00:00 For many years now, we have had low investments of public resources in terms of modernizing
00:09 the equipment to allow our security officers to defend themselves from danger and protect
00:17 the people of Kenya.
00:18 We have not invested well in terms of equipment and for a long time our level, our capabilities
00:27 have not been replenished and they have not been improved.
00:31 And that is why one of the first programs the president announced was an equipment modernization
00:40 program for the National Police Service as well as other organs of our national security
00:46 including the Kenya Defense Forces.
00:50 For the National Police Service, the next five years, this administration will spend
00:55 37 billion shillings and already 7 billion shillings has been spent to purchase equipment
01:04 which has already arrived in the country.
01:06 The first batch arrived during the December holidays and the supplier now is putting together,
01:13 assembling the equipment.
01:15 Anytime from this week, next week, we'll be commissioning that equipment which includes
01:22 armored personnel carriers and also mine-resistant ambush protected vehicles.
01:30 We are also expecting personal protection equipment for our officers, UAVs, that is
01:36 unmanned aerial vehicles, and eventually we are also going to acquire for the National
01:44 Police Service, helicopter gunships, so that working together with our partners, the Kenya
01:51 Defense Forces and other security agencies, we can degrade the enemy, we can dominate
01:59 every inch of our territory and make sure that we create a safe homeland for the people
02:05 of Kenya.
02:06 That program of equipment modernization is underway.
02:10 Already 7 billion has been disbursed.
02:12 Already the first batch of equipment has been received.
02:15 We are hoping in another two months, another set of equipment, mainly the drones, will
02:20 be received and then the helicopters will come later on because they take time to get
02:26 assembled after they have been ordered.
02:29 So going forward, we are looking at a brighter future, a more equipped National Police Service,
02:37 more equipped Kenya Defense Forces, so that we can be able to project our country the
02:42 way we are supposed to do.
