00:00 To make the Filipino film industry stronger,
00:03 the local film producers are appealing to the Department of Interior and Local Government.
00:08 They want to have a moratorium on the collection of amusement tax
00:13 that is being denied by the local government.
00:15 The witness is Jun Veneracion.
00:17 Some of the local film producers have helped,
00:22 and the movie industry is still laughing,
00:24 Interior and Local Government Secretary Benjur Abalos.
00:27 This is to ask for help to solve the problems of the Filipino film industry,
00:33 just like the 10% amusement tax that is being imposed by the local government.
00:37 If there is a tax holiday like this,
00:41 maybe we can raise the budget of making films to make it better
00:46 because of course we also have to fight for the products of other countries.
00:50 Our dream is for us to be Korea, right?
00:52 But we can't do that without the support of government.
00:55 Filipinos first, they say. Let's put ourselves first.
00:59 If we don't love our industry,
01:03 maybe we'll be one of the ones to be left behind.
01:05 And what about the workers here?
01:07 A film producer laid the cost of their income in producing a film.
01:13 Even if a film earns P100 million in the box office,
01:18 it reduces the 10% amusement tax.
01:21 The remaining 90% will be divided by the producer and cinema operator.
01:26 From the 45% that will be left to the producer,
01:29 5% to 20% will be booked for distributors.
01:33 And there is also a 12% value-added tax.
01:36 Effectively, for every P100 million,
01:39 the producer gets approximately P35 to P37 million net.
01:45 Not all films reach P100 million.
01:48 For the year 2023, most films gross from the average of P2 million to P12 million only.
01:57 Secretary Abalos will talk to local chief executives.
02:02 I commit, I will talk personally with all of the mayors of Metro Manila.
02:07 Maybe we can just zero it.
02:10 Let's help for the next three years so they can get back on their feet.
02:14 That's what we ask from all local government units.
02:19 According to Abalos, the city of Mandaluyong under his father, Mayor Benjamin Abalos Sr.,
02:25 will support the three-year moratorium on amusement tax for local movies.
02:31 Abalos will also talk about piracy, a problem that movie producers are also facing.
02:36 In this aspect, the movie industry in PNP and other government agencies can expect 100% help.
