00:01 [Music] Let's talk about the call of some groups to suspend the increase in the premium contribution of PhilHealth.

00:08 [Music] PhilHealth Corporate Affairs Group Acting Vice President Ray Baleña is with us this afternoon. Good morning Jun and Connie and welcome to this afternoon sir.

00:18 [Music] Good morning sir Jun and ma'am Connie and of course to all the viewers of this afternoon.

00:24 Good morning to all of you. Please explain to the viewers that this is a so-called premium contribution increase in PhilHealth.

00:33 Yes ma'am Connie, as per Section 10 of the Universal Healthcare Law, it is scheduled for 2024 that our contribution rate is 5%

00:46 and for the income ceiling, it will be adjusted to 100,000 pesos. So this is the last contribution adjustment that is scheduled in the law

00:59 because if we look at the UHC law, for 2025, this will be the contribution rate that will be implemented.

01:08 Sir, every increase that is paid should have a connection to new services for the members. Do we have those on the line for this year?

01:21 Yes ma'am Connie. Our countrymen can hope that our coverage of health insurance under PhilHealth will be better and will improve.

01:33 For this year, we will continue to rationalize some conditions that are very heavy for the patients.

01:43 Last year, we started this ma'am Connie, we started this with stroke and high-risk pneumonia.

01:51 So these three, on average, increased to 150%. We will continue that under some conditions this year and the rest of our case rates will be subjected to as much as 30% increase.

02:07 So our countrymen can feel that.

02:10 Okay. But you know that the Migrante Internacional is one of the ones who are really fighting and protesting here because our countrymen are not using the PhilHealth.

02:21 Because this is only for the local use and cannot be used internationally. Do you have any steps to address this problem?

02:32 Ma'am Connie, we fully understand and respect the position of our countrymen or FWs. But as a correction, we can still avail our PhilHealth benefits even if we are abroad, confined.

02:50 We can reimburse this here in the Philippines. And the good thing here, ma'am Connie, is that the declared dependents here in the Philippines can still use their PhilHealth coverage.

03:04 That is the advantage that our OFWs have PhilHealth coverage.

03:09 Okay. Related to the question of Connie about OFW, can PhilHealth coverage be made optional for OFWs? This is a suggestion of the group of Federation of Free Workers, sir.

03:21 Yes sir. In the law, all Filipinos are automatic members of the program. We should all be together to strengthen our program and our fund to address the illness of our members.

03:44 So there is nothing in the law that says membership in PhilHealth is optional. All Filipinos are automatically members of the program.
