00:11 In his message yesterday, the president said that even though the electricity supply is back,
00:17 he feels the difficult power outage in the residents who are affected by their livelihoods
00:24 and also put in danger those who need medical attention.
00:28 He also called on the NGCB to consult with distribution utilities and cooperatives
00:34 to avoid the system collapse.
00:36 The president also ordered the Energy Regulatory Commission to speed up the action
00:41 in completing the rate reset review for the system operator of the NGCB.
00:47 This is not the first time that such a blackout has occurred.
00:52 In April of 2023, a similar incident happened in Panay,
00:57 prompting an examination of NGCB's performance.
01:01 It revealed the importance of completing the Panay-Negro-Cebu interconnection by August of 2023.
01:10 The NGCB assured us that the Visayas grid had sufficient capacity,
01:14 assuming timely completion of the Mindanao-Visayas and Panay-Negro-Cebu interconnections.
01:20 However, we find ourselves in January 2024,
01:25 far from the promised completion date of August 2023.
01:30 Accountability lies with the NGCB.
01:34 They are tasked with grid stability.
01:37 Stability involves proactive responses to breakdowns and unexpected events,
01:42 a duty that NGCB unfortunately has not fulfilled adequately.
