00:00 A group of UV Express operators filed a petition to stop the pilot testing of motorcycle taxis.
00:08 They say they are affected by the pilot testing of motorcycle taxis that are not yet sure if they can be used as public transportation.

00:24 UV Express operators are now getting affected because they can drive motorcycle taxis with up to 35 percent of their income.
00:32 But the LTO wants to add up to seven companies, up to now, three are allowed to drive under the pilot study of the Transportation Department and LTO.
00:43 Aside from Metro Manila, they will also test it in other provinces in other parts of the country.
00:48 The reduction of 30 to 35 percent is bigger. I think if more motorcycle taxis enter, it will double or half the effect on us.
01:04 Motorcycle taxis that don't have a franchise like buses and jeepneys are not justified.
01:10 It's very difficult to get a CPC if you're a PUV operator. It's very difficult. And yet now you disregard the rules for CPC and you only need to be part of a pilot study.
01:21 Motorcycle taxis are allowed because of the pilot testing that started in 2019 and should have ended in 2021.
01:29 But it was extended and no one was allowed to drive until when.
01:33 The Congress passed a bill to make motorcycle taxis legal as public transportation.
01:41 But it's not negotiable because the Department of Transportation and Land Transportation Office is not yet done with its pilot study.
01:49 One of the main questions is, is it safe as public transportation?
01:54 The National Federation of UVExpress has signed a petition to the court in Mandaluyong to end the pilot testing of DOTR and LTO and to inform the public.
02:05 What safety standards should be imposed? Whether or not motorcycle taxis should be legalized? We need to know, is it safe? Is it safe for passengers?
02:14 We are still getting the DOTR and LTO. But the LTO said that they are still asking for two to three months to finish their studies in the UP National Center for Transportation Studies.
02:29 Motorcycle taxi riders are favored to legalize their operation. One of the provisions in the bill is to have an accident quick response team to respond to the accidents of the rider or passenger.
02:44 It should be legal. Of course, so that the person who drives here is free.
