00:00The Justice Department is preparing a briefer for the President on the possible scenarios
00:05if the ICC of Waran will issue a warrant for the Duterte drug war.
00:09Former President Rodrigo Duterte re-entered the ICC
00:13in a rally yesterday that even had an aberration.
00:16Sandra Aguinaldo was there.
00:23Former President Rodrigo Duterte arrived in Domaguete City, Negros Oriental
00:28for a peace rally in Freedom Park of the city.
00:31He said that the gathering has a permit from the LGU
00:34but suddenly the permit was cancelled.
00:37Freedom Park was dominated by big dump trucks and tractors.
00:42Duterte was surprised to learn that Malacanang's permit was cancelled.
00:47I was angry. I went through Freedom Park.
00:53That's what we wanted.
00:56We went here, we asked for a permit.
01:00They gave it to us.
01:03The day we arrived, the permit was cancelled
01:10and Freedom Park was destroyed.
01:13That's what happened in Malacanang.
01:16That's what happened in Bustos, Bulacan.
01:20We went there, we asked for a permit.
01:24They gave it to us.
01:29The rally continued because Duterte's camp said that the permit was not needed in Freedom Park.
01:36The mayor of Domaguete City admitted that they cancelled the permit of the peace rally
01:41and that Malacanang had nothing to do with it.
01:43The mayor explained that a pastor got a permit in April
01:47for a prayer rally that will be held on May 7 in Pantawan Peoples Park.
01:53But he was surprised when another pastor wrote that there are VIPs coming as Duterte.
02:00In the letter that was received on May 3,
02:02the group of portaled and crowd-controlled police
02:07and other necessities for the so-called prayer rally.
02:10After consulting with the mayor of the police,
02:13the LGU decided that it was too late for such a big event.
02:19The organizer's response was that the rally will continue and they will look for another venue.
02:24This is the reason why Freedom Park, owned by the LGU, was chosen.
02:29In the city, we are already short of police.
02:34Especially if there are national officials.
02:39If there are a lot of people, there should be reinforcements.
02:49They continued. Maybe that was the second best option.
02:55And then I appreciate the participants for conducting the rally peacefully.
03:03We listened to Malacanang's reaction, but they still have no answer for now.
03:08In the gathering, Duterte went back to the International Criminal Court
03:13regarding the investigation of his administration's war on drugs.
03:18At some point, Senator Antonio Trellanes IV said that he has information
03:23that the warrant against Duterte could be lowered in June.
03:27But the Justice Department said that they have not received such information for now.
03:32However, they are preparing a briefer for the President
03:36where he will discuss everything that could happen if this happens.
03:40The Department is now preparing a legal briefer for the President
03:43which will describe to him the options that are available to him
03:49in relation to any arrest warrants by the ICC.
03:55The former President said that the government should not implement
03:59the warrant of arrest from the ICC.
04:02Because we are aware that the policy of the government
04:07that the ICC will not enter is possible for others.
04:11So it will have to be a very objective briefer
04:15for the President to know how he will act.
04:18So from the legalities, the possible re-entry into the Rome Statute,
04:25all of these were already indicated there to begin with.
04:28For GMA Integrated News, Sandra Aguinaldo, for Tutok 24 Horas.
