EDCOM 2 bares achievements

The Second Congressional Commission on Education (EDCOM 2) launched its exhibit showcasing the achievements of the commission in its first year at the House of Representatives on Monday.

EDCOM 2 Commissioners Rep. Roman Romulo, Rep. Marquez "Mark" Go, and Rep. Francisco Benitez gave their messages of support to the commission and its aim of reforming the country's education system, while EDCOM 2 Executive Director Dr. Karol Mark Yee said that the commission has a long way to go in proposing solutions to the education crisis.

00:07 These are all preliminary work. Whatever outcome EDCOM 2 comes out with, we have to pass through the committees and the plenary of both the House and the Senate.
00:19 So, this journey is still long. What's important is that we have made the first step and we have identified the many challenges.
00:31 The others have no solution yet. But hopefully, this next year, we will be able to get our, I guess, be able to understand each other and come up with the best solution. Not necessarily the solution that we all will agree with.
00:51 But hopefully, we move towards a direction where we can do more. But for now, reforms are already being instituted. And with these reforms, hopefully, the next international assessment will be a big improvement on the part of our Filipino learners.
01:10 But more importantly than that, hopefully, the quality of education in both basic education and in higher and technical education will grow and balance.
01:22 And we expect that more to be done in the next remaining months of this 19th Congress. And hopefully, we will be able to translate all of this into actual implementing programs.
01:36 And I know that many things have already been implemented. But there are so many things that still have to be done. And truly, thank you very much for this opportunity. And I know that things will turn bright for our country in terms of education.
01:52 It isn't easy to shepherd 10 commissioners and all the members of the standing committee, each of whom are experts in their own fields. And to be able to sew these together and weave them together into a comprehensive picture of what is at stake, what is wrong, and what may be possible to do for our educational sector.
02:20 This is its first year. There are two more years, three, that we need to look at what we can do both in the short term and in the long term to ensure as robust an education system as we could possibly have.
02:40 We understand that it is complex, that the process is long, and it will take an insurmountable amount of political will, which is why we need all education champions in the House and in the Senate to be with us in this journey.
02:54 The year one exhibit highlights the most urgent findings of EPCO. Findings that we in the education sector, despite decades of working in the space, did not realize how grave.
03:06 This is the first time we saw a situation like this because the Edcom law allowed us to have access to the data.
03:15 Because of this vested authority on the commission to gather data from the agencies, I believe the findings today and ultimately the long 400-page Edcom report provides a very unique systems-level view of the challenges of Philippine education.
03:32 One that puts together a coherent story, or at least an explanation of the issues that we see and face across the education agencies.
03:42 One that is often easy to miss as we scrutinize individual-level data as well as budget reports and submissions of agencies. One that admittedly still falls short of the mandate of the 1987 Constitution to establish an integrated system of education.
