00:13 especially since the 10-line of China is not recognized by our country or any international body.

00:25 President Ferdinand R. Marcos Jr. gave the Philippines the right to discuss the issue in the West Philippine Sea.
00:33 The President said this following his visit to Chancellor Olaf Scholz of Germany
00:38 and his second day of working visit in Berlin, Germany.
00:42 According to the President, this is not only an issue of the Philippines,
00:45 but also of the whole world, especially the South China Sea,
00:49 which is a large part of the world's economy.
00:52 It's not solely the interest of the Philippines or of ASEAN or of the Indo-Pacific region, but the entire world.
01:01 That's why it is in all our interest to keep it as a safe passage for all international commerce that goes on in the South China Sea.
01:13 That's why it is only right, according to the President, to give importance to following the rules-based international order
01:19 and respect the United Nations Convention on the Law of the Sea or UNCLOS.
01:24 I reiterated that the Philippines remains committed to addressing issues through dialogue and consultation.
01:31 Yet the Philippines, like any sovereign state, will continue to firmly defend its sovereignty,
01:37 its sovereign rights and jurisdiction in accordance with international law.
01:42 President Marcos Jr. also suggested that the Philippines should refuse some maritime proposals from China.
01:50 The premise that China has made is that their territory follows what is now described as a 10-dash line.
02:00 This is not recognized by any country, any international body, certainly not by the Philippines.
02:07 Our baselines have been well established for years now.
02:10 We have the economic zone that China has already intruded upon.
02:20 And until that premise that China has made in terms of all its discussions with the Philippines,
02:28 then it's very difficult to see a way forward because it is, for myself, for example, as I always explain,
02:38 when I took office, I took an oath to defend and support the Constitution of the Philippines.
02:45 The first article of the Constitution of the Philippines is the article that describes and defines
02:54 the territorial area, maritime and land-based territory of the Philippines.
03:00 And it is my duty, I have no choice but to defend that and we will continue to do that.
03:06 Aside from the issue of WPS, the defense cooperation is with the two leaders.
03:12 President Marcos Jr. said that the Philippines has been with Germany for a long time in training for the AFP.
03:18 On defense cooperation, Germany has been providing training to the personnel of the Armed Forces of the Philippines since 1974,
03:28 making Germany the second oldest formal defense partner of the Philippines.
03:33 And I express the Philippine government's openness to discussions and cooperation that go beyond training
03:39 and into new areas such as cyber and maritime domains.
03:43 The President also acknowledged the help of the German government in the capacity building of the Philippine Coast Guard,
03:48 which will further strengthen the joint declaration of intent for the cooperation of the maritime sector in the two countries.
03:55 The Executive Board also said that they are discussing economic cooperation for the development and ownership of some German companies in the Philippines.
04:03 Our economic dynamism is driven by strong domestic consumption, supported by a diverse labor market,
04:11 a growing services industry and remittances from our overseas workers.
04:17 Investing in the Philippines is now a more attractive option,
04:20 given the legal reforms that allow full foreign ownership on certain sectors,
04:26 such as railways, airports, expressways, telecommunications and renewable energy.
04:32 The expansion of labor cooperation, especially for Filipino skilled workers,
04:38 is also discussed. This is in the signing of the cooperation program renewal between the TESDA
04:42 and the Federal Institute for Vocational Education and Training of Germany,
04:46 which will be a path for upskilling and reskilling of Filipino workers.
