00:02 - Let's talk about Delaware.
00:05 Now, when PASPA was repealed,
00:07 I mean, Delaware was like right there in place
00:09 to start sports betting and they were very active.
00:12 It's really interesting to see kind of their progression
00:14 as well, but a little bit confusing here too,
00:17 because I know that there was some legislature
00:19 where they discussed having a lot
00:21 of different sports betting operators,
00:23 but now it looks like they have signed a deal
00:25 with Rush Street Interactive to be the sole sports betting
00:28 and iGaming operator.
00:28 So what happened here?
00:30 - It's a mess, Craig.
00:32 And I say this as a Delaware resident.
00:34 You're right.
00:35 Delaware was first out of the gate,
00:37 beat New Jersey to take that first bet
00:40 after PASPA outside of Nevada.
00:43 And then people started asking about online in Delaware.
00:47 And it was always kind of met with a,
00:48 well, we'll see, we'll see, we'll see.
00:51 And even during the pandemic,
00:52 it was still met with a we'll see approach.
00:55 And there are various reasons for that.
00:58 In Delaware, like gas station retailers
01:01 sell parlay cards for NFL games.
01:04 And they didn't want that to go away.
01:06 They want those people to come in, buy their chip soda,
01:07 get their parlay and do whatever they're gonna do.
01:10 So 888's contract was up and it was time for another bid.
01:15 But instead of delaying the bid
01:19 to give the legislature time, like you said,
01:22 they had a report, there was a legislative group
01:26 studying this this year.
01:27 And the lottery did not wait for those results
01:33 before they went out and launched another RFP
01:36 for a sole operator.
01:38 And it's just, it's baffling because the report came back.
01:42 And guess what, Craig,
01:43 when you have more than one sports book in a state
01:46 and you create competition, you do better on taxes.
01:48 You make more money.
01:50 We've known that from the beginning.
01:53 And yet Delaware lottery just, I don't know.
01:58 Almost feels like they hate money at this point
02:01 because they just, it's just shocking, honestly, Craig,
02:06 that this study was going on in the legislature
02:11 and the lottery didn't wait to see what happens.
02:13 So now we have Rush Street signed up
02:14 for a multi-year contract
02:16 to bring a Bent Rivers brand into Delaware.
02:20 And we have the legislature now saying,
02:22 well, we shouldn't be with a sole operator.
02:24 We need multi-operator.
02:26 So who knows what this is gonna look like
02:28 in the legislature for 2024.
02:31 Who knows what's gonna happen to that Rush Street contract
02:33 if they wind up saying, yeah,
02:34 we need more operators than just one.
02:36 It's a mess.
02:39 I just wanna be able to bet online, Craig.
