00:00This afternoon, the Senate will be called for just the 19th time in our history to rule
00:10on the impeachment of a senior official of our government.
00:18It's a responsibility to be taken seriously.
00:21As I said last time, the Senate convened as a court of impeachment.
00:26It's a power Congress must not exercise frivolously.
00:32Today, the Senate will hear House Managers charge Secretary Mayorkas with serious dereliction
00:45of duty, with a systematic refusal to enforce our nation's immigration laws, and with lying
00:57to Congress about the extent of the border crisis that unfolded on the Biden administration's
01:04watch.
01:05The facts of the crisis are well known.
01:10Since January of 2021, CBP has recorded more than 7.5 million illegal crossings at our
01:21southern border, while observers estimate over 1.5 million known gotaways.
01:32And last December saw the highest daily and monthly numbers ever recorded.
01:40In the two months since the House impeached Secretary Mayorkas, the border crisis has
01:49only continued, with excruciating consequences for innocent Americans.
01:57On February 22nd, an illegal alien was arrested in Virginia for sexually assaulting a minor.
02:08The very next day, another illegal alien from Venezuela was arrested for the murder of Lake
02:15and Riley, a young college student in Georgia.
02:21In the same month, yet another was charged with first- and second-degree murder for the
02:26shooting of a two-year-old in Maryland.
02:32And for the Americans living right near the border, things are not improving.
02:40In February, one man working in Arizona recounted watching cartel guides lead over 170 people
02:49from around the world through one such opening in a matter of hours.
03:00The House managers will make the case for Secretary Mayorkas' role in neglecting and
03:07exacerbating that crisis, and as befits such a solemn and rare responsibility as convening
03:17a court of impeachment, I intend to give these charges my full and undivided attention.
03:26Of course, that would require that senators actually get the opportunity to hold a trial.
03:32And this is exactly what history and precedent dictate.
03:39Never before has the Senate agreed to a motion to table articles of impeachment, not for
03:46an officer of either party, not once.
03:52Instead, every single time that we've been called upon to render judgment, we've done so.
04:01We've convened a trial, or in accordance with Rule 11 of the impeachment rules agreed to
04:07in 1935, we've appointed a trial committee to dig into the facts and make a recommendation.
04:17It would be beneath the Senate's dignity to shrug off our clear responsibility and fail
04:21to give the charges we'll hear today the thorough consideration they deserve.
04:30I'll strenuously oppose any effort to table the articles of impeachment and avoid looking
04:34at the Biden administration's border crisis squarely in the face.
