A magistrate and his brothers try to implement sin and romance in the virtuous town of Rainbow Village, where they eventually come into conflict over the attentions of a beautiful young village girl, Chi Wan.

Choi Hung village is full of innocents: people sing and work. The town beauty, Chi Wan (吳倩蓮 Wu Chien-lien), sees a stranger (張國榮 Leslie Cheung Kwok-wing) in the woods and falls in love, believing he's a fairy. He pursues her, keeping his real name secret, seeking advice from her sister, Heung (黎姿 Gigi Lai Chi), who suggests he buy Chi Wan a fan. Chi Wan and Heung's boyfriend, Dup (鍾鎮濤 Chung Chun-to / Kenny Bee), think the stranger and Heung are romantically involved, so mistaken jealousies erupt.

Also new in town are two brothers, the new town official (黃百鳴 Raymond Wong Pak Ming) and his coarse enforcer (周文健 Michael Chow Man Kin); they can't believe there's no graft and corruption to profit from, so they try to establish a whorehouse. They also pursue Chi Wan. Can it all be sorted out? Will innocence prevail? And who is this stranger?
