw the deputization of Mayor Guo.
21:19 As a consequence, all the privileges attached to her are revoked immediately,
21:24 including its control and supervision of its local police.
21:28 The government has also submitted the fact-finding report to the allegation
21:32 by the mayor of the operation of the raid of Pogo in Banban.
21:36 The question of the appointment of Guo is still separate,
21:39 as the Senate cannot answer some details of her upbringing and education.
21:45 We cannot detail our findings,
21:49 but we can say in general that we found very serious legal implications.
21:56 The punishment can be either suspension or dismissal from public service.
22:02 The defendants will be filed as a complaint to the Ombudsman.
22:07 We cannot dismiss, we cannot suspend, we do not have a preventive suspension.
22:10 So we have given it for proper disposition.
22:13 If this is what the Ombudsman wants.
22:16 The separate fact-finding of the mayor of the operation of the raid of Pogo
22:19 is being continued by the Office of the Solicitor General, which is a high priority.
22:24 It was first stated that they can file a co-warrantor petition
22:28 if the right of Mayor Guo to hold public office is questionable.
22:34 We are trying to get the testimony of Mayor Guo.
22:36 The lawyer who is standing here said that he will ask for permission from the mayor to release the statement.
22:42 For GMA Integrated News, Ian Cruz, 24 Hours.
22:46 The Napolcom's Picoy Santiago and PIDEA agent Jonathan Morales were cited in contempt in the Senate
22:54 for the alleged lies of the PIDEA leaks.
22:58 The former Executive Secretary Paquito Ochoa was also accused of having stopped an operation against their personality.
23:05 Ma'am Gonzalez was also charged.
23:10 The former Executive Secretary Paquito Ochoa was also accused of having knowledge of a humanoid anti-drug operation
23:17 that was referred to a humanoid document that was being spread by some vloggers but was denied by PIDEA.
23:23 He also denied the former PIDEA agent Jonathan Morales, who accused him of stopping the operation in March 2012.
23:30 He also denied the former PIDEA Deputy Director General Carlos Gadapan
23:35 and the pre-operation authority that he disapproved of.
23:39 Are you aware that sometime in 2013, the Liceo of Malacanang invited Mr. Morales for a briefing regarding PIDEA operations,
23:50 including those that were halted?
23:52 I was never informed of such meeting and even after that meeting,
23:56 there was no report submitted to me in regard to what transpired in that meeting.
24:02 Ochoa also confirmed that his former partner, First Lady Liza Araneta Marcos, was in a law firm that they established in 2006.
24:09 But he left the firm when he was appointed as the former Executive Secretary of President Noy Aquino in 2010.
24:16 These are just insinuations that you had an interest in stopping the operations because, again, you were influenced by your partner in the law firm.
24:29 That's true, Your Honor.
24:30 Meanwhile, Eric Picoy-Santiago denied the allegations against Morales,
24:35 claiming that he was just doing his job to lower the standard of living of the people.
24:40 Morales even showed him the CCTV footage while talking to Santiago.
24:45 You are lying!
24:46 Come again, sir?
24:48 You are lying!
24:49 That's just my opinion, sir.
24:52 From the beginning until now.
24:55 As Chairman of this committee, I am going to cite you in contempt for lying. Any objection?
25:00 Hearing done.
25:04 I'm ready for the court.
25:05 You are cited in contempt.
25:07 You take custody of this person.
25:12 You are deceiving us.
25:18 You are deceiving us.
25:25 Morales and Sen. Jingo Estrada also got heated again.
25:28 Morales' personal data sheet or PDS was taken away.
25:32 This is your handwriting.
25:35 I don't know, Your Honor.
25:37 Can you give me the original copy of what Sen. Jingo Estrada said about my PDS?
25:48 Because the PDS he is showing now is a fake Xerox copy.
25:54 Who put "No"?
25:55 A thief?
25:56 Your Honor, these are the people I left...
26:00 Your Honor, did you...
26:02 PIDEA.
26:03 PIDEA?
26:04 Who is this? Where did this come from?
26:07 This is from Sen. Jingo Estrada. He checked the file of his file.
26:13 Your Honor, I am not Jonathan Morales.
26:17 PIDEA is not Jonathan Morales.
26:20 Mr. Chair.
26:24 Mr. Chair, I move that he be cited in contempt.
26:28 There is a motion...
26:29 For continuously lying before this committee.
26:32 Mr. Jonathan Morales is hereby cited in contempt before this committee.
26:35 He was struck and is in the hospital.
26:38 That's why he was brought to the hearing via video call by Manjin James Kumar
26:42 who was mentioned in the CCTV footage at Morales' house.
26:45 He was talking to a woman.
26:47 He was like he was trying to sell me to him.
26:49 I did nothing. This is not right.
26:53 The hearing was suspended and Dela Rosa said that they will wait for Kumar to face the personnel.
26:58 For GMA Integrated News, Mav Gonzales, 24 Hours.
27:03 The government promised that the Filipino fishermen should not be afraid.
27:10 China then ordered the arrest of the non-Chinese who cross the so-called "border" in the sea.
27:17 Joseph Moro was arrested.
27:21 It's been a long time since the Filipino fishermen have been released from the Bajo de Mocinloco fishing shoal,
27:28 which is in the Exclusive Economic Zone or EEG of the Philippines,
27:32 and will add to the fear.
27:34 China's Coast Guard Directive is to arrest the non-Chinese fishermen

27:42 It was announced along with a civilian mission in the West Philippine Sea
27:46 last week. They will be in prison for up to two months and will be arrested even if there is no prosecution.

29:09 in the territories of China.
29:11 If they will do that to the Vietnamese, Malaysian, Indonesian, Taiwanese, Brunei,
29:18 and all that they will catch, not the soldiers, civilians, ordinary fishermen,
29:24 their problem will be bigger.
29:27 According to the Chinese Foreign Ministry, there is nothing to worry about the illegal activities in the area.
29:33 Meanwhile, the National Task Force for the West Philippine Sea issued the violations of the history of China
29:39 in the 2016 Arbitral Award, such as the collection of giant clams of protected species.
29:47 In the vast and numerous collection of giant clams of China,
29:50 we will not see giant clams because they are gone.
29:56 The puffer fish and fish from China are also being caught.
29:59 It is being studied and the DOJ and the Office of the Solicitor General are saying that
30:03 the Philippines will file a complaint against China regarding this.
