00:00 Thank you, Mr. Speaker, and I thank the gentleman from Indiana for yielding the time.
00:05 With the ongoing migrant crisis in New York State, my district has sadly been on the front
00:10 lines of Democrat policies that reward those that have broken our laws to come into this
00:16 country illegally.
00:18 With thousands of illegal immigrants now residing in hotels, shelters, and public facilities
00:25 across my state, my constituents and other New Yorkers have seen what happens when their
00:30 hard-earned tax dollars are spent on programs that enable a completely avoidable crisis.
00:39 It's as if Governor Hochul and Mayor Adams put up a neon sign saying, "Come on in.
00:43 New York's open for business."
00:46 Illegal immigrants know that if they cross the border and ask to be sent to New York,
00:51 they'll be fed, clothed, housed, and even given a debit card.
00:56 We're looking at half a million illegals in New York alone, and nearly 10 million who
01:01 have crossed our southern border to be released into the interior of the United States.
01:07 My colleagues on the other side of the aisle want these non-citizens to be represented
01:11 here in Congress.
01:13 It's unconstitutional, and it's completely ridiculous.
01:16 It's a threat to the very sovereignty of the United States of America.
01:20 Democrats want to make citizenship mean nothing.
01:24 A nation without borders is not a nation, especially when you allow anyone from any
01:28 country to vote in our elections and be represented in our government.
01:32 Now, thankfully, our courts have stopped reckless attempts to allow non-citizens to vote.
01:39 But we need to ensure that Congress is representative of our citizens and our citizens alone, and
01:44 that's what our nation's founders intended, and it's the only way to uphold the principles
01:48 of our democracy.
01:50 Allowing representation for non-citizens is also a slap in the face to every immigrant
01:56 who went through the proper channels and came here legally, the right way, to search for
02:01 the American Dream.
02:02 They respect our laws.
02:04 They've sworn allegiance to the United States of America, and they deserve to be represented
02:09 fairly here in Washington.
02:12 I'm a proud co-sponsor of the Equal Representation Act before us today because it's time that
02:17 we stop rewarding states like my home state of New York and California for their destructive
02:23 sanctuary policies.
02:25 With the absence of a citizenship requirement for apportionment in congressional districts,
02:29 we have allowed a perverse incentive to take hold where Democrat-run sanctuary states are
02:34 rewarded with greater representation in the halls of Congress and greater sway in the
02:39 electoral college simply by counting millions of illegal aliens who have broken our laws
02:45 and taken advantage of these states' destructive policies.
02:49 It sends the wrong message to the world about the value of citizenship and our respect for
02:53 our own laws and our own government.
02:56 Mr. Speaker, we are effectively allowing those who are not U.S. citizens to have a significant
03:01 say in the future of U.S. elections.
03:04 This is a wrong that for the sake of the American people and our own sovereignty as a nation
03:10 must be corrected.
03:11 It's simple, allowing non-citizens to vote and be represented in Congress dilutes the
03:17 voice of the American citizen and opens the door to manipulation and exploitation of our
03:22 electoral system.
03:23 I strongly support the Equal Representation Act and look forward to its consideration
03:27 on the floor and I yield back.
