00:00 Meanwhile, in the two days that the group Pistons and Manibelas stopped protesting in their provision of the POV modernization program,
00:08 we have our guest, Atty. Chope Luguadis III, Chairman of the Land Transportation Franchising and Regulatory Board of LTFRB.
00:14 Chairman, good morning. Welcome back to our first news.
00:18 Thank you for inviting me. Good morning to all the viewers and listeners.
00:25 Chairman, first question, what is your monitoring as we speak regarding the construction of the stop-and-go?
00:32 As early as 5 o'clock, we monitored the critical areas.
00:36 The vehicles are running normally.
00:41 We did not see any signs of strike on our roads.
00:47 So, for now, we don't need to deploy free vehicles as of this time?
00:53 As of this time, we don't have any but our rescue buses are ready.
00:58 So anytime there's a problem, the rescue buses are there to help.
01:04 But Ivan, what we are afraid of is not the loss of vehicles,
01:09 but the destruction of public vehicles that don't want to join the strike.
01:16 If there's a spike on that, our PNP is ready to guide our brothers in the industry, the drivers, who don't want to join the strike.
01:27 But for now, there's no such incident, fortunately.
01:29 There's none.
01:30 Chairman, this stop-and-go of the pistons and manivelas has happened several times.
01:35 Do you see a way to give them and stop these protests? Or have we stopped altogether because it's like a deadlock?
01:50 Oh Ivan, this stop-and-go has happened several times.
01:54 It's like I don't count anymore.
01:56 My office is always open to invite them and consider the government's program to join this program.
02:07 They should try it first before they protest later on.
02:11 I talked to Marval Buena last week, here in Unang Balita.
02:16 There are no attempts to talk.
02:18 This protest, did there happen an attempt to stop it?
02:23 Will they talk about it?
02:25 I always tell Kamody Floranda of Pistons and Marval Buena, my office is always open to any kind of conversation.
02:36 But there are some things, Ivan, that we cannot give them what they want.
02:43 First of all, we call it the consolidation of the jeepneys in one route.
02:50 That's the first and basic rule in effective fleet management.
02:55 So that traffic can be reduced and the public vehicles can be used effectively.
03:00 So they cannot do what they want.
03:02 They are still the frankies.
03:04 Because it's one of the things they don't want to let go.
03:07 Ivan, the frankies are owned by the state and they are given to you as a privilege.
03:14 It's up to us how we will regulate that.
03:20 They should just follow us.
03:22 In that area, we find it hard to give them.
03:26 But we are still open to all forms of negotiation.
03:29 Even up to this day, I invite them to our office to see the common grounds that we can talk about.
03:38 They said they will go to the LTFRB to protest. Will you face them?
03:42 Yes. You know, Ivan, the last time they went to me, I went to my office and I invited them to our office to talk about their issues.
03:55 Of their 10 requests, we gave 8.
03:59 We are just here, we cannot go to the consolidation or fleet management area.
04:05 What do they fight for, Chairman?
04:07 The units they want are cheaper because they say the units they are pushing are too expensive.
04:15 Ivan, first of all, we do not endorse the units.
04:20 There are about 40 or 50 units that are being sold.
04:26 And then number two, we are not saying that they should change their unit.
04:32 That will still come three or four years from now.
04:35 So for now, we should talk about consolidation.
04:37 You should consolidate so that the management of your route will be effective.
04:42 It's April 30, Chairman. The deadline for the PUV consolidation.
04:45 What can you see after that? Will there be a paralysis?
04:51 Will public transportation be selected because especially in Metro Manila, there are a lot of units that did not consolidate.
04:57 In Metro Manila, according to our data, there are a lot of units that consolidated.
05:03 If there are areas that did not consolidate, we will give the jeepneys on the side of the route.
05:12 Number two, there are buses, there are UVs, there are TNVS, there are tricycles that also pass through those routes.
05:21 In our studies, there are still a lot of vehicles in Metro Manila.
05:26 If you include buses, UVs, taxis, we are confident that there will be no one selected come May 1.
05:36 Okay. Lastly, maybe you have a final word, especially to our riding public that may be affected by the closure of the road.
05:44 First of all, I am asking for help from our visitors to stop these public vehicles there.
05:55 Expect us to be here and your companions.
06:00 If there are areas that are lacking public vehicles, we have rescue buses waiting in all areas of Metro Manila.
06:13 And again, to those who are protesting, to those who are blocking the road, LTFRB is still open for dialogue.
06:19 Thank you.
06:20 LTFRB Chairman, Chofelo Guadis III. We have talked. Thank you, Chairman.
06:24 Thank you Ivan.
