00:13 Good morning. Here are the first news of GMA Integrated News.
00:18 When e-bikes, pedicabs and tricycles are being caught on the National Road in San Mateo, Rizal, their LGU.
00:26 We have live news with Ivan Maelina. Ivan?
00:30 Susan, good morning again. We are back here in San Mateo.
00:37 We are right in front of the municipality of San Mateo where the operation is being carried out
00:42 in the arrest of e-bikes, tricycles and pedicabs.
00:46 Where the prohibition or prohibition of the use and possession of tricycles, pedicabs and motorized pedicabs
00:55 in the National Highway, SACOP of San Mateo, Rizal.
00:58 This Susan, is not just a memorandum circular of San Mateo.
01:02 This is a memorandum of DILG that they are the only ones who are carrying out from this day.
01:09 As of this hour, at 1am, there are already 4 people who were caught
01:14 that you can e-bike and tricycle on the National Road.
01:18 This that we are building Susan, these are the cross points that they call.
01:22 Pedicabs, e-bikes and tricycles are not prohibited in San Mateo.
01:28 They are only prohibited on the National Road.
01:30 They can still pass through, just cross and turn.
01:34 And for the additional details of the law, we will talk this morning with Henry Desiderio,
01:39 the Municipal Administrator of San Mateo. Good morning. Thank you for joining us.
01:43 Good morning Ivan. Good morning to the first hearing.
01:46 First of all, what pushed us to implement this and we started to prohibit and fine e-bike, tricycle and pedicab?
01:56 Well Ivan, we do have an existing ordinance way back in 2021
02:02 that just repeats the DILG's reminder which was issued in December
02:09 that it is prohibited to use e-bikes, tricycles, pedicabs, electric vehicles
02:16 here in the main road, General Luna Street.
02:20 And the question that people are asking is why do people use e-bikes, tricycles and pedicabs?
02:25 What are the reasons? Are they still in danger?
02:28 Are they getting too used to accidents? What are the reasons?
02:32 Ivan, if you look at our town which is, we are surrounded by Metro Manila,
02:39 there's Marikina City, Quezon City and Antipolo City.
02:43 We have around 300,000 people residing in San Mateo alone
02:47 and our adjacent town, Montalban, is having a population of half a million people.
02:53 So you can imagine we're only utilizing one main road, one national road,
02:58 but the vehicles and motorists that pass through here are so many.
03:04 And we have to implement this ordinance and this regulation
03:10 because those tricycles, pedicabs and electric vehicles are already being used.
03:16 Sir, tell us the numbers.
03:18 Have you seen a big increase in the number of accidents that are caused by pedicabs and e-bikes?
03:26 In addition to that, Ivan, in 2022, we had a total of about 131 vehicular accidents involving tricycles.
03:35 131, okay.
03:36 Vehicular accidents involving e-bikes and tricycles.
03:39 And then, last year, it increased by 60%.
03:44 208.
03:45 208.
03:46 So, I think it's about time.
03:48 This is significant.
03:49 It's a significant increase.
03:51 And these guys don't have a registration.
03:53 They don't have a registration.
03:55 Most e-bikes don't have a registration.
03:57 Unfortunately, their obligation, if they have an e-bike that needs to qualify under the regulation of the LTO,
04:06 they have to register it.
04:07 Maybe the answer we're not asking or the reaction of e-bike users, pedicab and tricycle users,
04:12 why us?
04:13 Are we being singled out?
04:16 We're not being singled out.
04:19 This memorandum circular is applicable to the whole country.
04:23 And we are just implementing and reminding everyone that we have to put order in the disorder.
04:28 This is just one road we're using.
04:31 And we have to impose this disciplinary.
04:34 And maybe we can clarify that you're not being banned on the road.
04:38 That's correct.
04:39 You're only being banned on national roads.
04:42 There are existing cross points.
04:45 And it's clear to the franchises of tricycles when they renew.
04:50 It's mentioned there, we're quoting the ordinance,
04:54 indicating the cross points that can be crossed using the secondary roads.
04:59 How much fine, sir?
05:01 The fine is a bit stiff for tricycles, pedicabs, and e-bikes.
05:08 It's P2,500 for the first offense.
05:11 It's the same for the succeeding offenses.
05:13 But for tricycles, if they already have three offenses, that would mean revocation of their franchise.
05:19 Okay, sir.
05:20 Someone is asking, is there an exemption?
05:23 Well, we can always be lenient, especially if it's an emergency case.
05:29 And of course, we have to be lenient if there are PWD seniors involved.
05:34 And if there are semi or emergency cases.
05:38 That's clear.
05:39 Sir, maybe you have a final message to your fellow countrymen and those who are passing through San Mateo.
05:45 I just want to remind our motorists and fellow countrymen here in San Mateo, Rizal,
05:50 that our secondary roads have already been constructed.
05:53 We have already seen that we were allowed to use the national roads of these vehicles during the pandemic.
06:00 But now, the widening of our national roads has been approved and our secondary roads have been accomplished.
06:08 If we will go back to the old ordinance, we will follow it so that we will not be penalized.
06:14 Thank you very much.
06:15 Thank you very much for joining us this morning, Gen. Desiderio.
06:19 We talked with Gen. Henry Desiderio, the Administrator of San Mateo, Rizal.
06:24 On the other side, let's talk to one of our fellow countrymen who uses an e-bike.
06:30 We saw him earlier.
06:31 Come here, bring your e-bike here.
06:33 Show your e-bike.
06:34 That's what we see.
06:35 There are so many of them here.
06:37 Oops, wait, stay there.
06:38 You might get a fine later.
06:39 Wait a minute.
06:40 How long have you been using an e-bike?
06:43 It's been more than a year.
06:46 Why do you use it?
06:47 What do you use it for?
06:49 I use it to take my daughter and my niece to school.
06:53 Is it expensive?
06:54 Yes, it's expensive.
06:55 What can you say about the current national road ban?
07:00 I will still follow the ordinance where we should go.
07:07 But will it have a big effect on you?
07:08 Will you be able to travel far?
07:10 Just a little bit.
07:13 But if that's what it should be, I will follow the regulations.
07:17 What do you think about it?
07:19 Do you have any reaction to the ban on the national road?
07:22 It's okay.
07:23 I just want to avoid any disgrace on the national road.
07:27 But what we're talking about now, that it should be registered, what can you say about that?
07:33 It's okay, sir.
07:35 Because it's for us.
07:38 If that's what it should be, then it will have a big effect on you.
07:41 Thank you very much, Rodrigo.
07:43 Thank you very much.
07:44 We talked to Rodrigo Malapitan.
07:45 He is one of those who are willing to follow the regulations that the local government and the national government will implement.
07:54 Although, as mentioned by the local government of San Mateo,
07:58 the disorder should be put in order because there are already many vehicles passing through their main roads.
08:07 That's the latest from San Mateo, Rizal.
08:10 Let's go back to the studio.
08:12 Meanwhile, today, some congressmen will be holding a resolution as a show of support to House Speaker Martin Romualdez.
08:19 This Monday, the Senate will also hear the resolution of both Houses 6,
08:24 which is a far-reaching amendment of some provisions in the Constitution.
08:27 Now, here's the news.
08:28 Ma'am Gonzales.
08:32 The Senate also heard the resolution of both Houses 6, which is a far-reaching amendment of some provisions in the 1987 Constitution,
08:40 particularly the plan to expand the foreign ownership restriction on public utilities, advertising and education.
08:47 These industries have a great potential in foreign investment.
08:52 But let's see how to put a safeguard.
08:54 We are just watching the state-owned, because it can be influenced by the government of other countries.
09:01 House Deputy Speaker Quezon and Representative J.J. Suarez said they believe that Senate President Mig Zubiri will still fulfill his promise to the President
09:10 to approve the RBH 6 before the Holy Week break of the Congress in March.
09:14 At the same time, the Senate also heard the resolution as a show of support to House Speaker Martin Romualdez.
09:22 The resolution also calls for strengthening the integrity and integrity of the House of Representatives amid the intense assault of the Senate against the inter-parliamentary courtesy.
09:32 According to Senior Citizens Party's Representative Rodolfo Ordanez, they signed a manifesto as a show of support to Romualdez.
09:39 Isn't having a manifesto like this a kind of loyalty check?
09:43 It counts how many supporters you still have for the Speaker?
09:46 Maybe it's like that because we signed a manifesto as a show of support.
09:53 All of these are part of the investigation by the Senate to pay and charge for the signing of the People's Initiative for the amendment of the Constitution,
10:03 which is being led by congressmen.
10:06 Senator Amy Marcos said that they are looking for evidence for the case of the People's Initiative.
10:14 A group of congressmen from Bicol is here in the process of being assembled.
10:18 According to Camarines Sur Second District Representative Elrey Villafuerte,
10:22 contrary to the bicameral setup of the Congress, a group of congressmen is investigating the members of the other group,
10:29 especially if there's nothing to investigate.
10:32 Senator Wynne Gatchalian said that it's up to the House of Representatives to express support to the Speaker.
10:38 But when it comes to the Senate's knowledge of their position...
10:41 This is our job. If there are payments that are happening in exchange for signatures,
10:48 if there are corruption that is happening in the acquisition of signatures,
10:54 it should be investigated. And that is inter-parliamentary courtesy.
10:58 Gatchalian added that the Senate and the House of Representatives really started with the People's Initiative.
11:03 This is the first news. Mav Gonzales for GMA Integrated News.
11:07 We will clarify with WCM Mayor Sebastian Duterte about what Senator Amy Marcos said,
11:13 who apologized to her mayor.
11:16 In a post on Facebook, Mayor Duterte said that she apologized because she felt sorry for Senator Marcos,
11:22 and not because of what she said against the sister of the senator, President Bongbong Marcos.
11:28 On January 28, Mayor Duterte challenged the President to resign.
11:32 Mayor Duterte called for the use of his power to stop the jamming of Senator Amy.
11:39 The senator said that they talked to Mayor Duterte and they are okay.
11:44 She said that she will not tell the story of what they talked about because it's easy to make up and give false meaning to what she said.
11:53 The tunnel boring machine that will be used for the construction of Manila subway was moved to Pasig City.
11:58 Live from Pasig City, we have the first news, Bam Alegre. Bam?
12:02 Good morning. It's not just a dream to have a subway project in the Philippines because the construction is still ongoing.
12:13 It will be faster because the tunnel boring machine is being used.
12:24 The public advised that there will be a possible heavy rain in the traffic from February 2 to February 5.
12:31 The tunnel boring machine will be used until a while ago to go to Julia Vargas Avenue in Pasig City.
12:38 This is an advanced machinery that can dig tunnels under the ground.
12:42 It was moved from Fifth Avenue in Caloocan to General Araneta Avenue in Quezon City.
12:47 It was moved from Gilmore Avenue to Iconvoy in Ortigas Avenue and Julia Vargas Avenue.
12:55 The groundbreaking of Metro Manila Subway Project started in February 2019.
13:00 The rail line is 36 kilometers from Mindanao Avenue in Quezon City to Naia Terminal 3 in Pasig City.
13:06 The travel time is one hour or more because of the traffic, it will be possible to go faster up to 35 to 45 minutes.
13:13 The subway system will have water stop panels and doors, high level entrance for stopping the flood and earthquake detection system.
13:22 Behind us is the site in Pasig where the excavation for Metro Manila Subway Project is being started.
13:34 Here are the news from Pasig, Bamalegre for GMA Integrated News.
13:39 Following the phreatic eruption of Volcano Mayon, we will talk to the director of the Philippine Institute of Volcanology and Seismology of IBOCS,
13:46 Gen. Teresito Bacolcol. Good morning.
13:50 Yes sir. Good morning to you sir.
13:53 After the phreatic eruption, are there any new information that you observed in Volcano Mayon?
14:03 So far, after that eruption, phreatic eruption, there's no impact. We also did not see any volcanic earthquake.
14:10 This is for the fourth day now. Since February 1, we did not see any volcanic earthquake.
14:17 The good thing is, there's no magma rising.
14:20 Director, what is the reason for the phreatic eruption of a volcano?
14:24 Phreatic eruption happens when hot materials come into contact with water.
14:31 It's like a pan with hot oil. When water is poured into it, it will have a steaming effect and a sudden burst.
14:41 This is what happened. It's like what happened yesterday.
14:46 It's not as violent as a volcanic eruption, but it can still send ash and rock into the air.
14:54 Has ash fall been recorded?
14:59 So far, we have not received any record of volcanic ash reaching the barangay near the volcano.
15:08 If we see a video like that, the volcano is in alert level 2. Should the residents be warned about it?
15:17 For now, there's nothing. As I mentioned earlier, there's no volcanic earthquake in Aynaytala for several days now.
15:28 So it means that there's no magma rising and so far, we have no indication that we should raise the alert level from 2 to 3.
15:38 So it's just a natural reaction of the volcanoes?
15:41 Yes. You're right.
15:43 Okay. Thank you very much Director Teresito Bacolcol of PheVox. Take care.
15:55 Since February 14, the benefits of Peel Health have been expanded.
15:59 According to Peel Health, up to 30 percent of their case rate packages will be increased.
16:03 That's the importance of Peel Health when their members are sick or in the hospital.
16:08 Peel Health spokesperson Ray Balena said that Peel Health members are not allowed to have sex or pay for it.
16:15 Some diseases and medical procedures such as dialysis and high-risk pneumonia are exempted from the increase of the case rate package this February.
16:23 Peel Health explained that they have increased the coverage of those diseases in the past 5 years.
16:28 Okay. Let's have a Monday chit-chat first, Kapuso.
16:32 Firefly is the big winner in the first ever Manila International Film Festival in Hollywood.
16:39 The movie "Obra" of JMA Pictures and JMA Public Affairs was recognized as the Best Picture.

17:20 Congratulations!
17:22 No expectations. That's why we're so happy that Firefly won again.
17:29 I'm sure this year, because it's the 50th anniversary of Metro Manila Film Fest, we'll try to enter MMFF again.
17:37 It's so happy that our fellow countrymen appreciated it.
17:41 And the filmmakers are peers abroad of what we did, Firefly.
17:45 I'm so happy. Hopefully, this is the start of more opportunities in my career in films.
17:53 President Baumarcos gave the award of "Walang Kuwang" to Paninira in Bagong, Philippines.
18:00 In a new Philippines, Paninira and their efforts are unparalleled.
18:08 Let's lead our country. Let's make a change because there's no new Philippines if there's no new Filipinos.
18:15 The President did not say who he's referring to in his latest vlog.
18:23 Last week, they exchanged statements of former President Rodrigo Duterte,
18:27 who was one of the former President's allegations of drug trafficking.
18:31 President Marcos answered that fentanyl is a possible effect, which is why the former President said so.
18:38 President Marcos also said that he will not push the issue.
18:41 Former President Duterte challenged President Marcos to conduct a blood test.
18:45 They were both rejected by the Philippine Drug Enforcement Agency, or PDEA,
18:50 where President Baumarcos is on their drugs watch list.
18:54 Four days before the Chinese New Year, let's take a look at the preparations in Binondo, Manila.
19:00 We have live news from Jomer Apresto. Jomer.
19:04 Susan, it's been only a few days since the Chinese New Year,
19:13 so some vendors are already preparing their goods here in Ongpin, Binondo, Manila.
19:25 The 49-year-old Margie Alafuente is already preparing his goods for the Chinese New Year.
19:33 They came from Bayambang, Pangasinan, and left Manila to sell their goods during the Chinese New Year.
19:41 We are just wandering around here selling our goods.
19:44 Since they have no place to stay, they are just sleeping on a bench.
19:49 There are people from the barangay who are guarding the place.
19:52 The prices of the goods are now higher than last year.
19:57 They increased the prices by twice.
19:59 You can buy the kiat-kiat with pineapple for Php 80, from the previous Php 70.
20:05 The gabi is from Php 70 to Php 200.
20:08 The ginger is from Php 80 to Php 120.
20:12 The laki-charm is from Php 300 to Php 100.
20:17 While so far, we have not seen many vendors selling laki-charm here in Ongpin, Binondo, Manila.
20:30 But it is expected that the number will increase as the Chinese New Year approaches.
20:35 This is the first news from Binondo, Jomer Apresto for GMA Integrated News.
20:41 This is the fifth world tour concert of the South Korean boy band, Enhypen, here in the Philippines.
20:47 The Philo-Engine has just arrived at New Clark City Stadium in Tarlac City this Saturday.
20:54 Everyone is excited to see their idols, Jungwon, Heesung, Jae, Jake, Seunghoon, Sunoh, and Niki.
21:03 In the exclusive interview of GMA Integrated News, the group told us that they liked some Filipino delicacies like durian and mango.
21:12 They also sampled Filipino words like "I love you" and "sumigaw".
21:18 And because it's Love Month, Enhypen has a sweet message for the ENGENE.
21:23 We're so happy to be able to finish the tour in such a great place here in the Philippines.
21:31 It's a love month. So, as always, thank you so much for all the love.
21:37 Yay! Thank you, Enhypen!
21:41 Meanwhile, before we go back to South Korea, Seunghoon has a special Valentine's treat for the fans who participated in the Gento Dance Challenge.
21:49 It has more than 6.5 million views on TikTok.
21:53 I watched that. It's amazing!
21:56 The Special Action and Intelligence Committee for Transportation is continuing its operation against buses that do not get off at the right places.
22:05 Live from Parañaque, we have the first news.
22:07 Nico Wahe. Nico, are there any arrested?
22:11 Good morning, Maris.
22:16 The DOT or SAIC authorities have already arrested and stopped 10 buses that do not get off.
22:23 Many of them are getting off at this area that is clearly prohibited because the passengers are only allowed to get off here near PITX.
22:33 The Special Action and Intelligence Committee for Transportation or DOT or SAIC has been stationed at the Makapagal Boulevard and Pacific Avenue.
22:44 Their target is to arrest buses that get off at the wrong places.
22:48 It is said that buses that come from the South Area get off at this area and do not get off at PITX.
22:55 It seems that the drivers are confused.
22:58 What is the situation in Egypt?
23:00 The passengers sometimes force them to get off.
23:02 They force them?
23:03 Yes.
23:04 Because they are far away?
23:05 Yes, they are far away. Especially if the bus is only here in Icon.
23:09 This is the only job.
23:11 They really get off here.
23:12 This bus was also arrested in Alabang after the passengers were actually getting off at Alanganeng Babaan.
23:18 It is said that it is prohibited to get off here.
23:20 But...
23:21 It is there where we got off. It is still disabled.
23:24 The drivers who were arrested are confused.
23:27 There is also a bus that does not have a signboard.
23:29 This bus from Cavite, which gets off at the wrong place, was discovered without a travel permit.
23:36 It does not have a CPC or Certificate of Public Convenience, which is a requirement of the LTFRB to allow a bus to travel.
23:43 The CPC was discovered in 2022 by the driver.
23:46 When asked why the bus is traveling...
23:48 Sir, why are we traveling while our CPC is an expert?
23:51 Sir, I'm sorry.
23:54 Sir, do you know that our CPC is an expert?
23:56 Sir, I'm sorry. I can't answer that. I'm sorry.
24:00 The bus was impounded.
24:01 Many passengers were arrested and got off the bus.
24:05 We are just going to be here.
24:07 Who is not going to be here?
24:10 Sir, where should you go?
24:13 I have a flight to the airport.
24:15 What time is it?
24:17 It's better if they are blocking the bus from where the PITX is.
24:30 Maris, the drivers' pockets are hurting because of the violations that were committed against them.
24:35 Pick and drop, outside terminal, no sign board, overloading, and the CPC or Certificate of Public Convenience.
24:43 According to the LTFRB, the fine is more than Php 5,000.
24:48 Live from Paranaque City, I'm Nico Juaje for GMA Integrated News.
