10:52 We know that there are two types of impounding. There is technical impounding and actual impounding.
11:00 So we could probably do the technical impounding. That's what happened in our meeting with Assistant Secretary Vigor Mendoza and in the DOTR, Department of Transportation.
11:14 This impounding is also coordinated with the different government agencies where we can place the impounded vehicles. We will implement actual impounding.
11:31 Sir, in the topic of traffic, what can you say in the report that Metro Manila has the worst traffic in the world and what is the impact of DOTR in this topic?
11:47 The impact of DOTR is clear. Our projects that are given importance are the comfortable, convenient, accessible and safe travel of our residents.
12:08 We encourage the use of mass transportation here in Manila. We know that there are many motor vehicles in the country, private vehicles.
12:26 We have projects and they are continuous. We have the MRT-4, the extension of the LRT-1 to Cavite, the MRT-7, which I expect will open next year partially.
12:46 We are hoping that this will reduce the number of private vehicles and they should use our public utility vehicles.
13:00 There is also the ongoing subway. We are looking at the possibility because we cannot do this with one seat. It would take some time.
13:15 So those projects are being led by the Ministry of Transportation. We are hoping and we are praying that with these projects, the use of private motor vehicles will be eased up.
