00:48 about the agreements reached on the Ezequiel dispute.
00:54 Right now we are going to hear the statements
00:59 of Prime Minister Ralph Gonsalves to know
01:05 about the outcomes of this encounter.
01:08 There have been given satisfactory results
01:15 for the region and for the SELAC,
01:22 and we are going to see it is an encounter
01:27 that supports the peaceful democracy.
01:35 And so President Nicolás Maduro has complied with the--
01:44 has complied with Gonsalves' letter, an open invitation
01:58 to participate in this encounter.
02:02 A high dialogue-- a high-level dialogue
02:08 which have provided positive results for all countries--
02:17 for all regional countries.
02:19 Ralph Gonsalves, the President Protemporary of SELAC
02:28 and Prime Minister of St. Vincent
02:31 and Grenadines is giving statements
02:36 about the important and noteworthy results
02:39 to guarantee the peace in the region,
02:41 to guarantee the peace in Latin America and the Caribbean.
02:46 It is a need of all countries, and it
02:49 is part of what is being constituted in the policies
03:02 of these communities.
03:04 And so-- and then we will be hearing the statements
03:19 of President Nicolás Maduro.
03:22 In this meeting, there have been participating
03:33 other countries as observers, such as Roosevelt
03:42 is carried, Prime Minister of Dominica.
03:47 And later on, we could have observed another encounter
03:57 in which President of Guyana and President
04:05 of the Bolivarian Republic of Venezuela
04:09 gave the steps forward to ensure their talks in peace
04:20 to guarantee and to sort out the Ezequiel dispute.
04:30 So we already know the Bolivarian diplomacy
04:37 of peace, which have reached important results of peace
04:43 in this region.
04:44 A historical problem, a situation
04:47 that could escalate tensions in the region,
04:53 but it's not the case.
04:55 It has not been the case because it
04:57 is a situation that has been working on the grounds
05:05 by the support of sister nations.
05:09 And all these final statements has this nature.
05:18 So those statements are being given
05:29 by the Prime Minister of St. Vincent and Grenadines.
05:36 And most of these events to guarantee
05:49 to diffuse the differences between these two states.
05:55 So President Nicolás Maduro attended this meeting
06:01 to have the chance and the opportunity
06:06 to give his opinion, Venezuelan opinion,
06:17 and Venezuelan diplomacy on these disputes.
06:26 So the consultative referendum on December 3rd
06:44 has a binding nature as all Venezuelans,
06:51 all citizens of Venezuela cast their vote
06:57 to give their opinion on this Ezequiel dispute
07:07 in compliance with the articles of the Venezuelan Constitution
07:15 71, 70, and 5.
07:19 So we will continue observing the statements of Ralph
07:25 Gonsalves, who was addressing the national and international
07:32 media.
07:43 So both presidents, Nicolás Maduro and Ali,
07:50 shaked hands and attempted and pulled talks in a peaceful way,
08:01 in a respectful way.
08:04 And that's the way they should address this conflict
08:15 to be able to conduct, to pursue an activation
08:26 of diplomatic resources to sort out this dispute.
08:33 On December 14, 2023, in St. Vincent and Grenadines,
08:45 President of Guyana and President of Venezuela
08:56 have been holding talks on the Ezequiel dispute.
09:03 These debates have been facilitated
09:06 by the Prime Minister of St. Vincent and Grenadines
09:11 and President Pro Tempore, Ralph Gonsalves,
09:16 and Prime Minister of Dominica and head of CARICOM,
09:23 Roussevel Scarritt, alongside Celso Amorim,
09:33 consular and personal envoy of President Lula da Silva,
09:43 acted as main interlocutors.
09:48 And there were present leaders of the Caribbean,
09:56 Prime Minister of Bahamas, Prime Minister of Barbados,
10:02 Prime Minister of Grenadines, Prime Minister of St. Lucia,
10:11 Prime Minister of St. Kitsanevis,
10:16 and Prime Minister of Trinidad and Tobago.
10:22 And UN representatives were present
10:34 and Secretary General of the Department
10:44 of Policy Affairs and of Peace of the United Nations,
10:50 and Alvaro Leyva-Duran participated as well,
10:57 representing Colombia.
11:00 And Deputy Minister of Honduras.
11:09 All sides attending the encounter of St. Vincent
11:14 and Grenadines reiterated their commitment
11:18 to Latin America and the Caribbean
11:24 continue being the zone of peace.
11:27 They agreed on Guyana and Venezuela
11:32 wouldn't attack each other in any contest.
11:40 And the second one, they just agreed
11:44 that any controversy between both states
11:48 will be sorted out within the international rights,
11:53 including the Geneva Agreement of 1966.
11:59 They are committed in the search of a good neighbor
12:06 and peaceful coexistence in Latin America and the Caribbean.
12:12 They take notes that Guyana is being committed
12:21 with the International Court of Justice of this dispute.
12:30 And they took notes that Venezuela
12:38 doesn't recognize the International
12:42 Court of Justice.
12:45 And sixth, they agree that both states will abstain
12:52 in a word or fact of escalate any tensions between them.
13:00 Both states will cooperate to avoid incidents on the ground
13:07 that will lead to tensions between them.
13:10 In case an incident of this kind would occur,
13:17 both states will communicate between each other.
13:22 Or the Caricom and Celac and president of Brazil
13:29 will participate to avoid these such incidents to control it.
13:40 And so they will be dealing with these issues.
13:46 And there will be an update in a third month term.
13:54 Both states agreed that Prime Minister Ralph Gonsalves,
14:01 President Pro Tempore of Celac, and Roosevelt
14:05 carried head of Caricom, and President Luiz Inacio Lula
14:11 da Silva of Brazil will continue as interlocutors in this issue.
14:19 And UN Secretary General as observer, to avoid any doubts,
14:29 the role of Prime Minister Gonsalves
14:32 will continue after St. Vincent and Grenadines will leave
14:43 the presidency of Pro Tempore.
14:45 Because it will continue as a member of Caricom.
15:00 And to consider any issue regarding this dispute,
15:09 I will tell you, we expressed our gratitude
15:14 to Prime Ministers Gonsalves and Skerrits, President Lula
15:21 and Celso Mourinho, and all Prime Ministers of Caricom
15:26 present here, to all Caricom's officials, to Celac,
15:32 and to the head of Celac, and to Mr. Douglas,
15:42 for their respective roles in this meeting.
15:46 We expressed our gratitude to the people of St. Vincent
15:51 and Grenadines and to the government
15:53 for their hospitality in this meeting,
