00:00 the greatest risks still emanate from the usual suspects.
00:04 China, Iran, North Korea, and Russia.
00:09 But they're increasingly using
00:11 Wagner-style sub-state hackers to do their dirty work.
00:15 So today, in concert with our Five Eyes
00:19 and Euro-Atlantic partners,
00:22 I can tell you that a unit
00:25 within the Russian Federal Security Service,
00:28 known as Center 18,
00:30 has been behind sustained hostile cyber operations,
00:35 aimed at interfering in parts
00:38 of the UK's democratic processes.
00:41 This has included targeting members of parliament,
00:45 civil servants, think tanks, journalists, and NGOs,
00:50 through a group commonly known as Star Blizzard.
00:54 This group, operated by FSB officers,
00:58 has also selectively leaked and amplified information
01:02 designed to undermine trust in politics,
01:06 both in the United Kingdom and in like-minded states.
01:11 Russian representatives have been summoned
01:13 to the Foreign Office this morning,
01:15 and appropriate sanctions have been levelled.
