00:13 China warns the Philippines to resolve tensions over the South China Sea via dialogue
00:17 The new Presidential Communications Aid of Malacanang posts a fake memo declaring December
00:22 22 a special half-working day
00:25 The United States wants to place more restrictions on making money off children's data
00:30 And the European Union wants stricter regulations for Pornhub, StripChat and Xvideos
00:37 Chinese Foreign Minister Wang Yi warns the Philippines to address through dialogue what
00:41 China sees as serious difficulties in their relations over the South China Sea
00:45 Beijing and Manila have traded sharp accusations in recent months over run-ins in the contested
00:50 waters
00:51 In a phone call, Wang tells Foreign Affairs Secretary Enrique Manalo, "If the Philippines
00:56 misjudges or colludes with ill-intentioned external forces in the disputed waters, China
01:01 would defend its rights and respond resolutely"
01:04 China lays claim to most of the waters within a so-called "nine-dash line" which is also
01:08 contested by Brunei, Malaysia, Taiwan and Vietnam
01:12 This after Philippine Defense Secretary Gilberto Chodoro rebukes China for accusing the Philippines
01:17 of provoking tension and stirring trouble in the South China Sea
01:20 The Permanent Court of Arbitration in 2016 says China's claims had no legal basis, a
01:26 ruling the United States supports but Beijing rejects
01:31 Presidential Assistant for Strategic Communication Cesar Chavez apologizes for sharing a fake
01:36 memo on Facebook stating December 22 had been declared a "special half-working day" by
01:40 Malacanang
01:42 Major media outlets and local government pages shared the news on social media, mistaking
01:46 it for an official Malacanang document
01:49 In its official gazette, Malacanang says, "The document circulating as Proclamation
01:54 No. 427 declaring December 22 as a special half-working day throughout the Philippines
01:59 is false. Proclamation No. 427 refers to the declaration of nine artists as Manalikhanang
02:05 Bayan for 2023, signed by Executive Secretary Lucas Bersamin on December 15."
02:11 Chavez apologizes for "posting content that was not first verified by himself"
02:16 President Ferdinand Marquez Jr. transferred Chavez from the Department of Transportation
02:20 to the Office of the President earlier in December. As Presidential Assistant for Strategic
02:25 Communications, he retains the rank of undersecretary
02:30 The United States Federal Trade Commission says it is considering changing the children's
02:34 online privacy protection rule to put more restrictions on when and how companies could
02:39 monetize children's data. The restrictions would limit how companies can use notifications
02:44 to nudge children to stay online, affecting companies which collect personal information
02:48 about users under the age of 13. Companies would have to get separate, verifiable parental
02:53 consent to share most information about children with advertisers and other third parties.
02:59 Critics have accused the platforms of failing to address mental health harms done by algorithms.
03:04 The proposed changes would reinforce that companies cannot ban children from an activity
03:08 if they decline to allow collection of personal data, and would allow school districts to
03:12 bar companies providing educational technology for using any information it collects for
03:17 a commercial purpose. The FTC would accept comments on the rule for 60 days.
03:24 The European Union adds three adult content companies — Pornhub, StripChat and Xvideos
03:29 — to its list of firms subject to strict regulations under new online content rules.
03:35 Digital Services Act requires companies to conduct risk management, undergo external
03:39 and independent auditing, and share data with authorities and researchers. In April, the
03:44 EU designated five Alphabet subsidiaries, two Meta platforms, two Microsoft businesses,
03:50 X and Alibaba's AliExpress among 19 companies under the rules.
03:56 Pornhub says it had 33 million average monthly users as of July 31. Xvideos says it has over
04:02 160 million users in the EU, while StripChat claims to have over 500 million users globally.
04:09 Within four months of the designation, Pornhub, Xvideos and StripChat will have to adopt measures
04:14 to protect users online, including minors, and mitigate any systemic risks stemming from
04:18 their services.
