00:00 The target of the Department of Education is to give more salary and benefit to teachers as a way to support their livelihood.
00:08 Vice President Sara Duterte announced this yesterday in the Basic Education Report,
00:15 where President Ferdinand R. Marquez Jr. assessed the changes in the education sector.
00:21 Kenneth Paciente is in the center of the news.
00:25 In her Basic Education Report this year, Vice President and Education Secretary Sara Duterte
00:32 listed the achievements and plans for the improvement of education in the country.
00:38 Among them are the construction of additional classrooms, which is one of the challenges in the DepEd.
00:43 She said, more than 3,000 classrooms were built while 6,000 are currently under construction.
00:51 811 classrooms are already under procurement.
00:56 By the end of the first semester of 2024, we hope to complete the construction of at least 4,000 classrooms.
01:06 We have also finished 4,542 classroom repair projects,
01:12 and currently there are 3,428 being repaired and another 5,896 classrooms are to be repaired soon.
01:24 Vice President Sara also reported the launch of the National Learning Camp that is included in the Learning Recovery Program of DepEd,
01:32 as well as Catch Up Friday to encourage students to read.
01:37 DepEd has also become a key part of the digital infrastructure, particularly in providing Internet connection to schools in the country.
01:44 305 schools have been given fiber Internet connectivity,
01:49 while satellites have been delivered to 2,000 public schools nationwide.
01:56 As we continue to pursue ICT-assisted learning,
02:00 we are also continuously providing e-classroom packages, laptop packages, and digital literacy training to improve learning, teaching, and learning outcomes.
02:14 To date, the department has procured 4,067 e-learning cart packages,
02:21 337 smart TV packages, 2,366 teaching packages, and 3,161 non-teaching packages.
02:32 But VP Sara pointed out that one of the main and continuous focus of the government is the empowerment of teachers.
02:39 That is why she shared in her report that DepEd is continuing to strive to provide benefits to these teachers,
02:46 such as teaching overload pay, overtime pay, service credit, and additional leave credits,
02:53 which are only available to 30 teachers out of the 15 previously enrolled.
02:56 This also includes the removal of their admin tasks that have long been neglected by the teachers.
03:02 In fact, DepEd has just issued a department order that will remove the administrative tasks of the teachers.
03:09 To ensure its effective implementation along with the filling up of 5,000 administrative personnel for 2023 and another 5,000 administrative personnel for 2024,
03:23 we will also be providing additional MOOE to enable our schools to hire the necessary administrative support staff.
03:33 President Ferdinand R. Marcos Jr. also praised the achievement of DepEd in the leadership of VP Sara.
03:39 He also shared his positive views on the future of education in the country.
03:43 I'm happy to note that this report, the basic education report, is candid, clear, comprehensive, and I think you will agree, quite compelling.
03:54 [Applause]
04:01 So certainly, the milestones achieved so far deserve our congratulations.
04:06 Thank you very much, Vice President Inday Sara, your stewardship for the biggest agency with the largest constituency and I would say the most difficult mandate.
04:17 The President also praised the achievement of DepEd in the pilot implementation of the revised K-10 curriculum
04:25 and emphasized the importance of building a school infrastructure.
04:29 But he also emphasized the importance of the quality of such structures.
04:33 The times are changing, so we need to change our way of building, not just in education, but in all projects of infrastructure.
04:46 And for this, I would like to mention and thank, make a special mention of the World Bank and the ADB for their aid in boosting our schools' resilience to disasters.
04:58 The President also emphasized the well-being of the students, so he should be the one to strengthen the school-based feeding program,
05:05 as well as the digitization of education in the country.
05:08 To those who are in doubt, they are afraid that there will be many classrooms, that the budget might not be able to handle it.
05:16 My standard response to those who clip our wings with their fears is, we use the mandate of the people to achieve the grant, not to waste it on the petty.
05:27 We go big or we go home.
05:29 DepEd also conducted a consultation with stakeholders, regional offices, and parents on the return of the old school calendar,
05:37 where the class will open in June.
05:40 DepEd is currently waiting for the result of the consultation.
05:44 Kenneth Paciente, for the nation.
