00:00 Jawaharlal Nehru University, a known academic institution also known for its conflicting
00:07 political landscape, has now rolled out a fresh manual governing student conduct, cracking
00:11 down on protests and unauthorized parties on campus.
00:16 All in all, any sort of protest, either in support or against any motion, will not be
00:20 tolerated anymore in the campus.
00:22 Under these new rules, staging any form of protest or organizing parties near the academic
00:26 buildings without the permission of the administration could result in penalties up to Rs 20,000
00:31 or even expulsion from the campus for two semesters.
00:34 The manual, greenlit by the university's executive council, has triggered debates between
00:38 the administration and student groups.
00:40 Protest within a 100-metre radius of an academic or administration building is also strictly
00:45 off-limits, as outlined in the Chief Proctor's Office Manual.
00:48 This comprehensive rulebook also prohibits unsanctioned events like fresher welcomes
00:51 parties and DJ gatherings, imposing fines up to Rs 6,000 or potential community service
00:56 for violators.
00:57 Additionally, any demonstration near the university residence is also strictly forbidden.
01:01 While the administration, though insists that these rules have existed since 1969 and are
01:07 simply being refined in line with legal directives, the JNU Student Union contends that these
01:12 stringent measures are aimed to stifle the vibrant campus culture that defines JNU.
01:16 The Vice-Chancellor, Santishree Dhulipuri Pandit, has clarified that the intent is not
01:21 at all to penalize protests but to maintain order, citing incidents involving drugs, alcohol
01:26 and violence at past events.
01:28 The JNU Student Union has strongly opposed these regulations, denouncing them as suppressive
01:32 and detrimental to free speech and intellectual exploration.
01:35 They deemed a collective decision-making process and vowed to fight against what they
01:38 see as an attempt to curtail the essence of JNU's inclusive and intellectual stimulating
01:43 environment.
01:44 This move comes after a prior attempt earlier in the year to penalize protests and intimidating
01:48 behaviour, which was withdrawn due to widespread criticism from students across the political
01:52 spectrum.
01:53 JNU has recently seen an upsurge in politically motivated protests raising alarm in campus
01:58 administration.
01:59 The recent enactment of these rules continues to spark controversy and debate within the
02:03 university community.
