00:00The Philippine government is pushing for a far-reaching reduction in carbon emissions
00:06to meet the challenges of climate change.
00:09EJ Gomez is a witness.
00:14Here in the Philippines, when it's hot, the sun shines brightly and it's very hot.
00:19When it rains, the storm's intensity is high and often results in flooding.
00:26Experts say the effects of climate change are unimaginable.
00:30One of the main causes of global warming is rising carbon emissions.
00:35For example, the smoke that comes from factories, cars, and guns.
00:41On camera, there's a House Bill 7705, or Low Carbon Economy Bill,
00:46that is pushing for a far-reaching reduction in the country's carbon emissions
00:49to meet the 2015 Net Zero Emission Target in the Paris Agreement.
00:54Under the Panokalang Batas, there will be an Emission Avoidance or Reduction Target every year.
00:59CAP will place the sectors with the highest greenhouse gases.
01:04There is a civil penalty for every excess greenhouse gas emissions.
01:08The Philippine Chamber of Commerce and Industry, or PCCI, is working on this.
01:13In a statement, they stated the possible effects of this on the business and economy of the Philippines.
01:18The existence of decarbonization targets, for example, in the agriculture and food industries,
01:23could affect our food supply chain.
01:26Even the cement and construction industries are affected.
01:30According to the Cement Manufacturers Association of the Philippines,
01:3340% of their production and logistics depend on energy and power.
01:38It's hard to keep up with local cement imports.
01:42According to the PCCI, the policy of the Low Carbon Economy Bill is based on first world standards.
01:48It should be the third world realities.
01:52According to Greenpeace Philippines,
01:54the transition to decarbonization doesn't have to be fast.
01:58We will call it a gas transition so that it won't be too impactful.
02:05That transition will do no harm. Of course, it will entail sacrifices.
02:11According to the Worldometer,
02:12the country contributes 0.35% to global carbon emissions
02:17and the Philippines ranks 37th in the world.
02:20As part of the Climate Change Commission,
02:22together with various government agencies,
02:24the Nationally Determined Contribution Implementation Plan, or NBCIP,
02:29and the National Adaptation Plan, or NAP, were formed.
02:32This includes half of the climate change adaptation measures for the transport,
02:36energy, waste industry, and agriculture sectors,
02:39and reducing the country's vulnerability to the effects of climate change.
02:43According to Greenpeace,
02:45We will get worse climate impacts before we feel the effects of all our decarbonization efforts.
02:52So the time is now for decarbonizing.
02:56This urban farm in Makati has been decarbonizing for several years.
03:01Our food goes straight to the customer with a very limited carbon footprint.
03:05And we can do this all year round.
03:07We're not affected by heat.
03:09This will be followed by rainy season and by typhoon season.
03:12And again, this will not affect our supplies.
03:15Reducing CO2 is actually one of the main drivers for us to be also more efficient as a business.
03:21The problem of carbon emission and climate change in the country has not changed,
03:26but it is unacceptable that the Philippines is already used to its effects.
03:31This is probably the right time to take action against climate change
03:36for a cleaner and greener Philippines.

03:473.8% is the inflation rate, or the rate of the prices of goods recorded this April.
03:53This is higher than last March.
03:56The main reason?
03:58Food prices are rising faster.
04:01Rice, onions, and restaurants and accommodation services come first.
04:06The so-called poorest of the poor feel more at risk of buying.
04:10According to NEDA Secretary Arsenio Balisacan,
04:13the government is taking comprehensive steps to ensure food security
04:19amid geopolitical concerns and changes in the times that are plagued by climate change.
04:25The amendment to the Rice Clarification Law
04:29to allow the NFA to sell rice to markets
04:33has been approved by the House Committee on Agriculture and Food.
04:36It also includes amendments to allow the NFA to import rice at random times.
04:43The House Committee on Waste and Needs also discussed
04:47where the amendment was added to give the NFA the power
04:52to regulate foreign investments in the rice and corn industries of the country.
04:57This will also be passed by the House Committee on Appropriations.
05:00Some congressmen think that it's hard for the Senate to pass the amendment
05:05because the NFA is involved in many controversies.
05:08The Senate's leader has yet to comment on this.
05:12Three Koreans are wanted in their country and are on the Interpol Red Notice List,
05:17arrested in Talisay, Cebu City.
05:20According to the Bureau of Immigration,
05:22three people were arrested for using tracking devices and surveillance cameras to steal.
05:28Three people have been jailed in Bicutan.
05:31They have yet to be released.

05:40Former Senator Antonio Trillanes reported that the Duterte camp
05:45is actively working on a destabilization plot against President Bongbong Marcos.
05:50In the middle of the information, the Duterte Drug War ICC will issue an arrest warrant.

06:03In September 2021, the International Criminal Court began to determine
06:07who is responsible for the thousands of deaths in the Duterte Drug War.
06:12Almost three years after that,
06:14former Senator Antonio Trillanes IV obtained information that the investigation is over.

06:22but Trillanes is one of the first group to arrive at the ICC
06:25in charge of extrajudicial killings of the former administration.
06:29He said that the issue of warrant of arrest or red notice by June or July may be followed.

06:44The second batch is Bongo Bato and Vice President Sara Duterte.
06:56The third batch would be some PNP officials and other senior officials of the Duterte administration.
07:07If ever, all members of the ICC will receive a warrant and the Interpol will issue a red notice,
07:14said Senator Bato De La Rosa, the former PNP chief who carried out the Duterte Drug War.

07:28Said Attorney Harry Roque, former spokesperson of Duterte,
07:32that there is no need to issue a warrant because the Philippines is no longer a member of the ICC.
07:38Only PNP officials can issue a warrant.
07:41The former president said that the warrant of arrest will not be issued
07:46because of the Philippines' involvement in the ICC.
07:48But the killings happened before the Philippines left,
07:51so a group of lawyers said,
07:54Even though the Supreme Court mentioned that you have residual obligations to the court,
08:00even though you have residual obligations,
08:02it is up to the Duterte administration to decide whether to implement or not the warrant of arrest.
08:08Trillanes said that due to the possibility of issuing a warrant of arrest,
08:12the destabilization plot of the Duterte camp was actively investigated so that President Marcos can be prosecuted.
