18:02 according to the Second Congressional Commission Education or EDCOM 2.
18:07 They lack textbooks or sometimes, they really don't have any.
18:10 In all grades 1 to 10, across all subjects,
18:16 the only textbooks that are complete are from 2012 to 2022.
18:20 Until now, it's grades 5 and 6.
18:23 For the entire decade that has passed,
18:26 many of our learners have been going to school but not having textbooks.
18:30 EDCOM 2 is asking for help because they have a budget.
18:34 From 2018 to 2022, the fund for textbooks is 12 billion pesos.
18:40 But only 1 billion pesos was used.
18:43 According to the DepEd,
18:44 it took 3 years to procure or buy textbooks.
18:48 So what are we doing right now?
18:51 For now, we are not following Volume 5.
18:55 Who will develop the manuscripts?
18:59 Who will develop the content?
19:01 Who will print and deliver?
19:04 They also failed to meet the modules for distance learning during the pandemic
19:09 and decided not to buy textbooks while waiting for the curriculum to be changed.
19:14 But because they are back to buying,
19:16 80% of the books will be completed by the time they enter.
19:20 While the books are not enough,
19:22 the workload or work of the teachers is too much
19:24 that the DepEd is asking for according to the Education of EDCOM 2.
19:28 Teacher Jeffrey continued,
19:30 "If you can focus on teaching,
19:34 you will develop new modules and lesson materials."
19:39 That's why the DepEd said,
19:40 hiring of administrative officers and personnel support is ongoing.
19:44 And this January,
19:45 "We issued a department order already removing the administrative task of teachers."
19:52 The Education of EDCOM 2 is added.
19:54 Not many teachers are teaching their subjects.
19:57 DepEd replied,
19:58 "We recognize that problem and there are people who are doing their studies

20:22 In both studies, the biggest problem is malnutrition.

20:33 "If you don't get enough nutrition in your foundational years,
20:38 your ability to absorb knowledge when it comes to elementary is weak and affected."
20:46 That's why DepEd and DSWD are working on the feeding program for the first few months of the study.

20:56 From the previous 120, we made it 200 plus, meaning to cover the entire school here."
21:03 "We have children who are fed,
21:05 we are helping to augment the nutritional needs."
21:09 The problems that EDCOM 2 saw are also due to the low proficiency of the Filipinos in reading,
21:14 science, maths, and math according to the Program for International Student Assessment or PISA.
21:19 Although there are steps to solve this, the most important thing is to take it seriously
21:25 and to continue to focus so that our students will not be left behind.
