Tasmanian premier Jeremy Rockliff says he's secured a guarantee of confidence and supply from independent MP David O’Byrne giving him the numbers to deliver key election promises. But a day after his cabinet was sworn in Mr Rockliff is having to contend with a dispute between office holders within his own party.
