00:56 I asked him about the amendments to the Constitution.
01:00 The 1987 Constitution was not written for a globalized world.
01:05 And that is where we are now.
01:09 So we have to adjust so that we can increase the economic activity in the Philippines.
01:16 We can attract more foreign investors.
01:18 The President believes that the ruling of the foreign countries will help the economy.
01:23 But for now, the foreign ownership of 40% of public utilities is limited by the Constitution,
01:30 such as electricity, water, and public utility vehicles.
01:34 There is also 100% that cannot be accessed by foreign countries, such as land.
01:39 Between you and me, land is very difficult.
01:42 I think that's, I don't think because that will cause disruptions.
01:47 I'm sure we will hear from the others.
01:55 But those who have resided in an area over many years,
02:00 the foreign investors will pay big money to buy that land.
02:07 The value of the land will go up.
02:11 And the old residents cannot pay for the real estate tax
02:16 because the price is already gone from their market.
02:19 So we will remove those. I don't think I agree with that.
02:22 So you are not in favor of foreign ownership of land?
02:25 Land, no.
02:26 But sir, when it comes to corporations?
02:28 Corporations, we can talk about that, except for the critical areas,
02:34 such as power generation, media, all the strategic areas
02:44 that we cannot allow to be influenced by a foreign entity,
02:52 be it a corporation or another country.
02:55 But that's what we have to decide where we draw the line.

03:05 I also asked the President,
03:06 will the amendment to the Constitution really end with the economic provision?
03:11 In the President's answer, he was not closed in the amendment of political provisions.
03:16 But not now.
03:17 Let's be practical. In terms of the term limits, look what has happened.
03:23 When I'm the mayor for nine years, I cannot run anymore.
03:28 So I will make my wife run, I will make my son run.
03:32 I will be the Vice Mayor.
03:34 So nothing has changed. They are still running the show.
03:37 We have a term in Ilocos, we call them Mayor-Vice.
03:42 Because they're the Vice Mayor, but they're running the administration of the town.
03:49 So that's something, but we have to think about that.
03:51 But I think in the present day, we can have these discussions later on.
03:57 But for the present day, my concern is the economic provisions.
04:02 And I do not want to confuse the issue any longer.
04:05 But Sir, in your example earlier, term limit extension can be a good thing for the town or for the constituents.
04:12 Could be. Could be.
04:14 I don't know. What are we trying to achieve, first of all?
04:21 Like if you look at other countries, for example, again, the United States,
04:26 which our political system is styled after.
04:29 In the United States, there are different states.
04:31 Some states have term limits, other states do not have.
04:34 So I don't know how that will translate to our own experience.
04:39 So we just continue talking about it and see what really is the best thing that we can do.
04:45 But I do not want to jeopardize the success of the amendments to the economic provisions by putting in other issues.
04:58 Let's keep the issue clear. In my view, that's the way to do it.
05:01 We also talked with President Marcos about the announced plan of Vice President Sara Duterte,
05:07 who was her running mate in the 2022 election.
05:10 Just yesterday, Vice President Sara Duterte announced that she will be running in the next election.
05:15 She did not say what she will run for or when she will run for office because she is still in the 2020-28.
05:22 Did you talk about that? Or what was your reaction when you heard that? Because 2028 is still far away.
05:30 I think she's also testing the waters to see what the reaction will be.
05:35 That's the only thing I can say. I haven't talked to her about it.
05:38 But again, no, it doesn't… Did you hear what Inday Sara announced?
05:47 Yes. Okay, that's it. What do you think she'll do? Stop it. We'll talk about that later.
05:57 President Marcos also visited the Lung Center of the Philippines for the launch of the Lung Transplant Program.
06:04 The hospital was built by his father, President Ferdinand Marcos Sr.
06:12 His father also visited the Philippines when he heard about the One China Policy,
06:18 which states that there is only one government in China and Taiwan is the only province in the country.
06:24 China recently underestimated President Marcos' welcome to Taiwan President-elect Lai Ching-te for his victory in the election.
06:32 China said that it is against the One China Policy and that the Philippines should not play with fire.
06:38 President Marcos answered this in the first instance.
06:43 But just recently, China has made some remarks that they were surprised or dismayed by your welcome to the Taiwanese President-elect.
06:57 Did this catch you by surprise? I mean, it came from you. It was a personal tweet that you personally posted.
07:04 It did. It became… I was very simple there. When I became president, I was already welcomed.
07:10 So, what do you do? It's just common courtesy that you do the same for them.
07:15 That's really where it came from. The One China Policy remains in place.
07:20 We have adhered to the One China Policy strictly and conscientiously since we adopted the One China Policy.
07:29 And that has not changed. That will not change.
07:32 We are not endorsing Taiwanese independence. Taiwan is a province of China.
07:42 But the manner in which they will be brought together again is an internal matter.
07:51 Our only goal here is peace, not chaos.
08:01 While we were in the President's airplane, we talked about traffic.
08:07 When you arrived, did you see the traffic?
08:13 Of course. People think you cannot avoid traffic.
08:21 Even if you're in a helicopter, if you're just within the city, you don't take the helicopter.
08:29 And the other thing that I try to avoid is to cause traffic.
08:35 Because when I go to… I feel embarrassed sometimes.
08:38 Because when I go to… everybody has to stop.
08:41 Everybody has to… So, I try as little as possible to cause traffic.
08:47 And then of course, yes, I try to maximize my time.
08:50 This weekend, at the Coldplay concert, Chris Martin himself was the vocalist.
08:55 He was the one who initiated the heavy traffic that their fans had to go through to get to the venue.
09:01 The President's solution to the traffic problem is a good and effective public transport system.
09:08 This includes the addition of ferry stations along the Pasig River, which is under rehabilitation.
09:14 But it will displace the thousands of residents who live on the riverbank.
09:19 There is a plan already. We have identified along the Pasig River, we have identified the so-called transition areas
09:29 where we will build temporary lodgings for those who are now spotters.
09:38 They will be placed there while the housing is being built.
09:42 In the end, the plan is for them to all have housing.
09:46 The last visit of the President was to the Lung Center of the Philippines.
09:50 From 1979 to 1982, they were able to build at least the majority of the facilities that are here now.
09:59 That's important. Your health is the most important thing.
10:04 At some point, Health Secretary Ted Herbosa joined the meeting to discuss the contribution of PhilHealth members.
10:12 Sir, the study is ongoing. Should we increase or not the contributions of the people?
10:18 It's all cost-benefit. It's really all cost-benefit.
10:21 If we increase, for example, the increase of contribution of PhilHealth from 4% to 5%,
10:28 I look at it and say, "If you're going to increase it, just show the other side of that.
10:34 What will be the increase in services? What will you be able to cover? What more will you be able to cover?"
10:41 But sir, you're not leaning towards any particular decision yet in regards to increasing the contribution?
10:50 Because it's very hard to quantify. It's very hard to quantify health.
10:58 How much is it worth to you? It's worth different things to different people.
